Gilkerson Community Activities Center 1. Meeting Called to Order A meeting of the Harrisonburg Parks & Recreation Advisory Commission was held on Monday May 21, 2022 at 7 p.m. at the Cecil F. Gilkerson Community Activities Center. Obie Hill called the meeting to order with the following commission members present: Sandy Bopp, Jim Logan, Obie Hill, Leonard Van Wyk, and Chance Ebersold. Present from Parks and Recreation: Brian Mancini, Donna Scott, Scott Erickson, Matt Muterspaugh, Anthony AJ Morris, and Matt Little. I. Welcome - Obie Hill welcomed everyone and called the meeting to order at 7:00 p.m. II. Approval of March Meeting Minutes- Jim Logan motioned to approve the minutes. Leonard Van Wyk seconded the motion. The March 21, 2022 minutes were approved by a unanimous vote. III. Director’s Report & Project Updates-Brian Mancini highlighted: a. Work at Smithland Athletic Complex is approximately 70% complete, including the addition of 126 parking spaces. Paving is scheduled for June 13, 2022. b. Solar powered score boards are being installed. c. ADA compliant sidewalks and ramp are being installed at Morrison Park. d. The Department has purchased the Turf Tank robot that paints sport fields with impeccable lines in minutes vs. hours. e. The annual dance recital occurred on Saturday 5/14/22. The event was a success, with approximately 400 attendees at the afternoon show and 600 attendees at the evening show. f. The Department currently has 6 job vacancies that are in various stages of closing. IV. Action Items a. Upcoming Events: Soccer is going well. There is a swim meet scheduled for Saturday 5/21/22. Additional events will be announced at the next PRAC meeting as the Department works toward reopening our facilities to the public. b. The Heritage Oaks Golf Course Division Report will be presented by Charlie Fultz at the June PRAC meeting. V. General Public Comments: a. No public comment. VI. PRAC Questions/Comments-Highlighted Questions/Comments: a. Can Soccer goals be installed at local parks? The needs of sport teams must balance with the needs of the public for open space. The Department will consider the suggestion to rotate fields for soccer usage. b. Is there a possibility of putting in a second pool? The public interest/demand exists to justify a second swimming pool, but funding needs to be acquired. c. How is the “Swim by 2nd Program” progressing? The Department’s research is moving forward with positive feedback. It is hopeful the program could be available in 2-3 years. The next dance is scheduled for February 2023. VII. Next PRAC Meeting - The next meeting will be held at the Heritage Oaks Golf Course on June 27, 2022 at 7:00 p.m. VIII.
