Simms Continuing Education Center 1. Meeting Called to Order A meeting of the Harrisonburg Parks & Recreation Advisory Commission was held on Monday, March 20, 2023 at 7 p.m. at the Lucy F. Simms Continuing Education Center. Kevin Gibson called the meeting to order with the following commission members present: Kevin Gibson, Leonard Van Wyk, Jim Honeycutt, Chance Ebersold, and Deb Fitzgerald. Present from Parks and Recreation were Brian Mancini, Connie Lawson, Scott Erickson, Matt Muterspaugh, and Erik Dart. 1. Welcome - Kevin Gibson welcomed everyone and called the meeting to order at 7:05 p.m. The group welcomed new member Deb Fitzgerald. 2. Approval of January Meeting Minutes 2. Approval of January Meeting Minutes- Leonard Van Wyk motioned to approve the January 2023 minutes. Jim Honeycutt seconded the motion. The January 2023 minutes were approved by a unanimous vote. Director’s Report & Project Updates- Brian Mancini a. Westover Skate Park: 1) Demo will proceed once the Asphalt Company can begin work. The park will remain open until demo begins, and the public will be forewarned of closure date via signage and media. 2) First asphalt and colored surfacing will be installed, then the obstacles. 3) Lighting will be installed. b. Smithland Athletic Fields Lighting and Extra Bathroom: 1) Electric will be installed soon, Lights have been ordered and should be installed late July to early August. Ralph Sampson Splashpad: 1) We have met with a design company to discuss site and what is feasible, they will be submitting three conceptual designs. 2) Splashpad will be located at current Baseball/Softball field. 3) Shelters, restroom, and additional parking will also be installed. 4) Project will take a while due to design work. d. Additional Pool: 1) At this point a pool is not feasible at Ralph Sampson due to funding and lack of space at location. 2) Hoping to install another dome at Westover in the future to increase the pool space available for swim teams and the public. 3) The Olympic pool would need updating to make it usable for competition. e. Kid’s Castle: 1) Project will to be put up for bidding. 2) Work should start by next year. f. Adult Soccer Fields-Smithland: 1) Looking at Thomas Harrison Middle School as an alternative site for the Adult Soccer Fields. 2) Field would be located inside of current track. 3) Field would be regraded, irrigation installed, and re-sod. 4) Lighting, restroom, and fencing would be installed. 5) Looking into installing bleachers. 6) Still in project meetings with the schools. g. Purcell Park Tennis Courts: 1) Installing new fencing end of March. 2) Asphalt and repair work should be done by end of April. h. Supply Chain issues are affecting many of these projects. i. Programs: Numbers are strong, and programs have recovered nicely since Covid. j. Staffing: Most of our jobs have been filled except for the custodial positions and one Athletic Coordinator position. . Action Items: 1) Would like some of the Commission members to show up for the opening of the Soccer Season. 2) A list of upcoming events will be available at the April meeting. 5.
