ATTACHMENTS: CIAC Recommendation CIAC Staff Communication Supporting Document 1-4 EXECUTIVE SUMMARY BACKGROUND INFORMATION: In accordance with the mandates of Chapter 395, Local Government Code and the Rules and Regulations of the City of Haslet, the Capital Improvements Advisory Committee (CIAC) is required to meet every six-months for the purpose of reviewing the collections and operations of the water and sewer impact fees and to prepare and submit a report of those collections and operations to the City Council. At the CIAC meeting on May 25, 2021 the CIAC reviewed and discussed those collections and operations and makes the following report. The City has collected over $1,408,754 of water and sewer impact fees and earned interest from October 1, 2020 to September 30, 2021. Attached are a memo from the City Staff and the 10-Year Infrastructure Plan for your review. Pursuant to Local Government Code Section 395.052 the CIAC recommends that the eligible balance of the Sewer Impact Fee Operations Fund be used towards any eligible projects of the 10-Year Sewer Capital Improvements Plan as listed in Supporting Document 4. The CIAC also recommends that the eligible balance of the Water Impact Fee Operations Fund be used towards any eligible projects of the 10-Year Water Capital Improvements Plan as also listed in Supporting Document 4. Capital Improvements Advisory Committee STAFF REPORT MEETING: Capital Improvements Advisory Committee DATE: November 16, 2021 PREPARED BY: Marcy Lamb, Mike Thetford and Roman Boitsov SUBJECT: Water and Sanitary Sewer Impact Fee Biannual Report ATTACHMENTS: CIAC Biannual Report FY 2020-21 BACKGROUND: Section 10.03.051 of the Code of Ordinances of the City of Haslet describes the functions of the Capital Improvements Advisory Committee (CIAC) as set forth in Section 395 of the Local Government Code as follows:  Advise and assist the City in adopting land use assumptions;  Review the capital improvement plan regarding water and wastewater capital improvements and file written comments thereon;  Monitor and evaluate implementation of the capital improvement plan;  Advise the City of the need to update or revise the land use assumptions, capital improvement plan and impact fees; and  Submit to the City Council a semiannual report evaluating the progress of the City in achieving the capital improvement plan and identifying any problems in implementing the plan or administering the impact fees. This is the semiannual report evaluating the progress of the City in achieving the capital improvement plan and identifying any problems in implementing the plan or administering the impact fees.
