CALL TO ORDER AND ANNOUNCE A QUORUM PRESENT Chair Kadesch called the meeting to order at 6:32pm and announced a quorum present, noting Committee Members Hilborn, Snediker, Wallick, and Caraway were in attendance at the Community Center. Committee Member Tackett planned on attending the meeting virtually, however, due to GoToMeeting's unplanned outage, he was not able to attend. 2. Capital Improvements Advisory Committee Semiannual Progress Report for Water and Sanitary Sewer Impact Fee Program Fiscal Year 2022-23 October 1, 2022 – September 30, 2023 BACKGROUND Chapter 395 of the Texas Local Government Code requires the Capital Improvements Advisory Committee (CIAC) to file semiannual reports with the political subdivision. The purpose of the semiannual report is to document the progress of the Capital Improvements Plan (CIP) and any perceived inequalities in implementing the CIP or imposing the impact fee. The full functions of the CIAC as set forth in Chapter 395 of the local Government Code are as follows: 1) Advise and assist in adopting land use assumptions; 2) Review Water and Sewer Capital Improvements Plan (CIP) and file written comments; 3) Monitor and evaluate implementation of the CIP; 4) File semiannual reports with respect to the progress of the CIP and report any perceived inequities in implementing the plan or imposing the impact fee; 5) Advise of the need to update or revise the land use assumptions, capital improvement plan and impact fee. SEMIANNUAL REPORT This report as of September 30th, 2023, is presented to the Capital Improvements Advisory Committee for its review and recommendation to the City Council. The report includes accounting of the impact fee fund, water and sewer customer growth in respect to 2018 Water and 2021 Sewer Master Plan projections, and progress of the capital improvements plan. Reference supporting documents -  Document 1 – Building Activity with respect to Meter Unit Equivalents (MUE’s);  Document 2 – MUEs Growth Comparison (Actual vs. Projected);  Document 3 – Impact Fee Account Activity;  Document 4 – 10-Year CIP Status Report. IMPACT FEE PROGRAM UPDATE City staff will continue to work on updating the Impact Fee Program. The Water and Sewer Master Plans are being revised to reflect recent changes in water system operating conditions and projected decrease in demands for areas west of BNSF RR including potential resizing of certain sewer drainage basins. Some projects on the 10-Year Water and Sewer Capital Improvements list are being re-evaluated. Updated Impact Fee Program implementation schedule will be provided upon finalizing the Master Plans and 10- Year CIP. February 27, 2024 The Honorable Gary Hulsey, Mayor City of Haslet City Council Members Re: Capital Improvements Advisory Committee (CIAC) Impact Fee Semiannual Progress Report (October 1, 2022 - September 30, 2023) In accordance with the mandates of Chapter 395, Local Government Code and the Rules and Regulations of the City of Haslet, the (CIAC) is required to meet every six-months for the purpose of reviewing the collections and operations of the water and sewer impact fee fund and to prepare and submit a report to the City Council. At the CIAC meeting on October 24, 2023 the CIAC reviewed and discussed those collections and operations and provides the following report. Collections & Operations Reporting - City has collected a net income of $459,754 in water and $102,308 in sewer impact fee funds from October 1, 2022 to September 30, 2023. The attached supporting documents 1-3 summarize building activity, impact fee fund operations, and provide comparison to 2018 Water and 2021 Sewer Impact Fee Study projections. 2023/24 Impact Fee Program Update - City staff continues to work on updating the City’s Impact Fee Program. The Water and Sewer Master Plans are being revised to reflect the recent changes in water system operating conditions and projected decrease in demands for areas west of BNSF RR including potential resizing of certain sewer drainage basins. Some projects on the 10-Year Water and Sewer Capital Improvements list are being re-evaluated. Updated Impact Fee Program implementation schedule will be provided upon finalizing the Master Plans and 10-Year CIP. Recommendation - The CIAC recommends that the impact fee fund balance be used towards eligible projects highlighted on the current 10-Yr CIP and that City staff continue to work on updating the 2023/24 Impact Fee Program.
