Mayor Staton thanked them for their service to our community. ________________________ PROCLAMATION: “National American Indian Heritage Month” MAYOR STATON presented JIMMIE DIEHL, D.A.R. representative, the proclamation declaring the month of November 2024 as “National American Indian Heritage Month” in the City of Henderson and thanked the Daughters of the American Revolution for their service to the Community. ________________________ PRESENTATION: “New Employee Recognition” DYLAN WARD, ASSISTANT CITY MANAGER, introduced JEANNIE QUATTROCCHI, Project Coordinator, Engineering Division. The BOARD OF COMMISSIONERS welcomed our new team member for employment with the City of Henderson. ________________________ PRESENTATION: “Community Spotlight” MAYOR STATON awarded Brandy Boucherie and Magen Gelzleichter the Community Spotlight for their efforts in creating and coordinating a local Hurricane Helene Relief Drive, which was able to collect a semi-trailer full of supplies to be sent to a collection site at Bristol Motor Speedway in Bristol, Tennessee. BRANDY BOUCHERIE & MAGEN GELZLEICHTER addressed the Commission to credit their partners Pittsburgh Tank & Tower and Silver Creek Transportation, who through their partnership, enabled Brandy and Magen to deliver 26 pallets and a generator to a community in need. ________________________ PRESENTATION: “Henderson-Henderson County Human Rights Commission Report” CHARLES JOHNSON, Henderson Human Rights Commission Executive Director, presented to the board of commissioners regarding the Annual Report of the Henderson Human Rights Commission and thanked the City for their continued support of the Human Rights Commission. The BOARD OF COMMISSIONERS thanked Reverend Johnson for his hard work as executive director and commended the Human Rights Commission on being an asset to our community. ________________________ PRESENTATION: “War Memorial Committee” TOM DAVIS, Henderson Veterans Memorial Foundation, addressed the commission to discuss the potential of a Veterans Park in honor of our local veterans to be locate on the greenspace, formerly HMP&L Station 1 on Water Street, as their traditional display of the Memorial Day Crosses organized by the group has outgrown its current location at Central Park. 214 CITY OF HENDERSON – RECORD BOOK Record of Minutes of A Regular Meeting on October 22, 2024 MAYOR STATON and the commissioners indicated support of the project and asked that the request be taken to the Parks & Recreation Board to be considered in the Parks Master Plan. ________________________ PRESENTATION: “Homeless Coalition Report” BRITTANY SMITH, MELISSA COLLIER, & HARRY PEDIGO, on behalf of the Homeless Coalition of Henderson, presented on the positive impact achieved by the Case Manager position, made possible by the collaborative funding of the City and the County. Harry provided statistics, including numbers of individuals who were found to need housing or utility assistance, the impressive number of individuals they were able to help since the hiring of a case manager for Henderson County, and the outstanding number of individuals still in need of housing or utility assistance, reinforcing the need for the continuation of the program. MAYOR STATON explained the collaborative efforts of the City and the County to fund the Case Manager position, which enabled the Daniel Pitino Shelter to hire a Case Manager for Henderson County, and recognized Melissa Collier for the wonderful work she has done thus far. ________________________ APPEARANCE OF CITIZENS: JAMIE CONRAD appeared before the commission to express concerns for disabled individuals, like himself, who may have fallen or need assistance. MAYOR STATON suggested Mr. Conrad consult with the local hospitals regarding home health programs. Mayor Staton also provided Mr. Conrad with contact information for health professionals who were available for the services he was requesting. ________________________ APPEARANCE OF CITIZENS: LESLIE HAWKINS & LYNN BUCKMAN, on behalf of the Henderson Kentucky Pickleball Club, a non-profit organization, addressed the commission to report a need for additional facilities to accommodate Pickleball players, due to the growing popularity of the sport. MAYOR STATON indicated that the request should be taken to the Parks & Recreation Board for consideration in the Parks Master Plan. ________________________ APPROVAL OF CONSENT AGENDA: MAYOR STATON asked the City Clerk to read the Consent Agenda. WILLIAM L. “BUZZY” NEWMAN JR., City Manager, reported that this contract became necessary when Hinkle acquired Yager. Hinkle has agreed to the original contract terms and it is expected that base asphalt will be laid before the end of the year to reopen the roadway with final asphalt for completion of the roadway in spring. Staton, Mayor ATTEST: October 22, 2024 Maree Collins, CKMC, City Clerk ________________________ CITY MANAGER’S REPORT: “Owensboro Sister Cities & Regions International Firefighter Training Exchange Program Participation” WILLIAM L. “BUZZY” NEWMAN, City Manager, requested Josh Dixon, Fire Chief, and Casey Howard, Division Chief, approach the podium, as he applauded them on their partnership with Owensboro, as well as Evansville, adding that those relationships with our neighboring cities are imperative to establish and maintain, and can prove very beneficial in times of crisis. JOSH DIXON, Fire Chief, invited the commission to attend their upcoming fire prevention presentations at South Middle School, as well as the pinning ceremony to recognize firefighters who have achieved promotions within the department, and introduced Casey Howard to report on his recent training opportunity. CASEY HOWARD, Division Chief, reported that he was recently given the opportunity to travel to the Czech Republic with the Owensboro Sister Cities & Regions International Exchange Program. Regarding the reasoning for travel abroad, he stressed the importance of networking and collaboration within the fire community, to consistently learn new strategies, tactics, policies, and procedures from other fire departments. The goal of this trip was to expand the available network of communication and collaboration even further, giving the fire department access to more information, resources, partnerships, and training opportunities than it has access to within the States, which is invaluable in its benefit to the department and its ability to assist our community. ________________________ EXECUTIVE SESSION: “Real Property & Personnel” MOTION by Commissioner Thomas, seconded by Commissioner Pruitt, that the Board of Commissioners go into Executive Session pursuant to KRS 61.810(1)(b) for discussion that may lead to the future sale of real property located in the vicinity of Water Street and Fifth Street; and for the discussion that may lead to the future purchase of real property located at 449 S. Adams Street and 451 S. Adams Street, and pursuant to KRS 61.810(1)(f) for discussion that may lead to the appointment of an employee. The vote was called. On roll call, the vote stood.
