Simms Continuing Education Center 1. Meeting Called To Order A meeting of the Harrisonburg Parks & Recreation Advisory Commission was held on Monday, March 21, 2022 at 7 p.m. at the Lucy F. Simms Continuing Education Center. Obie Hill called the meeting to order with the following commission members present: Deanna Reed, Kevin Gibson, Sandy Bopp, Jim Logan, Obie Hill, Leonard Van Wyk, Chance Ebersold, and MuAwia DaMes. Present from Parks and Recreation: Brian Mancini, Connie Lawson, Erik Dart, Matt Muterspaugh and Scott Erickson. I. Welcome - Obie Hill welcomed everyone and called the meeting to order at 7:00 p.m. II. Approval of February Meeting Minutes- Kevin Gibson motioned to approve the minutes. Chance Ebersold seconded the motion. The February 23, 2022 minutes were approved by a unanimous vote. III. Director’s Report & Project Updates-Brian Mancini highlighted: a. Work done at Smithland Athletic Complex including fencing installed, and work on adding 126 more parking spaces. b. New Weather System installed at Smithland and Westover Pool. c. Fencing taken down at the Skate Park. d. Athletics-Soccer numbers up to 300+ participants, once lights are installed should be able to increase enrollment. IV. Action Items a. Upcoming Events: 1. Activity Center reopening in April. 2. Bubble coming down at Westover Pool first week of May. 3. Recreational Swim will start back up Memorial Day weekend. V. General Public Comments: a. Crimson Solano, with the local grassroots organization COSPU, questioned the status of the Smithland Master Plan and requested that work progress further, especially on the Adult side, to meet the needs of Soccer players in the area. b. Onesimo Baltazar, with the Futuro Latino Coalition, emphasized the importance of access to good places to play sports and the need to have more places available. VI. PRAC Questions/Comments-Highlighted Questions/Comments: a. A Golf Course update was requested. A Golf Course update will be given at the April Meeting. b. Is there a possibility of putting in a second pool? The public interest/demand is there to justify a second swimming pool, but funding needs to be acquired. c. Can Soccer practice goals be installed at local parks? Spacing is always a problem, the needs of sports teams must balance with the needs of open spaces for the public.
