27 CITY OF HENDERSON – RECORD BOOK Record of Minutes of Called Work Session/Inner City Improvement Plan Orientation Meeting on February 15, 2024 A Called Work Session/Inner City Improvement Plan Orientation of the Board of Commissioners of the City of Henderson, Kentucky, was held on Tuesday, February 15, 2024, at 4:30 p.m., prevailing time, at the Henderson Municipal Services Center (MSC) located at 1449 Corporate Court, Henderson, Kentucky. There were present Mayor Bradley S. Staton presiding: PRESENT: Commissioner Austin P. Vowels Commissioner Rodney Thomas Commissioner Nicholas Whitt ABSENT: Commissioner Robert N. Pruitt CITY STAFF MEMBERS included: William L. “Buzzy” Newman, Jr., City Manager; Dawn Kelsey, City Attorney; Maree Collins, City Clerk; Holli Blanford, Public Information Officer; Josh Dixon, Fire Chief; Jordan Webb, Emergency Communications Director; Matt Anderson, Fire Captain; Ryan Walenga, Police Major; Steve Davis, Code Administrator; Dylan Ward, Project Manager; Sam Lingerfelt, Safety & Training Coordinator; and Travis Owens, Assistant I.T. Director. ALSO PRESENT: Brittney Smith; Charles Johnson; Michelle Chappell; Lisa Fulkerson; Tim Hobbs; Nivea Carter; Matthew Reynolds; Kacee Campbell; Jennifer Marks; Tara Dixon; Theresa Richey; Lori Reed; Tammy Sutton; Adam Blythe; Ron Alexander; Dee Patel; Jayme Greer; Shannon Sandefur; Yvonne Hall; Linda White; Crystal Butler; Monessa Bard; Ernest Green; Kristie Randolph; Ashley Beaty; Priscilla Johnson; Isaiah Johnson; Joselyn Adrian; Glennese Patterson; Jason Beasley; Darlene Marshall-Ware; Stacey Gilbert; Mi’Oshi Holloway; Brian Bishop; Dwight Williams; ________________________ THE FOLLOWING AGENDA ITEMS WERE DISCUSSED: Discussion and Orientation of the Inner City Improvement Plan Committees  Mayor Staton gave a brief update of current projects from the previous year, and an overview of the Plan for this year and provided each Committee with a starter project; Committee Structure which included that no chair should be a member of the Board of Commissioners; each Committee should meet at least once per month between now and September scheduling meetings at a time and location most convenient for its members, a joint midway meeting has been scheduled for June where each Committee will make a preliminary report on proposed projects and issues that have been identified, and that due to Open Records requirements, a city staff member will be provided to note attendance, keep minutes, and notice upcoming meetings to the media/public. All meetings are open to the general public. It is anticipated that final presentations will be scheduled for some time in October.  The starter projects are not intended to be the only project/issue for discussion by each Committee: o Public Safety – domestic violence shelter; o Economic Development – Letcher Street between Powell & Washington; o Affordable Housing – an affordable housing development, and/or tiny houses, opportunity just outside of designated Inner City area that may be able to accommodate 30 to 40 additional homes; o Mental Health (changed name to Mental Wellness – open to identify various issues; and o Youth Enrichment & Engagement – partner with the school system/city to conduct a haunted house at the old Jefferson School location during the month of October 2024. 28 CITY OF HENDERSON – RECORD BOOK Record of Minutes of Called Work Session/Inner City Improvement Plan Orientation Meeting on February 15, 2024  The five committees were broken out into separate groups to determine future meeting dates/times/locations and discuss the starter project as well as any other potential projects and issues. NO FORMAL ACTION WAS TAKEN BY THE BOARD OF COMMISSIONERS. ________________________ MEETING ADJOURN: MOTION by Commissioner Thomas, seconded by Commissioner Vowels to adjourn. The vote was called. "Buzzy" Newman, Jr. City Manager Lt.rUJ., SUBJECT: Work Session Agenda A special called work session is scheduled for Thursday, February 15, 2024, at 4:30 p.m. in the Conference Room at the Municipal Services Center (MSC). The lone item on the agenda for review is as follows: Inner City Improvement Plan Committee Orientation The five (5) committees and appointed members to the Inner City Improvement Plan will be in attendance to discuss the mission of the program along with some important dates to keep in mind and some important legal items to ensure everyone remains in compliance as they meet. Committees will then meet individually to structure when and where they will meet, who will be the committee chair, and have an initial round of discussions to kick things off. Each committee will receive a starter packet with some information helpful in initiating conversations and touch on some of the goals Board of Commissioners have in mind.
