Meeting Called to Order A meeting of the Harrisonburg Parks & Recreation Advisory Commission was held on Monday June 27, 2022 at 7 p.m. at the Heritage Oaks Golf Course. Obie Hill called the meeting to order with the following commission members present: Mayor Deanna Reed, Jim Logan, Obie Hill, Leonard Van Wyk, and MuAwia DaMes. Present from Parks and Recreation were Brian Mancini, Donna Scott, Scott Erickson, Matt Muterspaugh, Charlie Fultz, and Erik Dart. I. Welcome - Obie Hill welcomed everyone and called the meeting to order at 7:00 p.m. 2. Approval of May Meeting Minutes I. Mayor Reed motioned to approve the May minutes. Jim Logan seconded the motion. Director's Report & Project Update I. Director’s Report & Project Updates-Brian Mancini highlighted: a. Work at Smithland Athletic Complex is progressing. Landscaping is complete, and work continues with the parking lot that will add 120-126 parking spaces. The solar powered scoreboards have been installed, and the fields are immaculate. b. The ADA compliant sidewalks have been installed at Hillandale and Morrison Parks, and an environmental study is underway for Ralph Sampson Park. These projects were funded by the CDBG grant. c. The Westover Pool had over 5,000 guests in the first 4 days of opening. d. Hiring challenges continue to affect all divisions in the Department. Westover Pool is operating under capacity due to lifeguard vacancies. The Community Activity Center and Heritage Oaks Golf Course are also working with limited staff. 4. Action Items I. Heritage Oaks Golf Course Division Report-Charlie Fultz a. The Heritage Oaks General Manager gave a presentation on the Heritage Oaks Golf Course. Some of the highlights included Music on The Range, Cross Country events, Regional State Championships, and upcoming snack bar and beer sales. 5. General Public Comments No public comment. I. PRAC Questions/Comments-Highlighted Questions/Comments: a. What is the status of the Swim by 2nd Program? The Department’s research is moving along with positive feedback. It is hopeful the program could be available in 2-3 years. The Department traveled to North Carolina to tour a facility with a retractable glass dome, which would allow the pool to stay open all year round. b. What is needed to have a pool on the Northeast side of town? Mayor Reed requested a community push for the pool/splash pad to help get things moving forward and requested pictures of Westover Pool during the upcoming July 4th weekend. Funding will need to be acquired. c. What is the status of the Capital Improvement Projects, specifically the status of installing additional Futsol courts? There is currently a plan in place to have Futsol at Hillandale Park. d. Do we have pollination systems in place? Yes, the Department received a $4,000 grant to plant wildflower gardens. 6. Next PRAC Meeting-August 15, 2022 at Smithland Athletic Complex 7.
