233 CITY OF HENDERSON – RECORD BOOK Record of Minutes of A Special Called Meeting on December 29, 2016 A special called meeting of the Board of Commissioners of the City of Henderson, Kentucky, was held on Tuesday, December 29, 2016, at 5:00 p.m., prevailing time, in the third floor Assembly Room located in the Municipal Center Building at 222 First Street, Henderson, Kentucky. INVOCATION was given by Mayor Austin, followed by recitation of the Pledge of Allegiance to our American Flag. There were present Mayor Steve Austin presiding: PRESENT: Commissioner Jesse Johnston, IV Commissioner Jan Hite Commissioner Robert M. (Robby) Mills Commissioner X R. Royster, III ALSO PRESENT: Mr. Russell R. Sights, City Manager Mrs. Dawn Kelsey, City Attorney Ms. Maree Collins, City Clerk Mr. William L. Newman, Jr. Assistant City Manager Mrs. Donna Stinnett, Public Information Officer Mr. Robert Gunter, Finance Director Mr. Scott Foreman, Fire Chief Mr. Mac Neel, Myriad CPA Group Mr. Ron Jenkins Ms. Laura Acchiardo, the Gleaner Mr. Mike Richardson, Police Reserve Officer ________________________ ORDINANCE NO. 50-16: SECOND READ ORDINANCE AMENDING BUDGET AND APPROPRIATION ORDINANCE AN ORDINANCE AMENDING BUDGET AND APPROPRIATION ORDINANCE FOR THE FISCAL YEAR COMMENCING JULY 1, 2016 AND ENDING JUNE 30, 2017 FOR THE CITY OF HENDERSON, KENTUCKY MOTION by Commissioner X R. Royster, seconded by Commissioner Robert M. Mills, that the ordinance be adopted. The vote was called. On roll call, the vote stood: Commissioner Johnston --- Aye: Commissioner Hite -------- Aye: Commissioner Royster ---- Aye: Commissioner Mills ------- Aye: Mayor Austin --------------- Aye: WHEREUPON, Mayor Austin declared the ordinance adopted, affixed his signature and the date thereto and ordered that the same be recorded. /s/ Steve Austin Steve Austin, Mayor ATTEST: January 09, 2017 ________________________ 234 CITY OF HENDERSON – RECORD BOOK Record of Minutes of A Special Called Meeting on December 29, 2016 CITY MANAGER’S REPORT: RUSSELL R. SIGHTS, City Manager, expressed his appreciation to the Mayor and each of the Commissioners for the cooperation and support that he and the staff have received over these past two years and wished them only the best in their future endeavors. ________________________ COMMISSIONER’S REPORT: COMMISSIONER JOHNSTON stated that it had been an honor serving the citizens of Henderson and that he was proud of the accomplishments that were achieved over these past two years. COMMISSIONER HITE echoed the sentiment that she was very appreciative and honored to have been able to serve the citizens of Henderson for the last four years and very proud to call Henderson her home. She indicated that she was thankful for all of the support and guidance that she received and appreciative of those that make the city run on a daily basis. She stated that she believes this a great community and that she is very happy with the accomplishments over the last four years. COMMISSIONER ROYSTER thanked the voters of Henderson for giving him these two years to work for them and thanked everyone at the dais and all of the city staff that helped over the years. He then wished the incoming Commissioners all of the best. COMMISSIONER MILLS indicated that while driving here tonight he was thinking of how many times he has driven to a City Board of Commissioners meeting over 16 of the last 18 years and reflected upon all of the ups and downs of those years. He stated, “I think we have done a lot more good than bad. It’s been an honor. It’s something I can look back at and know I tried my hardest.” He expressed his pride in city leadership and wished the incoming Commission well. MAYOR AUSTIN presented each of the Commissioners with their name plate and thanked them for their hard work and service to the community. MEETING ADJOURN: MOTION by Commissioner X R. Royster, seconded by Commissioner Jan Hite, to adjourn the meeting. The vote was called.
