Record of Minutes of A Special Called Meeting on June 30, 2022
A special called meeting of the Board of Commissioners of the City of Henderson,
Kentucky, was held on Thursday, June 30, 2022, at 5:00 p.m., prevailing time, in the third floor
Assembly Room of the Municipal Center, 222 First Street, Henderson, Kentucky, designated as
the primary location for this video teleconference meeting allowed under KRS 61.826.
There were present Mayor Steve Austin presiding:

MUNICIPAL ORDER NO. 49-22:
MUNICIPAL ORDER APPROVING AGREEMENT WITH JBI CONSTRUCTION,
INC. OF EVANSVILLE, INDIANA, FOR THE CONSTRUCTION OF KY 425 (HENDERSON
BYPASS) TURN LANES TO PRATT PAPER FOR THE SUM OF $1,967,800.00; AND
AUTHORIZING THE MAYOR TO EXECUTE ALL NECESSARY DOCUMENTS ON
BEHALF OF THE CITY
MOTION by Commissioner Staton, seconded by Commissioner Pruitt, approving the
Agreement with JBI Construction, Inc. of Evansville, Indiana for the construction of the KY 425
(Henderson Bypass) turn lanes for the Pratt Paper property for the sum of $1,967,800.00.
WILLIAM L. “BUZZY” NEWMAN, JR., City Manager, and MISSY VANDERPOOL,
Henderson Economic Development Executive Director, reported that the contract was negotiated
down from $2.3 million and that after many phone calls, the state has agreed to add an additional
$500,000.00 grant funding to the project.
MAYOR AUSTIN indicated that Senator Mills and Transportation Secretary Gray, and in
turn the Governor worked to get this additional funding before the July 1st rule change on
Transportation Cabinet funding/spending.
