Presentation - Public Works Director Rogers stated that Staff is recommending moving the biannual meetings from May and November to January and July to allow adequate timing for data collection, processing, and preparation of the report with recommendations to CIAC and City Council. Under the new schedule, the next meeting of CIAC will be held Tuesday, January 31, 2023 to review the semiannual report and to provide the Committee with a schedule that outlines the 2023 Impact fee Study Update. Capital Improvements Advisory Committee Semiannual Progress Report for Water and Sanitary Sewer Impact Fee Program 2nd Half Fiscal Year 2021-22 April 1, 2022 - September 30, 2022 BACKGROUND Chapter 395 of the Texas Local Government Code requires the Capital Improvements Advisory Committee (CIAC) to file semiannual reports with the political subdivision. The purpose of the semiannual report is to document the progress of the Capital Improvements Plan (CIP) and any perceived inequalities in implementing the CIP or imposing the impact fee. The full functions of the CIAC as set forth in Chapter 395 of the local Government Code are as follows: 1) Advise and assist in adopting land use assumptions; 2) Review Water and Sewer Capital Improvements Plan (CIP) and file written comments; 3) Monitor and evaluate implementation of the CIP; 4) File semiannual reports with respect to the progress of the CIP and report any perceived inequities in implementing the plan or imposing the impact fee; 5) Advise of the need to update or revise the land use assumptions, capital improvement plan and impact fee. SEMIANNUAL REPORT This report as of September 30th, 2022, is presented to the Capital Improvements Advisory Committee for its review and recommendation to the City Council. The report includes accounting of the impact fee fund, water and sewer customer growth in respect to 2018 Water and 2021 Sewer Master Plan projections, and progress of the capital improvements plan. Reference supporting documents -  Document 1 – Impact Fee Collections by Month with respect to Meter Unit Equivalents (MUE’s);  Document 2 – MUEs Growth Comparison (Actual vs. Projected);  Document 3 – Impact Fee Account Activity;  Document 4 – 10-Year CIP Status Report. IMPACT FEE PROGRAM UPDATE City staff will continue to work on updating the Impact Fee Program. Land use assumptions and future development growth projections have been developed based on the City’s new Master Land Use Plan. Water and Sewer Master Plans are currently being developed in order to produce 10-Year Water and Sewer Capital Improvements. Program implementation schedule is included as part of this report. February 28, 2023 The Honorable Gary Hulsey, Mayor City of Haslet City Council Members Re: Capital Improvements Advisory Committee (CIAC) Impact Fee Semiannual Progress Report (April 1, 2022 ‐ September 30, 2022) In accordance with the mandates of Chapter 395, Local Government Code and the Rules and Regulations of the City of Haslet, the (CIAC) is required to meet every six‐months for the purpose of reviewing the collections and operations of the water and sewer impact fee fund and to prepare and submit a report to the City Council. At the CIAC meeting on February 28, 2023 the CIAC reviewed and discussed those collections and operations and provides the following report. Collections & Operations Reporting ‐ City has collected $344,892 in water and $257,743 in sewer impact fees and earned interest from April 1, 2022 to September 30, 2022. After all expenses, including reimbursements to Developers via prior authorized Agreements, the net income for impact fee fund was $284,652 for water and $71,419 for sewer. The Impact Fee fund total ending balance, as of September 30, 2022, was $2,948,707. The attached supporting documents 1‐3 summarize impact fee collections by month, show impact fee fund operations from April 1, 2022 to September 30, 2022, and provide comparison to 2018 Water and 2021 Sewer Impact Fee Study projections. 2023 Impact Fee Program Update ‐ City staff was authorized to begin update of the City’s Impact Fee Program. Land use assumptions and future development growth projections were developed based on the City’s new Master Land Use Plan. Water and Sewer Master Plans are currently being developed in order to produce 10‐Year Water and Sewer Capital Improvements Plan (10‐Yr CIP). The attached supporting documents 4‐5 summarize current 10‐Yr CIP with highlighted projects and 2023 Impact Fee Program update schedule. Recommendation ‐ The CIAC recommends that the impact fee fund balance be used towards eligible projects highlighted on the current 10‐Yr CIP and that City staff continue to work on updating the 2023 Impact Fee Program.
