The vote was called. COMMISSIONER STATON asked if this could be reviewed in early February so that there would not be a lag in keeping the ordinance in place after the trial period. MAYOR AUSTIN indicated that a report would be presented in February for review. The vote was called. WILLIAM L. “BUZZY” NEWMAN, JR. indicated that the current budget created the new 9-1-1 Emergency Director position, however the position is shown as reporting to the Police Chief. This will create a new department with the director reporting directly to the City Manager. The vote was called. On roll call, the vote stood: Commissioner Royster -- Aye: Commissioner Staton ---- Aye: Commissioner Vowels --- Aye: Commissioner Bugg ----- Aye: Mayor Austin ------------- Aye: WHEREUPON, Mayor Austin declared the ordinance adopted on its first reading and ordered that it be presented for a second reading at a meeting of the Board of Commissioners. ________________________  172 CITY OF HENDERSON – RECORD BOOK Record of Minutes of A Special Called Meeting on November 19, 2019 ORDINANCE NO. 33-19: FIRST READ ORDINANCE AMENDING EMPLOYEE MANUAL ORDINANCE AMENDING ARTICLE 10-PERSONNEL, OF THE CITY OF HENDERSON EMPLOYEE MANUAL BY ADDING NON-CIVIL SERVICE POSITION EMERGENCY COMMUNICATIONS DIRECTOR MOTION by Commissioner Vowels, seconded by Commissioner Royster, that the ordinance be adopted. CONNIE GALLOWAY, Human Resources Director, reported that it is necessary to amend the Employee Manual to add the new Emergency Communications Director position which will be a contractual non-civil service position. The vote was called.
