Re: Capital Improvements Advisory Committee (CIAC)
Six‐Months Reporting (October 1, 2021 ‐ March 31st, 2022)

In accordance with the mandates of Chapter 395, Local Government Code and the Rules and Regulations
of the City of Haslet, the (CIAC) is required to meet every six‐months for the purpose of reviewing the
collections and operations of the water and sewer impact fees and to prepare and submit a report of
those collections and operations to the City Council. At the CIAC meeting on August 30, 2022 the CIAC
reviewed and discussed those collections and operations and provides the following report.

Collections & Operations Reporting ‐
The City has collected $396,084 in water and $317,036 in sewer impact fees and earned interest from
October 1, 2021 to March 31, 2022. After expenses due to debt service and impact fee credits to
Developers via prior authorized Agreements the net income was $287,269 for water and $101,941 for
sewer impact fee funds. The attached supporting documents summarize impact fee collections by
month, provide comparison to 2018 & 2021 current Impact Fee Study projections, and show impact fee
fund operations from October 1, 2021 to March 31, 2022.
Recommendations ‐
The CIAC typically recommends that the balance of the Water and Sewer Impact Fee Operations Fund be
used towards eligible projects as defined by the current 10‐Year Water and Sewer Capital Improvements
Plans (10‐Yr. CIP).

But, after a thorough review of the City’s Comprehensive Plan (Future Land Use), the 2018 Master
Water System Plan and 2021 Master Sewer System Plan it is recommended that these Plans should be
updated prior to further commitment of impact fee funds towards the construction of projects on the
current 10‐Year CIP. More specifically –

The land use assumptions utilized by both studies do not account for existing Zoning and Land Use. The
ultimate population projections are inconsistent with existing Zoning in place.
2018 Water System Master Plan
The plan suggests for system ultimate needs to include 6,000gpm fire flow requiring significant
oversizing of future facilities. Fire flows above 2,000gpm should be provided by on‐site improvements
at the site on which they are being requested.
The CIAC is recommending that Water & Sewer Master Plan updates commence to align with land use
assumptions and current zoning in the City. Upon completion of the Water & Sewer Master Plan
updates, an Impact Fee Study Update should be performed utilizing a 10‐Year Water & Sewer CIP.
