1. Meeting Called to Order
A meeting of the Harrisonburg Parks & Recreation Advisory Commission was held
on Monday, January 30, 2023 at 7 p.m. at the Lucy F. Simms Continuing Education
Center. Kevin Gibson called the meeting to order with the following commission
members present: Kevin Gibson, Sandy Bopp, Leonard Van Wyk, Deanna Reed, Jim
Honeycutt, and MuAwia DaMes. Present from Parks and Recreation were Brian
Mancini, Vic Garber, Donna Scott, Scott Erickson, Matt Muterspaugh, AJ Morris, Erik
Dart, and Frutoso Ortiz.
1. Welcome - Kevin Gibson welcomed everyone and called the meeting to order
at 7:01 p.m. The group welcomed new member Jim Honeycutt.
2. Approval of November 2022 Meeting Minutes
2. Approval of November Meeting Minutes- Leonard Van Wyk motioned to
approve the November 2022 minutes. Deanna Reed seconded the motion.
The November 2022 minutes were approved by a unanimous vote.

3. Election of Officers-Chair and Vice Chair
3. Election of Officers - Deanna Reed motioned to elect Kevin Gibson as
Commission Chair and Leonard Van Wyk as Vice Chair. Sandy Bopp
seconded the motion. The Election of Officers were approved by a unanimous
vote.
4. Review and Approval of Bylaws
4. Approval of Bylaws - Deanna Reed motioned to approve the Bylaws, and
Leonard Van Wyk seconded the motion. The Bylaws were approved by a
unanimous vote.

5. Director's Report and Project Updates
5. Director’s Report & Project Updates- Brian Mancini
a. Parks and Recreation has received ARPA funding for the following
projects:
i. Kids Castle Replacement - Kick-off meeting to happen this
week. Will engage RFP process for design and construction
services to demo and rebuild.
ii. Ralph Sampson Park Splashpad - Kick-off meeting to happen
this week. Will engage RFP process for design and construction
services.
iii. Smithland Athletic Complex Lighting - Design and procurement
process complete. Delivery estimated at late summer to early
fall.
iv. Smithland Athletic Complex Restrooms (West Side) - Design
process is complete. Finishing up contractual process now.
v. Smithland Development (East Side) - Project will begin later in
the year.
vi. Westover Skate Park Replacement - Rehabbing what’s
currently there by replacing wood ramps with metal ramps.
Adding a few new features to the front of the park. Partnering
with Public Works to remove asphalt and lay new surface.
Adding new lights to the Skatepark as well. Hoping to start in
May.
b. Parks and Recreation received funds to replace fencing at the Purcell
baseball field. This project is underway and is progressing well.
c. Parks and Recreation will be receiving a donation for Westover’s
Swim-by-Two Program.
d. Tourism Manager, Jennifer Bell, wants Harrisonburg to host the Virginia
Senior Games which will benefit many local businesses.

a. What is being done to build up baseball and soccer? Response: If we
do it right, people will sign up. We currently have 300 people
signed up.

b. Where do girls practice softball? Response: Purcell Park
7.1.PRAC Questions/Comments-Highlighted Questions/Comments:
Can Parks and Recreation bring Capital Improvement Project
recommendations to the PRAC in August for review? Response: PRAC
members can make project recommendations at any time.
8. Next PRAC Meeting-February 27, 2023 at Lucy F. Simms Continuing Education
Center
8. Next PRAC Meeting - The next meeting will be held at the Lucy F. Simms
Continuing Education Center on February 27, 2023.
