In Attendance:

I. Meeting Called to Order
II. Pledge of Allegiance was recited by all
III. Approval of April 22, 2019 Minutes of the meeting. Motion by Carl Baessler, seconded
by Sean Wright
IV. Larry Hoppenhauer reported on the first meeting of the Nassau County Aviation
Committee.
○ April 30th, at Nassau Community College
○ Organized by Plane Sense 4 LI, to give all of Nassau County a collective voice
in dealing with aircraft noise issues
○ It was thought that the NY Community Aviation Roundtable had a heavy NY
City balance
○ Seventeen legislators signed on to the committee ranging from Village, Town,
County, and Federal governments.
○ There were about 70 – 100 people in attendance.
○ Started with introductions, a presentation on aircraft noise, then the floor
was open for questions of the elected officials and/or representatives
present, or comments.
○ At the next meeting, Sept. 5th, at NCC from 7PM – 9PM, the plan is to
strategize given all the concerns expressed at this meeting.
○ Co-President of Plane Sense 4 LI, Jana Goldenberg, asked that TVASNAC join
the Nassau County Aviation Committee. I responded that we would be
interested.
• Discussion ensued as members who were present at the meeting shared their
observations. As did Aidan Hughes, representing Assemblywoman Griffin, and
Aaron Miner, representing Senator Todd Kaminsky.
V. Bill Huisman, Executive Director of Aviation Development Council spoke to the
committee.
• He shared a presentation given by Air Traffic Control, Atlanta, at the LGA Airport
Committee meeting.
o It attempted to deal with the question of increased noise in Nassau County
from LGA and JFK since 2011-2012 when FAA indicated it wasn’t a serious
issue in this area. (Contact Larry Hoppenhauer) if you want a copy of the
presentations)
o Slides showed increase in air traffic from 2011 to 2018
o Talked about influence of winds on runway availability
o With introduction of larger aircraft, they are quieter than previous planes
o Showed impact of aircraft noise in other communities besides Nassau
o They are developing runway 22L/R arrival procedure to keep planes flying
higher, longer. Attempting to incorporate that now on anything after 12
Midnight.
o Also, thinking about have 22L/R arrivals cut across middle of the island and
make a closer loop in southern Nassau County to JFK, rather then the
sweeping loop that takes them up to the north shore.
• LaGuardia AirTran – Port Authority needs approval from FAA for the train
o Talked about the need to reduce automobile traffic
o Jobs will be divided minority/union also funded by Port Authority
o Convenient transfer between LIRR and AirTran, enhance the Willetts Point
station; not the 7 Train
o Guiderail system will go along water front from LGA, higher over Grand
Central Parkway, lower into Willetts Point station, plus a yard for
maintenance, etc.
o Concern about pile driving effects on foundations of homes
o Local community already has noise of car traffic, now AirTran every 12 min,
and now obstructed views of the water.
o PA will build waterfront enhancements such as parks and redone station.
• JFK Airport Committee meeting to take place on June 3rd, at Port Authority
Administration Building at JFK Airport.
• LGA repaving project to start next year on runway 22
VI. Aidan Hughes, from Assemblywoman Judy Griffin’s office gave a legislative update.
• In NYS, the bill A7710 was re-introduced on May 16th by Assemblywoman Griffin,
et al, Directing the Dept of Environmental Conservation with assistance of Dept of
Transportation, to conduct a study of the environmental and health life impacts
of JFK and LGA airports.
VII. Larry Hoppenhauer made some announcements.
• JFK Airport Committee meeting will be Monday, June 3rd, at 7:30PM
○ Port Authority will talk about the reconstruction of runway 13L/31R and
impacts on the community
○ Runway Utilization Reports are in a new format. They are much easier to
understand and encourages everyone to look at them. The April report
shows a very large increase in JFK operations on two runways due to the
closure of one runway. 22L arrivals increased by 97%, 22R arrivals increased
by 199%, 22R departures increased by 131% and the Bay Runway operations
were reduced significantly. There were no voluntary reduction by the airlines
in flights due to a Port Authority change for when and how the runway was
to be reconstructed.
VIII. Motion to adjourn the meeting was made by Carl Baessler and seconded by Larry
Quinn. Meeting was adjourned.
