CALL TO ORDER
Meeting called to order by Pres. Doug VanDoorn at 6:00 p.m.
ROLL CALL
Roll Call: Quorum Present (4 Present)
Present: Amanda Bratlie, Patricia Johnson, and Lisa Kuznar. Kyle Austad absent due to fire call.
Others present: John Burkman, Mark Case, David Best, Dawn and Chad Lazar, Conrath Clerk and Board
Members.
PLEDGE OF ALLEGIANCE

APPROVAL OF MINUTES – May 5, 2025
Motion by Kuznar, seconded by Bratlie to approve the minutes, with the correction of typos, from the May
5, 2025 meeting. Motion carried.
Public Comment (5 minute time limit)
Chad Lazar requested the results of the water test from his home. Burkman sent a text with the results.
He will resend it. To resolve the water smell and sediment, the hydrant previously used to flush the line
will be abandoned. The 6” line will be replaced with a 1” line. Driveway will be dug up to install the new
line. Burkman estimates the work will be done in July. Lazar agreed to the recommended fix.
David Best asked the Board if he would be able to build a storage unit on his Main St property. The
request will be added to the July Agenda for discussion and a possible motion.
DISCUSSION AND POSSIBLE MOTION
Phosphorus Credits
Village of Conrath presented a proposal for the purchase of 73 phosphorus credits. Motion by Johnson to
approve the Contract date of October 1, 2028 – September 30, 2033, and the annual purchase price of
$2750, seconded by Bratlie. Motion carried.
Approve Liquor & Tobacco License Applications
Motion by Pres. VanDoorn, seconded by Johnson to approve an alcohol and tobacco license for Dollar
General, Contingent on the payment of an outstanding liquor invoice. Motion carried. Motion by Bratlie,
seconded by Johnson to approve liquor/tobacco licenses for Northwoods Feed & Supply, Jolly Inn,
Melissa’s Thunder & Lightning, and Tom’s Way to Go. Motion carried. Johnson motioned to approve
operator’s licenses for Sudip Khatiwada, Steve Gryga, Rod Johnson, Tanya Gryga, Amy Kern, John
Lazar, Lana Gryga, and Diane Lemke, seconded by Bratlie. Motion carried.
Village Clean-Up
Several properties in the Village need to be cleaned up. Residents in violation of Ordinances, such as
abandoned/junk vehicles. unsafe buildings, grass/lawn length, and property maintenance standards, will
be sent a letter to clean up their property.
Well/SCADA Project Update
Due to a calculation error, change orders #7, #8, and #9 were resigned by Pres. VanDoorn. John
Burkman reported that the well doors are on, working on problems with the ortho scale, Cat 5 cable
installed in shop, and the electrical to the Village of Hawkins sign is fixed. Project closeout is expected by
the end of June.
CMAR Resolution
Pres. VanDoorn motioned to approve Resolution #06022025, seconded by Bratlie. Motion carried.

Public Works Report
PW Director, John Burkman reported the following work was completed since the May meeting: Siren
repaired and repainted, Valentine confirmed that the cost will be split with the Fire Dept, waiting for new
siren control relay, sampler installed at WWTP, CMAR and CCR reports complete, well house door
alarms installed, water main flushing complete, and the sewer system flushing is 85% complete. Working
on: sweeping streets, street patching, millpond dike weed trimming, spraying weeds, finalizing May sewer
and water reports, cleaning and inspecting lift stations, and need to pull and rebuild the failing Duo-jet
compressor.
Clerk’s Report
Valentine reported that 26 people participated in the Spring clean-up. Total received from residents
$1074, scrap revenue $64.20. Fees did not cover the cost of dumpsters/tonnage. Village and Town
responsible for $530. Blood Drive will be held at the Community Center on 6/5/25 from 11-5, still looking
for volunteers to donate blood. Flowers on Main St will be planted when it warms up.
Board Comments
Concern regarding temporary part-time employee’s hours. The employee is to work 20 hours or less.

Amanda Bratlie reminded everyone of the concessions at the T-Ball game June 5 , the Craft/Rummage

sale at the Lions Park June 7 and that the homeless shelter in Ladysmith is looking for donations. Bratlie
will collect donations and deliver them.
Set Next Agenda
Monday, July 7, 2025; 5:30 p.m. Approve Operator’s licenses, Email/Domain, Well/SCADA Project,
Workhorse Software, Playground Equipment, Public Works Report, Clerks Report, and Approve Bills.
Approve Bills
Board members reviewed time sheets and bills for the month of June/July. Bills approved: General Fund
$7,843.15, W&S $45,953.28, Refuse $2066.14, Tax Account $412.92 and ACH/Card Receipts $6,847.31.
Motion by Bratlie, seconded by Johnson to approve bills. Motion carried.
Adjourn
Motion by Pres. VanDoorn, seconded by Kuznar to adjourn the meeting at 7:45 p.m. Motion carried.
