CITY OF HENDERSON BICYCLE ADVISORY COMMITTEE MINUTES December 18, 2014 I. CALL TO ORDER Chairman Richard Wimmer called the meeting to order at 4:03 p.m., in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Mr. Scott Jarvis, Project Engineer III, confirmed the meeting had been posted in accordance with the Open Meeting Law by posting the agenda three working days prior to the meeting at City Hall, Multigenerational Center, Whitney Ranch Recreational Center, and Fire Station No. 86. PUBLIC COMMENT Mike Hair, Aspen Creek Cycling, thanked the City of Henderson for the memorial ride and noted that it raised almost $10,000. IV. ACCEPTANCE OF AGENDA (Motion) Mr. Floth introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. NEW BUSINESS 1 MINUTES PUBLIC WORKS, PARKS AND RECREATION Approve minutes from November 20, 2014. (Motion) Mr. Floth introduced a motion to approve the minutes of November 20, 2014, as presented. The vote favoring approval was unanimous. Chairman Wimmer declared the motion carried. 2 COMMITTEE MEMBER AND PUBLIC DISCUSSION PUBLIC WORKS, PARKS AND RECREATION Committee member and public discussion of ideas or questions on items that might improve the City's bicycling culture. Mr. Floth noted that the Southern Nevada Bike Coalition met yesterday and noted that they are partnering with the Las Vegas Metropolitan Police Department to do a public service announcement on the three-foot law. Mr. Wimmer noted that Jon Legarza with Tin Pan Flatts would like to come in and make a presentation to the Committee. This item will be placed on the next agenda. 3 STAFF REPORT PUBLIC WORKS, PARKS AND RECREATION Staff update on City sponsored initiatives and requests from the Bicycle Advisory Committee along with reviewing the League of American Bicyclists recommendations and assigning tasks to members to perform. Staff response to questions from Aspen Creek Cycling regarding Amargosa, RMLT, UPRR, I-215, Cactus Wren trails and Warm Springs and Volunteer Roadways. Scott Jarvis, Project Engineer III, showed a video to the Committee entitled “Red and Green”. Mr. Floth noted that the Southern Nevada Bike Coalition is working on cycling rules of the road for cyclists. A discussion ensued regarding replacing stop signs on trails with yield signs. Bicycle Advisory Committee Page 3 of 4 December 18, 2014 – DRAFT Minutes Mr. Jarvis reviewed the Customer Comments on Henderson Trails. Areas of discussion included:  River Mountain Trail: Rocks on the trail, bollards, long-term maintenance funds; and fresh water.  Union Pacific Trail: Plan for end of trail at Foothill/RMT connection; safety of the crossing at Horizon; crossing on Pacific; water on concrete path in Acacia Park; and future plans along the railroad.  I-215 Trail: Safety at Gibson Road; continuation of the path past Stephanie Street; path from Valle Verde Parkway to Green Valley Parkway; and portions of the trail along the District/Green Valley Ranch are not a trail.  Amargos Trail: Need signage on Stephanie Street.  Cactus Wren Trail: It is not well marked off of the I-215 Trail and the neighborhood park.  Warm Springs Road: The bike lane ends between Gibson Road and Stephanie Street; and the installation of a buffered bike lane.  Cornerstone Park/Pittman Wash: Connection from Cornerstone park  Volunteer: Does the bike lane end at Ispirada? Mr. Jarvis showed the Committee a YouTube video on the diverging diamond interchange and noted that this video is not yet public; however, he will email the link to the Committee members. 4 DISCUSSION ON COMMITTEE ROUTES PUBLIC WORKS, PARKS AND RECREATION Discussion and information o potential ideas for commuter routes, Bike Way and/or Bike Boulevards Mr. Jarvis encouraged the Committee members to visit www.NACTO.org to get additional information regarding bike boulevards. This item was continued to the next meeting. VII. CHAIRMAN/MEMBER COMMENTS Mr. Floth noted that plywood was installed on the River Mountain Loop Trail at the crossing; however, this is temporary and the trail will be resurfaced soon VIII. PUBLIC COMMENT No comments were presented by the public. X.
