HASLET ECONOMIC DEVELOPMENT CORPORATION RESOLUTION NO. ____-2026 A RESOLUTION OF THE HASLET ECONOMIC DEVELOPMENT CORPORATION OF THE CITY OF HASLET, TEXAS, IN SUPPORT OF THE CITY’S BNSF RAILWAY CROSSING OF AVONDALE-HASLET ROAD WEST OF FM 156, TARRANT COUNTY PROJECT, A GRADE SEPARATION PROJECT OVER THE BNSF RAILWAY CROSSING, FM 156, AND SCHOOLHOUSE ROAD, AND IN SUPPORT OF THE CITY’S APPLICATION TO THE TEXAS DEPARTMENT OF TRANSPORTATION (TXDOT) OFF-SYSTEM RAIL GRADE SEPARATION STATE FUND PROGRAM FOR THIS PROJECT; MAKING FINDINGS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE WHEREAS, The Haslet Economic Development Corporation’s objective is to encourage and facilitate businesses to bring new money into the community to provide a stable tax base, community prosperity, and improved quality of life. WHEREAS, the Haslet Economic Development Corporation recognizes that mobility, traffic throughput and safety, is a key consideration for businesses and consumers. WHEREAS, The Haslet Economic Development Corporation recognizes that congestion relief promotes internal commerce by providing safe, efficient, and predictable travel for goods and services, thereby boosting business efficiency and consumer access. WHEREAS, the Grade Separation Project proposes an overpass grade separation of Avondale-Haslet Road over BNSF, FM 156 and Schoolhouse Road from John Day Road to Haslet Parkway, consisting of four through lanes, shared use paths, four access lanes for FM 156, and a turnaround east of the crossing to facilitate access to adjacent properties along Avondale-Haslet Road between the BNSF railroad and FM 156; and WHEREAS, the grade separation project, connecting Avondale-Haslet Road to Haslet Parkway, provides a sub-regional corridor supporting an efficient and safe commute for this region’s workforce, businesses, students, consumers, and residents; and WHEREAS, Senate Bill 1555 (89th Texas State Legislature) established the Texas Off-System Rail Grade Separation State Fund Program (the “Program”), authorized under Transportation Code § 471.010, which provides financial assistance to eligible governmental entities in Texas for rail grade separation projects that improve public safety, support economic development, and reduce traffic congestion; and Page 4 of 6  Agenda Item #4.4.1. WHEREAS, the Haslet Economic Development Corporation hereby finds that the Project will enhance economic development and improve quality of life by addressing safety and traffic congestion concerns in this region of North Tarrant County, North Fort Worth and the Haslet area. NOW, THEREFORE, BE IT RESOLVED BY THE HASLET ECONOMIC DEVELOPMENT CORPORATION OF THE CITY OF HASLET, TEXAS, THAT: Section 1. The foregoing premises are hereby found to be true and correct and incorporated herein by reference for all purposes allowed by law. Section 2. The Haslet Economic Development Corporation of the City of Haslet supports the grade separation of Avondale-Haslet Road over BNSF RR tracks, FM 156 and Schoolhouse Road, connecting Avondale-Haslet Road to Haslet Parkway. Section 3. The Haslet Economic Development Corporation of the City of Haslet hereby endorses and encourages the City’s Project application for Program funding by the Off-System Rail Grade Separation State Fund Program.
