A Regular October 22, 2013
A regular meeting of the Board of Commissioners of the City of Henderson,
Kentucky, was held on Tuesday, October 22, 2013, at 5:30 p.m., prevailing time, in the
third floor Assembly Room located in the Municipal Center Building at 222 First Street,
Henderson, Kentucky.
INVOCATION was given by Dr. Tim Hobbs, Community Baptist Church, and
then Mayor Austin led the assemblage in the recitation of the Pledge of Allegiance to our
American Flag.

RECOGNITION OF VISITORS: Mayor Austin extended a cordial welcome to
the visitors in the audience and asked if there was anyone that wished to address the
Board.
PRESENTATIONS:
20-YEAR SERVICE AWARD: MAYOR AUSTIN introduced Bill Rhodes, Fire
Lieutenant. Bill started working for the City on October 18, 1993, as a Firefighter. He
was promoted to Fire Driver/Engineer in January 1999 and to Lieutenant in May 2008.
He achieved his State Kentucky Fire Instructor Level II certification in December 2010.
In his career with the Henderson Fire Department he has experienced great heights with

the Rope Rescue Team as well as great depths with the Dive Team. The City appreciates
Bill’s hard work and loyalty and are happy to have him with us tonight as we thank him
for his dedication with the presentation of this 20-year service award pin.

PLANNING COMMISSION: MRS. KATHY FERRELL, Executive Director of
the Henderson City-County Planning Commission presented the City with two checks
representing the City’s portion of excess funds in their 2013 operating budget. The first
check from the Geographic Information System (GIS) division was presented in the
amount of $8,627.00 and the second check from the Planning Commission was in the
amount of $4,631.00 for a total of $13,258.00.
Mayor Austin thanked Mrs. Ferrell and her staff for their hard work and for being thrifty
on behalf of our community. Mrs. Ferrell thanked the Commission for supporting the
Planning Commission throughout the years.

VOLUNTARY SUPPLEMENTAL INSURANCE BENEFITS: MR.
JONATHAN PAPP, Vice-President, Non-Medical Department Benefits, Keystone
Insurer’s Group, introduced himself to the Board and presented the market analysis
conducted on behalf of the City for the employer paid cancer policy and the employee
paid voluntary supplemental insurance benefits provided to City employees. Mr. Papp
explained that each year the employee benefits program is reviewed to ensure that City
employees are getting the best available benefits program. In past years the medical
benefit and the life insurance programs were reviewed. This year the voluntary benefits
and employer paid cancer programs were reviewed.
Mr. Papp presented the marketplace analysis and recommended that the city paid cancer
program stay with Colonial Life Insurance. He explained that it is a well liked program,
there is a rate hold on the program and that as the City’s consultant Keystone/Latta will
be conducting one-on-one employee meetings to help employees better understand this
benefit. The program has a wellness component built into the policy so that employees
can receive an annual payment for completing their wellness testing. Mr. Papp further
explained that even though the current carrier was not the lowest price it was being
recommended because there was such a minimal cost savings of only a few hundred
dollars on an annual basis with the Lincoln Financial plan and the benefits plan is totally
different.
Next Mr. Papp reviewed the marketplace analysis comparison of the employee paid
voluntary benefits. This program is currently in place through AFLAC. The analysis
found savings across the board for all employees in these types of programs. Also, there
were some areas found that could help employees better coordinate this benefit program
with the medical program that is currently in place. Also found were areas where
employees can recoup unclaimed benefits. The recommendation is to move from
AFLAC to Colonial Life because of the cost savings to employees and that the Colonial
Life suite of products has some higher maximum benefits. Further recommendation was
made that all the AFLAC coverage that is currently in place be Grandfathered.
Employees can keep their current program if they wish, or move to the new program with
Open Enrollment. The one-on-one meetings will ensure that each employee has the right
coverage for themselves and their families.
Another program offered is the employee paid voluntary short-term disability program.
This program is in place to help an employee recoup some of their lost wages should they
be off work on a short-term disability. In addition to this, there is a critical illness benefit
that is a Guaranteed Issue for things like heart attacks, strokes and organ transplants.
Mr. Papp concluded his recommendations and reiterated that all these voluntary
supplemental programs have a premium savings for the employee, a nothing to lose
scenario and a Guaranteed Issuance component for the Open Enrollment.

COMMISSIONER HITE asked what the Scheduled Benefit was under the
Colonial Cancer policy compared to the $5,000 Lump Sum Benefit of the Lincoln
Financial policy in order to better compare the surgery, hospitalization and therapy
portions of each policy. Mr. Papp explained that the $5,000 Lump Sum Benefit is a one
time, life-time benefit as opposed to the Scheduled Benefit continues to pay each and
every treatment for the duration of the policy. The individual Schedules will be provided
to the Commission.
COMMISSIONER PRUITT asked for the opinion of Benefits Coordinator
Francis Malony on the recommendations. Mrs. Malony stated that her experience with
Colonial Life Cancer policy and to her knowledge the employees’ experience with that
policy have been positive. She further explained that she has not had any dealings with
the employee paid voluntary program.

RESOLUTION AWARDING BID FOR CLEANING SERVICES FOR CITY’S
MUNICIPAL CENTER BUILDING AND THE DEPOT TO E.P.I.C. SYSTEMS, INC.
OF EVANSVILLE, INDIANA
MOTION by Commissioner Pruitt, seconded by Commissioner Hite, to adopt the
resolution awarding bid reference #13-18 to E.P.I.C. Systems, Inc. of Evansville, Indiana
for cleaning services for the City’s Municipal Center and The Depot building in the
amount of $2,163.15 per month, in strict accordance with its bid as submitted.

SERVICE OF RECORD FOR THE CITY’S CANCER, VOLUNTARY ACCIDENT
AND SHORT-TERM DISABILITY INSURANCE; AND PERMITTING PAYROLL
EMPLOYEE DEDUCTION TO CONTINUE ON CURRENT AFLAC POLICIES
MOTION by Commissioner Pruitt, seconded by Commissioner Hite, adopting a
resolution awarding a contract for group voluntary accident and short-term disability
insurance for City employees to Colonial Life & Accident Insurance Company,
Columbia, South Carolina. The resolution also designates Latta/Keystone Insurer’s
Group, Henderson, Kentucky agent of record for the City’s cancer, voluntary accident
and short-term disability insurance with Colonial Life & Accident Insurance Company.
Further, the resolution authorizes employees be allowed to use payroll deduction for their
current AFLAC policies as long as the policies remain in force.

GENERAL DISCUSSION
CITY MANAGER’S REPORT:
MR. RUSSELL R. SIGHTS, CITY MANAGER, relayed for informational
purposes the holiday calendar for the remainder of the year. The Board will conduct the
regular November 19, 2013 Work Session for discussion of the Gateway Zoning District;
the regular November 26, 2013 meeting; the regular December 10, 2013 meeting; and
cancel both the December work session and the second regular meeting in December. In
the event that something requires attention before the end of the year we will schedule a
special called meeting.
Mr. Sights reported that the survey requested at the last Board meeting on the number of
living units with and without parking in downtown Henderson has been completed and
will be presented on the next agenda.
Mr. Sights also reported that he was planning to have a recommendation for the process
and procedures to fill the position of Parks, Recreation and Cemetery Director as Mrs.
Emily Gilliam will be retiring at the end of year. The procedures will be similar to the
process used in filling other Department Head positions with the appointment of a
committee to help in the review the job description, resumes and applications and also to
ask that one member of the Board of Commissioners be appointed to serve on the
Committee.
Commissioner Hite volunteered to serve on the committee. It was agreed to wait until the
request was made at the next meeting to appoint a Board member to the Committee.

COMMISSIONER’S REPORTS:
COMMISSIONER TOM DAVIS reported that he and the Mayor attended the
Engage East-End meeting held at the Bennett Memorial Church and he was very pleased
that over 80 people attended. It was a very enlightening meeting and was very well
attended. The second part of this is that the Planning Commission will be conducting a
public hearing on November 5th at 6:00 p.m. for discussion of the Audubon Residential
and Commercial rezoning recommendations, which go along with what is needed out
there. He encouraged everyone that was at that meeting or that is concerned with the east
end to attend the public hearing to go on record with your recommendations or
suggestions for development of that area.
Commissioner Davis also noted that the City of Henderson had the pleasure of
having the Secretary of State, the Attorney General and the State Auditor in our
community this last weekend and wanted to thank them for visiting with us.

HENDERSON WATER AND SEWER COMMISSION
RESOLUTION OF THE BOARD OF COMMISSIONERS
Resolution No. 2013-28
The following Resolution was duly adopted by the Board of Commissioners of the
Henderson Water & Sewer Commission at a regular meeting held on Monday, October 21,
2013, at which meeting a quorum was present.
BE IT RESOLVED, that the Henderson Water and Sewer Commission by and
through its Board of Commissioners under the authority granted to the Board of
Commissioners under Chapter 23 Article II Division 3 Sections 23-36 through 23-41.1 of
the City Code of Ordinances hereby adopts:
1) A revised HWU Job Classification and Pay Grade for the position of Automation
Specialist (change from Grade 18 to 21);
2) A revised HWU Job Classification and Pay Grade for the position of Water Quality
Specialist (change from Grade 15 to 17);
3) A revised HWU Job Classification and Pay Grade for the position of Environmental
Compliance and Pretreatment Coordinator (change from Grade 15 to 16);
4) A new HWU Job Classification and Pay Grade (Grade 6), and a revision to the
Schedule of Budgeted positions, changing one Temporary/Seasonal position
(Treatment Plant Operator I (Part-Time)) to a Part-Time Classified position
(Treatment Plant Operator I (Part-Time)) at the North Wastewater Treatment
Plant.
Copies of the new or revised Job Classifications for these positions are attached
as Exhibit “A”. A revised HWU Schedule of Budgeted Positions is attached to this
Resolution as Exhibit “B”. Both Exhibits are incorporated herein by reference.
The new or revised Job Classifications for Automation Specialist, Water Quality
Specialist, Environmental Compliance and Pretreatment Coordinator and Wastewater
Treatment Operator I (Part-Time) become effective upon adoption of this resolution by
the Water and Sewer Commission.
The revised Pay Grades will become effective upon the date of acceptance by the
Board of Commissioners of the City of Henderson, Kentucky.
The General Manager is hereby authorized to deliver this Resolution to the City of
Henderson.

HENDERSON WATER UTILITY
CLASSIFICATION SPECIFICATION
CLASSIFICATION TITLE: PART–TIME WASTEWATER TREATMENT OPERATOR I
PURPOSE OF CLASSIFICATION
The purpose of this classification is to perform duties to assist in the operation and maintenance of an
assigned treatment plant to treat wastewater/stormwater in accordance with state, federal and local
guidelines.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
Work with Chief, Wastewater Treatment Operator II, or Maintenance employees to receive
training;
Perform general operational duties of the treatment plant but consults Chief or Wastewater
Treatment Operator II when significant decisions regarding operations must me made;
Follow standard operating procedures related to the operations of the assigned treatment plant
including assigned daily operator responsibilities;
Make routine checks and visual inspections of mechanical equipment to ensure it is operational;
Perform daily operational tasks including washing filters, calibrating chemical pumps, reading
gauges, running sludge press, filling chemical tanks, collecting samples, delivering samples, and
performing assigned water quality tests;
Monitor the rate of chemical feed and water flow;
Monitor gauges, meters, filter press, and control panels;
Change tanks, wash filters, and make equipment and control adjustments as necessary;
Monitor inventory of supplies, chemicals, and operating materials and notify Treatment Operator
Chief if needs arise;
Operate heavy equipment to load and remove wastes;
Perform routine maintenance and preventative maintenance of treatment plant and related
equipment as assigned;
Perform general cleaning/janitorial work, painting, and grounds keeping as needed;
Provide assistance to maintenance crews as needed or assigned;
Visually inspect plant and all equipment daily to ensure proper functioning.
Assist in carrying out plant and Utility goals;
Work to control costs wherever possible while keeping focus on the long-term objectives of the
plant and the Utility;
Stay current on governmental mandates;
Attends appropriate training seminars/workshops/meetings;
Record work activities in daily log, complete lab sheets, and maintain other appropriate
documentation;
Follow proper process control measures.
Ensure personal compliance with all state safety regulations and HWU safety policies;

Ensure proper housekeeping in plant and surrounding area;
Attend appropriate safety meetings as requested;
Participate in accident investigations as requested;
Report and/or correct all identified safety hazards;
Maintain personal safety equipment appropriately;
Report all work related accidents, incidents, and near-misses to supervisor and/or safety
department;
Participate in finding solutions to safety or health related hazards;
Get involved in showing new employees the proper safety procedures;
Participate in Safety Committee as requested;
Stay current with computer systems including SCADA;
Maintain a positive attitude with other HWU employees;
Maintain regular and predictable attendance;
Maintain good public relations;
Maintain availability to respond to emergency calls 24 hours a day 7 days a week;
Respond to emergencies as needed;
Direct calls to on-call System Operations Center personnel as appropriate;
Work various shifts as assigned by HWU Treatment Operator Chief;
May be called in as necessary in the case of the other operator illness or emergency.
ADDITIONAL FUNCTIONS
Performs related duties as required, necessary, or assigned.
MINIMUM QUALIFICATIONS
High school diploma or GED and a valid driver’s license are required. This position requires the ability
to pass a pre-employment physical as well as drug and alcohol screens, as requested.
Desired: Training, education, and experience with wastewater treatment facilities or wastewater
treatment certification.
PERFORMANCE APTITUDES

data/information including performing subsequent actions in relation to these computational
operations.

control the actions of equipment, machinery, tools, and/or materials requiring complex and/or
rapid adjustments.
Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive and/or
advisory data and information.
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and
division; the ability to calculate decimals and percentages; the ability to utilize principles of
fractions; and the ability to interpret graphs.
