41 CITY OF HENDERSON – RECORD BOOK Record of Minutes of A Called Joint City/Utility Commission Work Session Meeting on March 15, 2022 A Called Joint Work Session of the Board of Commissioners of the City of Henderson, Kentucky, and the Utility Commission was held on Tuesday, March 15, 2022, at 3:00 p.m., in the third floor Assembly Room, Municipal Center, 222 First Street, Henderson, Kentucky There were present Mayor Steve Austin presiding: PRESENT: Commissioner Bradley S. Staton Commissioner Austin P. Vowels ABSENT: Commissioner Rodney Thomas Commissioner Robert N. Pruitt CITY STAFF MEMBERS included: William L. “Buzzy” Newman, Jr., City Manager; Dawn Kelsey, City Attorney; Maree Collins, City Clerk; Robert Gunter, Finance Director; Greg Nunn, IT Director; Bill Raleigh, IT Support Specialist; and Travis Owens, Programmer/Analyst ALSO PRESENT: Brad Bickett, Henderson Municipal Power & Light General Manager; Barbara Moll, Henderson Municipal Power & Light Chief Financial Officer; Linn Shannon, Utility Commission Chair; Russell Sights, Utility Commissioner; Sharon Farmer, Utility Commissioner UTILITY COMMISSION CHAIR SHANNON asked that Roll Call for the Utility Commission be conducted. ________________________ THE FOLLOWING AGENDA ITEMS WERE DISCUSSED: Review of Henderson Municipal Power & Light  Brad Bickett, Henderson Municipal Power & Light General Manager, gave a brief presentation: o Infrastructure upgrades are necessary to provide electric service reliably and safely. o HMP&L’s cost of service is increasing, and operating reserves will decrease this year. o HMP&L’s contribution to the City includes free electricity and cash payments. o Electric revenue should be basis for a PILOT calculation. o HMP&L’s contribution to the City was 5.29% of electric revenue for fiscal year 2021. o Overview of plan that would increase contributions to 6.5% of electric revenue over three years with initial year CPI increase and a $2 monthly charge increase each year. o Review of Rate Adjustment & PILOT Analysis for fiscal years 2023, 2024 and 2025. DISCUSSION WAS HELD relating to capital projects; the three-year phase-in plan; CPI rate; conducting a Cost-of-Service Study in 2023 with rate adjustments; variable costs vs fixed rate costs; operating reserves; restricted reserves; MISO market participation and credit rating; new automated meter reading system; HMP&L should have a new Outage Portal online for customers in the very near future; and the teamwork and spirit of working together between the two entities moving forward into the future.
