STATED TOWN BOARD MEETING OCTOBER 1, 2020 The Town Board of the Town of Hempstead, New York, met at the Town Meeting Pavilion, Hempstead Town Hall, 1 Washington Street, Hempstead, New York, on Thursday, October 1, 2020 at 10:30A.M. POKALSKY, Deputy Town Clerk JOSEPH NOCELLA, Chief of Staff JOHN MASTROMARINO, Town Comptroller Supervisor Clavin asked Councilman Muscarella to lead the assemblage in the Pledge of Allegiance to our flag. Supervisor Clavin asked for the record to reflect that the Tentative Budget is being given to the Town Clerk and asked that she now distribute copies of the Tentative Budget to each of the Councilmembers. Supervisor Clavin noted due to the COVID-19 Pandemic and consistent with the Governor's Executive Orders, this meeting will be live streamed so that all members of the public who wish to listen and observe the meeting will be able to do so. In addition, the meeting will be recorded and transcribed. Public comments for Public Hearings today will allow for in person participation as well as telephonic via "Go to W ebinar". Councilman Blakeman moved to take Item No. 24, S.E.Q.R. Negative Declaration, out of order from the Administrative Calendar so it may be heard prior to the calling the decision ofltem No. 6. This motion was seconded by Councilman D'Esposito. Councilman Blakeman moved the adoption ofltem No. 24, which was seconded by Councilman Dunne.
