133 CITY OF HENDERSON – RECORD BOOK Record of Minutes of A Work Session Meeting on August 20, 2019 A Work Session of the Board of Commissioners of the City of Henderson, Kentucky, was held on Tuesday, August 20, 2019, at 5:30 p.m. in the third floor Assembly Room, Municipal Center, 222 First Street, Henderson, Kentucky. There were present Mayor Steve Austin presiding. PRESENT: Commissioner Patti Bugg Commissioner X R. Royster, III Commissioner Bradley S. Staton Commissioner Austin P. Vowels CITY STAFF MEMBERS included William L. “Buzzy” Newman, Jr., City Manager; Dawn Kelsey, City Attorney; Donna Stinnett, Community Relations Manager/Public Information Officer; Heath Cox, Police Chief; Sean McKinney, Deputy Chief; Beth Bates, Records Technician; and Mike Richardson, Reserve Police Officer. ALSO PRESENT: Douglas White, The Gleaner THE FOLLOWING AGENDA ITEMS WERE DISCUSSED: 1. Henderson Police Department Body Camera Update  Major Jermaine Poynter gave a brief report on the body worn camera system indicating that over 41,000 videos have been recorded since August 2018. As expected, open records requests have increased exponentially. 2. Henderson Police Department Overview  Police Chief Heath Cox gave a brief overview presentation relating to the police department goals and objectives, supervisor training and leadership development, crime rates, drug enforcement, manpower issues, and retention and recruitment.  Chief Cox reported that the next two years will be critical in positioning the department for success in recruitment and retention while simultaneously providing excellent service to the community. The department currently has five open positions with several ranked officers eligible for retirement over the next two years.  A recruitment and retention committee was formed in January of 2019 reviewing: Vehicle Take Home policy; lateral pay; training policy updates to differentiate between recruit and lateral hire; and load bearing vests.  Chief Cox proposed pay plan changes for shift differential, cell phone stipend, college degree pay incentives, and increasing Corporals to Sergeants. Pay comparisons for other Kentucky communities were provided. NO FORMAL ACTION WAS TAKEN BY THE BOARD OF COMMISSIONERS. ________________________ MEETING ADJOURN: MOTION by Commissioner Staton, seconded by Commissioner Bugg to adjourn. The vote was called.
