City of Haslet Agenda Capital Improvements Advisory Committee Meeting Tuesday, November 29, 2022 at 6:30 PM Haslet Community Center, 105 Main Street Notice is hereby given of a Regular Meeting of the Haslet Capital Improvements Advisory Committee to be held on Tuesday, November 29, 2022, at 6:30 PM, at the Haslet Community Center, 105 Main Street. CALL TO ORDER AND ANNOUNCE A QUORUM PRESENT 2. CITIZENS PARTICIPATION AND COMMENTS An opportunity for citizens to address the CIAC Committee on matters which are on the agenda or are not scheduled for consideration (non-agenda items). The Texas Open Meetings Act prohibits deliberation by the Council of any subject which is not on the posted agenda, therefore the CIAC Committee will not be able to discuss or take action on items not listed on this agenda, other than to make statements of specific factual information or to recite existing policy in response to the inquiry. NOTE: In order to address the CIAC Committee during this time, or later in the meeting for any item that is scheduled on the agenda, please complete, and submit a speaker card to the City Secretary prior to the start of the meeting. The presiding officer may ask the speaker to hold comments on agenda items until that agenda item is reached. 3. CONSENT AGENDA Consent items are deemed to need little Committee deliberation and will be acted upon as one business item. Any member of the CIAC Committee may request that an item be withdrawn from the Consent Agenda and placed before the Committee for full discussion. Approval of the Consent Agenda authorizes the Chair, or his designee, to implement each item in accordance with staff recommendation. 3.1. Approval of the November 16, 2021 Regular Meeting Minutes CIAC-1-2022 Moved by Doreen Snediker Seconded by Paul Wallick Motion made to approve the November 16, 2021 Regular Meeting Minutes with the amendment to add Chair Kadesch's absence. CONSIDER AND ACT REGARDING RECOMMENDATION TO CITY COUNCIL FOR APPROVAL OF THE FISCAL YEAR 2022 BIANNUAL REPORT 4.A. Discuss, consider, and act upon a recommendation to the City Council regarding the Haslet Capital Improvements Advisory Committee Water and Sewer Impact Fee Biannual Report. 1) Presentation - City Engineer Roman Boitsov stated that it has come to Staff's attention that the assumptions used to develop the capital improvement project list are no longer valid. Staff recommends putting the capital improvement project list on hold to reevaluate the assumptions used, current project list, and priority. Mr. Boitsov addressed questions from the Committee Members, highlighted the items that need to move forward and where additional engineering research is needed. Mr. Boitsov stated that the current list of projects/descriptions are subject to change during the reevaluation process. CIAC-2-2022 Moved by Paul Wallick Seconded by Dennis Hilborn 2) Discussion, Consideration and Action - Motion made to recommend approval of the Capital Improvement Advisory Committee's biannual report as presented. ATTACHMENTS: Proposed 2023 CIAC Meeting Schedule EXECUTIVE SUMMARY BACKGROUND INFORMATION: The semiannual report to the CIAC Committee has been historically presented as follows: November Meeting - Presentation of the first half of Fiscal Year (April 1 through September 30) May Meeting - Presentation of the second half of Fiscal Year (October 1 through March 30) To allow adequate timing for data collection, processing and preparation of the report with recommendation to City Council, Staff is proposing to revise the meeting schedule as follows: January Meeting - First Half of Fiscal Year (April 1 through September 30) July Meeting - Second Half of Fiscal Year (October 1 through March 30) Under the new schedule, the next meeting will be held on Tuesday, January 31, 2023 to review the semiannual report and to provide the Committee with a schedule that outlines the 2023 Impact Fee Study Update.
