City Hall City of Harrisonburg 409 South Main Street Harrisonburg, VA 22801 Meeting Minutes - Final Parks and Recreation Advisory Commission Monday, October 19, 2020 7:00 PM Council Chambers 1. Call To Order A meeting of Harrisonburg Parks & Recreation Advisory Commission was held on Monday, October 19, 2020 at 7 p.m. via GoToMeeting. Kevin Gibson called the meeting to order with the following commission members present: Sandra Bopp, MuAwia DaMes, Chance Ebersold, Kevin Gibson, Obie Hill, James Logan, and Mayor Deanna Reed. Present from Parks and Recreation: Luanne Santangelo and Connie Lawson. Present from City Manager’s office: Pam Ulmer I Welcome - Kevin Gibson welcomed everyone and called the meeting to order at 7:00 p.m. II. September 21, 2020 Meeting Minutes-James Logan made a motion to approve the minutes from September 21, 2020. MuAwia DeMes seconded the motion. All members voted in favor of approving the September 21, 2020 minutes. III, Capital Improvement Plans-Luanne Santangelo provided a Capital Improvement Plan (CIP) report to the Advisory Commission members. The top four priority projects for FY22 were discussed. The CIP is to serve as a guide for future planning. The CIP will be reviewed each year with PRAC to establish priorities moving forward. IV. Director’s Report-Luanne Santangelo provided a written report to Advisory Commission members. Luanne Santangelo wanted the Parks and Recreation Advisory Commissions input on which type of report they preferred, the current version or the older version. The Commission prefers the current version. V. Action Items- a. Event Attendance. Still opportunities to participate in Breast Cancer run and more information will be sent out for Holiday events. b. Flexibility in meeting time questions to accommodate Dan Martonik. Time frame he is available for is not conductive to public participation. The Commission wanted to thank Dan Martonik for his time, great service and commitment but his position will need to be filled by someone else. VI. General Public Comments-Comments were not received. VII. Next PRAC Meeting-November 9, 2020. VIII. Comments- · Sandra Bopp suggested a Christmas Tree display for local business held at Simms or Ralph Sampson Park · Chance Ebersold questioned how much longer playgrounds will be closed and when programs will start back up? Luanne Santangelo stated that hand sanitizing stations have been ordered for playgrounds. Once received and installed, we will reevalute opening playgrounds. Adjournment Notice to Public In accordance with the Emergency Ordinance to effectuate temporary changes in certain deadlines and to modify public meeting and public hearing practices and procedures to address continuity of operations associated with pandemic disaster, adopted on April 6, 2020, the public will not be able to physically attend the Parks and Recreation Advisory Commission meeting.
