A Regular November 13, 2012
A regular the meeting of the Board of Commissioners of the City of Henderson,
Kentucky, was held on Tuesday, November 13, 2012, at 5:30 p.m., prevailing time, in the
third floor Assembly Room located in the Municipal Center Building at 222 First Street,
Henderson, Kentucky.
INVOCATION was given by Pastor Vernon Rigsby, Apostolic Bread of Life
Church, and then Mayor Austin led the assemblage in the recitation of the Pledge of
Allegiance to our American Flag.

RECOGNITION OF VISITORS:
MR. MIKE VICKERS, Bernardin, Lochmueller & Associates, Inc., stated that the
firm has opened a Madisonville office and he is located there. He added that his firm was
deeply involved with the I-69 project.

PROCLAMATION: “PANCREATIC CANCER AWARENESS MONTH”
MAYOR AUSTIN proclaimed the month of November 2012 as “PANCREATIC
CANCER AWARENESS MONTH” and urged all citizens to support the Pancreatic
Cancer Action Network (PanCAN) and its volunteers across the country to spread the
word to raise awareness and increase research for Pancreatic Cancer. Mr. John Harris
accepted the proclamation designating the month of November as “Pancreatic Cancer
Awareness Month.”

PROCLAMATION: “COLLEGE APPLICATION WEEK AND COLLEGE
COLORS DAY”
MAYOR AUSTIN announced and proclaimed November 26-30, 2012, and
“College Application Week” and November 26, 2012, ad “College Colors Day” and
urged citizens to acknowledge and highlight the importance of high school students being
prepared to apply to college. Ms. Rachel Heath, Henderson County High School College
Coach-Americorps, accepted the proclamation.

MAYOR AUSTIN asked Carolyn Williams, City Clerk, to read the following
item included on the Consent Agenda:

MOTION by Commissioner Mills, seconded by Commissioner Pruitt, to approve

seconded by Commissioner Farmer, that the Ordinance be adopted.

On first reading of the Ordinance, it was moved by Commissioner Farmer,
seconded by Commissioner Mills, that the Ordinance be adopted.

RESOLUTION NO. 96-12
RESOLUTION AWARDING BID FOR THE PURCHASE OF A 2013 CAB
AND CHASSIS TO DON MOORE CHEVROLET OF OWENSBORO, KENTUCKY,
IN THE AMOUNT OF $21,357.00
MOTION by Commissioner Pruitt, seconded by Commissioner Taylor, to adopt
the resolution authorizing the award of a bid for the purchase of a 2013 one-ton dump
truck, cab and chassis only, to Don Moore Automotive Team, Owensboro, Kentucky, in
the amount of $21,357.00

CITY MANAGER’S REPORT:
MR. RUSSELL R. SIGHTS, CITY MANAGER, relayed that our calendar shows
that the regular Henderson Water Utility meeting listed to be held on November 19th has
been changed to November 15, 2012, as a Called Meeting.

COMMISSIONER’S REPORTS:
COMMISSIONER MILLS commented that the Harding Avenue project was a big
improvement for that area and applauded the Cornbleet’s for the work they have done.

COMMISSIONER PRUITT thanked the people for supporting him for another
term.
EXECUTIVE SESSION: LITIGATION
MOTION by Commissioner Farmer, seconded by Commissioner Pruitt, pursuant
to the provisions of KRS 61.810(1)(c) that the Board of Commissioners go into Executive
Session for the purpose of discussions of proposed of pending litigation against or on
behalf of the public agency.
