SPECIAL TOWN BOARD MEETING JUNE 10, 2025 The Town Board of the Town of Hempstead, New York, met at the Town Meeting Pavilion, Hempstead Town Hall, 1 Washington Street, Hempstead, New York, on Tuesday June IO, 2025 at 10:30 A.M. Roll was called: PRESENT: DONALD X. CLAVIN, JR., Supervisor DENNIS DUNNE, SR., Councilrnember DOROTHY L. GOOSBY, Deputy Supervisor MELISSA L. MILLER, Councilrnember THOMAS A. MUSCARELLA, Councilmember LAURA A. RYDER, Councilrnember CHRISTOPHER R. SCHNEIDER, Councilmember Members of the Town Board ALSO PRESENT: KATE MURRAY, Town Clerk SUSAN M. POKALSKY, Deputy Town Clerk JOHN L. MACCARONE, Town Attorney HON. JACK LIBERT, Chief of Staff JOHN MASTROMARINO, Town Comptroller STEVEN E. LOSQUADRO, P.C., Consultant Supervisor Clavin stated that this meeting is continued, on the Public Hearing, for the proposed Michel Field Integrated Resort District that began on May 27, 2025. He then asked Councilrnember Muscarella to lead the assemblage in the Pledge of Allegiance to our flag. The Supervisor then asked the Town Attorney John Maccarone to explain to the members of the audience the rules of the continuation of the hearing that sterns from May 27, 2025. Town Attorney John Maccarone stated that the Town has a standing rule that each speaker will have three minutes to make their comments. He added that if you spoke at the May 27, 2025 hearing, then you will not be permitted to speak again today. This is one continuous hearing which began on May 27, 2025. He reminded the public that this board amended the proposed ordinance, on May 27, 2025 to specify that the proposed ordinance would only apply to the parcel known as Nassau County Land and Tax Map Section 44, BlockF, Lots 326,351,401,402,411,412 & 415, which is commonly known as the Coliseum & Marriott Properties. Albuquerque; Jean Madehnayer; Sharon Redmond; Jill Weber; Joan Thatcher; Betsy Andrornidas; Peter Andrornidas; Katherine Heaney-Quinn; Kiana Bierria Anderson; John Reilly; Barbara Hafuer; Jennifer Poupis; Althea Robinson; James Jacobs: Kieran Conlin; Colette Blake; Ken Sillifant; Bill Morgan; Jennifer Morgan; SUPERVISOR CLAVIN ANNOUNCED A 10 MINUTE RECESS Daniel Baker, Attorney for the Applicant The Supervisor asked for a comment from the Towns outside counsel, Mr. Steven Losquadro which he stated that this is just the adoption of a new Zoning Code. There is no longer a Conceptual Master Plan that is before the town board. It has been said that the site referred to as the Nassau Hub is very underutilized and needs to be revitalized. What the Town board is doing is charting a course so that such meaningful development can take place. The new code is known as the "MFID ". The old code is known as "MFM" which was enacted and what exists on the site was created in 1971. There needs to be zoning options and a code that's modernized and updated so that it provides a variety of options. He stated that it is important to emphasize that there is no plan before this board or a site plan that is even contemplated for adoption. Mr. Losquadro discussed the failsafe plan that would take place in two manners. 1. There would have to be a Conceptual Master Plan that was brought forward, and the Town Board would have to consider that in a public setting on due notice. Then after proper evaluation and at the Town Board's discretion approve that Conceptual Master Plan or not approve. 2. There would be a site plan that would have to be approved, again through a public approval process. On motion of Deputy Supervisor Goosby seconded by Councihnember Dunne, and unanimously voted upon roll call that the public hearing be closed, and proposed enactment of Section 146.2 to be entitled, "MF-IRD Mitchell Field Integrated Resort District (MF-IRD)" of Article XIII of the Building Zone Ordinance, ADOPTED, pursuant to Resolution No. 625-2025 - 75 - June 10, 2025 28656 Resolution - Enacting Section 146.2 entitled "MF-IRD Mitchel Field 626-2025 Integrated Resort District (MF- IRD) of Article XIII of the Building Zone G/D Ordinance" - TOWN OF HEMPSTEAD On motion of Deputy Supervisor Goosby seconded by Councihnember Dunne, and unanimously voted upon roll call that the public hearing be closed, and Enacting Section 146.2 entitled "MF-IRD Mitchel Field Integrated Resort District (MF- IRD) of Article XIII of the Building Zone Ordinance-- TOWN OF HEMPSTEAD, ADOPTED, pursuant to Resolution No. 626-2025 No further business to come before the Board, it was on motion of Deputy Supervisor Goosby, seconded by Councihnember Dunne, and unanimously voted upon roll call that the Meeting be ADJOURNED. * * ** ** ** ** * * KATEMURRA';" TOWNCZ)' eo - 76 -
