228 CITY OF HENDERSON – RECORD BOOK Record of Minutes of A Special Called Meeting on December 27, 2016 A special called meeting of the Board of Commissioners of the City of Henderson, Kentucky, was held on Tuesday, December 27, 2016, at 5:00 p.m., prevailing time, in the third floor Assembly Room located in the Municipal Center Building at 222 First Street, Henderson, Kentucky. INVOCATION was given by Commissioner Robert M. Mills, followed by recitation of the Pledge of Allegiance to our American Flag. MR. BILL STEVENS, News Director, and MS. DARLENE HAWKINS, General Manager, were in attendance to accept the proclamation on behalf of owner Ed Henson and all the WSON staff. Mr. Stevens indicated that it is a pleasure serving Henderson all these years and that they look forward to at least another 75 years of serving the community. ________________________ APPROVAL OF CONSENT AGENDA: MAYOR AUSTIN asked the City Clerk to read the Consent Agenda. Royster, seconded by Commissioner Jan Hite, that the ordinance be adopted. COMMISSIONER HITE indicated that she would like confirmation that the language of Article 214.A(2) relating to an increase in pay upon completion of the one year probationary period with a passing evaluation score would not contradict the grade and step pay increase schedule if an employee were to promote to a higher grade/step within the probationary period. DAWN KELSEY, City Attorney, indicated that it would not contradict the plan schedule. The vote was called. On roll call, the vote stood: Commissioner Johnston --- Absent: Commissioner Hite -------- Aye: Commissioner Royster ---- Aye: Commissioner Mills ------- Aye: Mayor Austin --------------- Aye: WHEREUPON, Mayor Austin declared the ordinance adopted on its first reading and ordered that it be presented for a second reading at a meeting of the Board of Commissioners. ________________________ PRESENTATION: FY 2016 Comprehensive Annual Financial Report MAC NEEL, Myriad CPA Group LLC, presented the FY2016 Comprehensive Annual Financial Report. He indicated that an audit is more than just the review of the City’s finances. An Audit Risk Assessment which includes control inventory and accounting records, quality of information provided, and monitoring, are all reviewed. Mr. Neel went on to say that overall the City is in a very healthy financial position when compared with communities surveyed by the National League of Cities. The General Fund Days Expenditure in the fund balance has increased to approximately 172.8 days, well above the recommended 90 days and also above the average of the National League of Cities survey. He continued that conversely the Gas Fund financials have a decrease in net position of $92,000 due to transfers to the General Fund of $1,400,000 and the Sanitation Fund has a deficit net position due to landfill closure costs that are determined by the consulting engineers. Approximately $2,800,000 or 67% of those costs have been set aside in investments to help fund closure costs. Once those funds are considered the Sanitation Fund had an increase of $92,000 for a breakeven year when the two proprietary funds are combined. Mr. Neel concluded that overall the City is in very good financial shape. Motion made by Commissioner Mills, seconded by Commissioner Royster to accept the Audit Committee recommendation to accept the Fiscal Year 2016 Comprehensive Annual Financial Report as presented. The vote was called.
