133 CITY OF HENDERSON – RECORD BOOK Record of Minutes of A Special Called Meeting on June 18, 2018 A special called meeting of the Board of Commissioners of the City of Henderson, Kentucky, was held on Monday, June 18, 2018, at 1:30 p.m., prevailing time, in the third floor Assembly Room located in the Municipal Center Building at 222 First Street, Henderson, Kentucky. There were present Mayor Steve Austin presiding: PRESENT: Commissioner Patti Bugg Commissioner Robert N. Pruitt, Sr. Commissioner Bradley S. Staton ABSENT: Commissioner Austin P. Vowels ALSO PRESENT: Mr. Russell R. Sights, City Manager Mrs. Dawn Kelsey, City Attorney Ms. Maree Collins, City Clerk Mrs. Donna Stinnett, Community Relations Manager/Public Information Officer Mrs. Connie Galloway, Human Resources Director Mrs. Jennifer Latimer, Executive Assistant Mr. Mike Richardson, Reserve Police Officer Mr. Doug White, the Gleaner 44 News Crew ________________________ ORDINANCE NO. 15-18: SECOND READ BUDGET AND APPROPRIATION ORDINANCE FOR THE FISCAL YEAR COMMENCING JULY1, 2018 AND ENDING JUNE 30, 2019 FOR THE CITY OF HENDERSON, KENTUCKY MOTION by Commissioner Pruitt, seconded by Commissioner Staton, that the ordinance be adopted. The vote was called. COMMISSIONER STATON indicated that he had confirmed with HWU General Manager Tom Williams that this budget includes that all Henderson Water Utility employees are eligible to receive up to the one percent merit evaluation increase and the 2.1% cost-of-living increases. The vote was called. The vote was called. The vote was called. The vote was called. On roll call, the vote stood: Commissioner Pruitt ------- Aye: Commissioner Bugg ------- Aye: Commissioner Vowels ----- Absent: Commissioner Staton ------ Aye: Mayor Austin --------------- Aye: WHEREUPON, Mayor Austin declared the ordinance adopted on its first reading and ordered that it be presented for a second reading at a meeting of the Board of Commissioners. ________________________ 136 CITY OF HENDERSON – RECORD BOOK Record of Minutes of A Special Called Meeting on June 18, 2018 MUNICIPAL ORDER NO. 35-18: MUNICIPAL ORDER AUTHORIZING AGREEMENT BETWEEN ARTIST LEAH TUMERMAN, RICHMOND, CALIFORNIA AND THE CITY OF HENDERSON; AND AUTHORIZING THE MAYOR TO EXECUTE THE AGREEMENT ON BEHALF OF CITY MOTION by Commissioner Staton, seconded by Commissioner Pruitt, authorizing execution of an Agreement between the City and artist Leah Tumerman of Richmond, California, to design and paint a mural on the west side of the building located at 231 Second Street for the Perch pocket park. COMMISSIONER BUGG indicated that she knew a lot of work had gone into this artwork but was not fond of this kind of art, it just wasn’t what she had envisioned. COMMISSIONER PRUITT added that it looks good but was not really what he had envisioned either. The vote was called.
