70 CITY OF HENDERSON – RECORD BOOK Record of Minutes of A Special Called Meeting on May 04, 2023 A special called meeting of the Board of Commissioners of the City of Henderson, Kentucky, was held on Thursday, May 04, 2023, at 11:30 a.m., prevailing time, in the third floor Assembly Room of the Municipal Center, 222 First Street, Henderson, Kentucky, designated as the primary location for this video teleconference meeting allowed under KRS 61.826. There were present Mayor Bradley S. Staton presiding: PRESENT: Commissioner Rodney Thomas Commissioner Nicholas E. Whitt Commissioner Austin P. Vowels ABSENT: Commissioner Robert N. Pruitt, Sr. ALSO PRESENT: Mr. William L. “Buzzy” Newman, Jr., City Manager Mr. Eric Shappell, Acting City Attorney Ms. Maree Collins, City Clerk Mr. Heath Cox, Assistant City Manager Mrs. Holli Blanford, Public Information Officer Mr. Robert Gunter, Finance Director Mr. Steve Davis, Code Enforcement Administrator Mr. David Steele, Sanitation Superintendent Mr. Travis Owens, Assistant IT Director Mr. Wesley Gower, IT Programmer/Analyst Mr. Brad Bickett, Henderson Municipal Power & Light General Manager Ms. Barbara Moll, Henderson Municipal Power & Light Chief Financial Officer Mr. Randall Redding, Utility Commission Attorney Mr. Bart Boles, Henderson Water Utility General Manager Mr. Todd Bowley, Henderson Water Utility Chief Financial Officer Mr. Tom Williams Henderson Water Utility Senior Project Manager Ms. Missy Vanderpool, Henderson Economic Development Executive Director Mr. Marty Wilson, Police Officer ________________________ MAYOR STATON explained that he was requesting that the three ordinances on the agenda for second reading be tabled until the next regular meeting. MOTION by Commissioner Thomas, seconded by Commissioner Whitt to table ORDINANCE NO. 05-23 relating to Electric Rates and Services Schedules, ORDINANCE NO. 06-23 relating to amending Chapter 7, Buildings and Building Regulations, and ORDINANCE NO. 07-23 relating to amending Chapter 14 Garbage and Refuse until the next regular scheduled meeting. The vote was called. On roll call, the vote stood: Commissioner Thomas --- Aye: Commissioner Whitt ----- Aye: Commissioner Pruitt ------ Absent: Commissioner Vowels --- Aye: Mayor Staton ----- Aye: WHEREUPON, Mayor Staton declared the ordinances TABLED to be placed on the next regular meeting agenda. ________________________ EXECUTIVE SESSION: “Economic Development Project Siting” MOTION by Commissioner Thomas, seconded by Commissioner Vowels, that the Board 71 CITY OF HENDERSON – RECORD BOOK Record of Minutes of A Special Called Meeting on May 04, 2023 of Commissioners go into Executive Session pursuant to the provisions of KRS 61.810(1)(g) for the purpose of discussion between a public agency and a representative of a business entity and discussions concerning a specific proposal, if open discussions would jeopardize the siting, retention, expansion, or upgrading of the business. The vote was called. On roll call, the vote stood. Commissioner Thomas --- Aye: Commissioner Whitt ----- Aye: Commissioner Pruitt ------ Absent: Commissioner Vowels --- Aye: Mayor Staton ----- Aye: WHEREUPON, Mayor Staton declared the Board adjourned into Executive Session. ________________________ MEETING RECONVENED: MOTION by Commissioner Thomas, seconded by Commissioner Whitt, that the Board of Commissioners reconvene into regular session. The vote was called. On roll call, the vote stood: Commissioner Thomas --- Aye: Commissioner Whitt ----- Aye: Commissioner Pruitt ------ Absent: Commissioner Vowels --- Aye: Mayor Staton ----- Aye: WHEREUPON, Mayor Staton reconvened the Board into regular session. ________________________ MEETING ADJOURN: MOTION by Commissioner Thomas, seconded by Commissioner Whitt, to adjourn the meeting. The vote was called.
