A special called meeting of the Board of Commissioners of the City of Henderson,
Kentucky, was held on Tuesday, March 19, 2024, at 2:45 p.m., prevailing time, in the third floor
Assembly Room of the Municipal Center, 222 First Street, Henderson, Kentucky, designated as
the primary location for this video teleconference meeting allowed under KRS 61.826.
MAYOR STATON led the recitation of the Pledge of Allegiance to our American Flag.

giving notice of intent of annexation to Henderson County Fiscal Court for property located at

CITY MANAGER’S REPORT: “Rezoning #1161 1712 River’s Edge (PID #46-54.1)”
WILLIAM L. “BUZZY” NEWMAN, Jr., City Manager, reported that the Planning
Commission has acted upon the request for rezoning for the property located at 1712 River’s
Edge (PID #46-54.1), containing approximately 7,933 square feet, from Riverfront-4 (RF-4) to
Medium Density Residential (R-2), after conducting a public hearing at the March 5, 2024,
meeting and producing findings of fact, the Zoning Map Amendment shall become final on
Wednesday, March 27, 2024, unless an aggrieved party or the Board of Commissioners files
written notice with the Planning Commission within the allotted twenty-one-day time period to
have the Board of Commissioners make the final decision. The deadline for filing written notice
is March 26, 2024.

WHEREUPON, Mayor Staton reconvened the Board into regular session.

WILLIAM L. “BUZZY” NEWMAN, JR., indicated that on behalf of the Police Chief
Search Committee, it is the recommendation of the Committee to the Board of Commissioners
that Billy Bolin be appointed as Police Consultant and that upon Mr. Bolin receiving Peace
Officer Professional Standards certification, appointment as Police Chief. Acting Police Chief
Bob Shoultz will be working with Mr. Bolin and introducing him to the department.
MUNICIPAL ORDER NO. 19-24:
MUNICIPAL ORDER APPROVING APPOINTMENT OF BILLY BOLIN AS POLICE
CONSULTANT, APPROVAL OF EMPLOYMENT AGREEMENT FOR POLICE
CONSULTANT, AND AUTHORIZING MAYOR TO EXECUTE AGREEMENT ON
BEHALF OF THE CITY; AND APPROVING APPOINTMENT OF BILLY BOLIN AS
POLICE CHIEF FOR THE CITY OF HENDERSON, CONDITIONED UPON OBTAINING
HIS CERTIFICATION FROM THE KENTUCKY LAW ENFORCEMENT COUNCIL UPON
COMPLETION OF HIS PEACE OFFICER PROFESSIONAL STANDARDS
REQUIREMENTS WITHIN NINETY (90) DAYS
MOTION by Commissioner Pruitt, seconded by Commissioner Whitt, to approve the
appointment of Billy Bolin as Police Consultant, approval of appointment of Mr. Bolin as Police
Chief within 90 days, conditioned upon receiving POPS certification; and authorizing the Mayor
to execute an Employment Agreement detailing requirements.

BILLY BOLIN thanked the Board for having confidence in him and giving him this
opportunity. He indicated excitement for returning to Henderson where he got his police career
start. He introduced his wife, Betsy, and Evansville Police Chief Phil Smith.
MAYOR STATON indicated that Mr. Bolin would be surprised at the number of people
that have reached out in support of this appointment and that he believes Mr. Bolin will make an
absolutely wonderful police chief for Henderson.
All of the Commissioners welcomed Mr. Bolin to the team, indicating that he was a
highly qualified, well respected individual, and that they are excited for this new chapter for our
police department.
