He requested an additional $10,000.00 for additional field work to address standing water on the fields. MOTION by Commissioner Staton, seconded by Commissioner Thomas, to approve the request of Henderson Girls Softball for additional funding up to $10,000.00 for field work to address standing water issues on the fields. On roll call, the vote stood: Commissioner Thomas -- Aye: Commissioner Vowels --- Aye: Commissioner Pruitt ----- Aye: Commissioner Staton ---- Aye: Mayor Austin ------------- Aye: ________________________ 78 CITY OF HENDERSON – RECORD BOOK Record of Minutes of A Regular Meeting on May 24, 2022 PUBLIC HEARING: “Municipal Road Aid Funds and Local Government Economic Assistance (LGEA) Funds for Fiscal Year Commencing July 1, 2022” MAYOR AUSTIN declared the Public Hearing on Municipal Road Aid funding and Local Government Economic Assistance funding opened and explained that the purpose of the public hearing was to determine the expenditure of Municipal Road Aid and Local Government Economic Assistance funds anticipated to be in the amounts of $618,458.44 and $15,000.00 for use for street and road improvements. Included in the budget is a list of the proposed streets and roads to be paved utilizing these funds which the City Clerk was asked to read into the record. MARK SIMMONS, Recreation Program Manager, gave a brief update on the progress at the Riverfront Water Feature reporting that it will not be ready to open this weekend due to an ongoing lack of concrete. Rock is scheduled to be delivered tomorrow and we anticipate that the concrete for the sidewalk will be delivered within the next two weeks. Also, the waterfront fencing is delayed due to lack of materials. We anticipate installing permanent round-top “speed bumps” on Water Street in June. ________________________ COMMISSIONER’S REPORTS: COMMISSIONER THOMAS reported that Summerfest event was awesome even though the weather didn’t cooperate. ________________________ COMMISSIONER VOWELS reported on an update presented at the City/County Cooperative Study Group earlier today indicating that the HEAT Lab area wasn’t being utilized and Emergency Management will be moving into that area leaving their space open. Also, the Henderson County Library will be opening a lab with equipment. ________________________ COMMISSIONER STATON announced the State of the City/County has been scheduled for July 28th at noon, no location has been set at this time. ________________________ MISCELLANEOUS: “Appendix A – Zoning, Article IX – Off-Street Parking and Loading Requirements” DAWN KELSEY, City Attorney, reported that definitions for half-way house parking needs to be amended to include a minimum of six spaces (5 + 1 for every 5 beds). In order to make this amendment, we will need to formally submit the requested changes to the Planning Commission for review and action. MOTION by Commissioner Thomas, seconded by Commissioner Pruitt, approving forwarding this amendment to the Zoning Ordinances for this requested change to the Planning Commission for review and recommendation.
