CITY OF HENDERSON BICYCLE ADVISORY COMMITTEE REGULAR MEETING AGENDA October 15, 2015 I. CALL TO ORDER Chairman Richard Wimmer called the meeting to order at 4:12 p.m., in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Scott Jarvis, Project Engineer III, confirmed the Bicycle Advisory Committee had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List. PUBLIC COMMENT There were no comments presented by the public. IV. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Ms. Nielsen introduced a motion to accept the agenda as presented. NEW BUSINESS 1 MINUTES PUBLIC WORKS, PARKS AND RECREATION Approve minutes from June 18, 2015. (Motion) Mr. Floth introduced a motion to approve the minutes of June 18, 2015, as presented. The vote favoring approval was unanimous. Chairman Wimmer declared the motion carried. 2 BICYCLE FRIENDLY BUSINESS APPLICATIONS PUBLIC WORKS, PARKS AND RECREATION Receive an update on the City of Henderson Bicycle Friendly program and assign Bicycle Advisory Committee Members to assist with the program. Scott Jarvis, Project Engineer III, reported that the Web page is completed and can be accessed directly through bikehenderson.com. He provided a review of the Bicycle Friendly business Application. He said a suggestion was made that all bicycle friendly businesses in Henderson be highlighted in the Henderson Happenings magazine, which is mailed to every Henderson household. Mr. Jarvis noted that four downtown Henderson businesses submitted an application; however, the information in the applications need to be enhanced. He suggested the Committee members review the applications and make suggestions to the businesses as to enhancing the application. Chairman Wimmer said he believes it is positive for Committee members to contact businesses and review their applications. A brief discussion ensued regarding staff contacting Committee members by email regarding who will review applications. (Motion) Mr. Floth introduced a motion to approve the process that Bicycle Committee members will review Bicycle Friendly Business applications and work with the businesses to make sure the applications are complete. The vote favoring approval was unanimous. Chairman Wimmer declared the motion carried. Bicycle Advisory Committee Page 3 of 6 October 15, 2015 – Minutes 3 BIKE LANE STRIPING PUBLIC WORKS, PARKS AND RECREATION The City has an upcoming project to perform miscellaneous bike lane striping and signage enhancements. The Bicycle Advisory Committee is asked to identify potential areas for these enhancements. Scott Jarvis, Project Engineer III, reported that staff has approximately $200,000.00 available to be used for bike lane striping projects. He noted that different areas will have different construction costs depending on the issues. He asked for input on where to make changes on bicycle lanes. Mr. Jarvis commented that staff would also like to receive input from the public. The following suggestions and comments were made:  Determine whether key routes should be priorities for striping  Staff will provide a list of potential areas to enhance a bike lane or stripe a new bike lane  Committee members to prioritize areas  Each member could highlight areas with a marker on a large map. This is visually helpful and would identify major routes  Bike Gap Analysis study information will be provided by Mr. Floth. This link on the RTC website will be sent to members.  Funding for this effort is restricted to Henderson  Funding could be used for route signage as long as the location is in the right-of-way (Motion) Chairman Wimmer introduced a motion to place an item on the next agenda to have a large map and further discuss this issue; that staff will provide a list of potential areas; prioritize areas; and to allow public input at the next meeting. The vote favoring approval was unanimous. Chairman Wimmer declared the motion carried. 4 STAFF REPORT PUBLIC WORKS, PARKS AND RECREATION Staff update on City-sponsored initiatives and requests from the Bicycle Advisory Committee. Bicycle Advisory Committee Page 4 of 6 October 15, 2015 – Minutes Scott Jarvis, Project Engineer III, reported that the Stroll N Roll event is scheduled for November 14, 2015, in the Inspirada neighborhood. Mr. Jarvis said the City will pay for one member of the Committee to attend the National Bike Summit from March 7, 2016, through March 9, 2016, in Washington D.C. Anyone interested attending the Summit should to contact staff. 5 RIDE FOR READING IN HENDERSON PUBLIC WORKS, PARKS AND RECREATION Ron Floth will discuss options for the Ride for Reading in Henderson. Mr. Floth stated that the principal at CT Sewell Elementary School approved a Ride for Reading event in November or December, probably on a Friday. He explained that this involves volunteers delivering books on a bike to a needy school. Mr. Floth stated that Better World Books will supply books for the organization, and the RTC will cover the shipping cost. He said the Safe Routes to School program supports this event and asked if the Committee would also support this event. (Motion) Mr. Floth introduced a motion to support the Ride for Reading event in Henderson. The vote favoring approval was unanimous. Chairman Wimmer declared the motion carried. 6 SLIPPERY SURFACES PUBLIC WORKS, PARKS AND RECREATION Committee will discuss their thoughts on slippery surfaces and signage. Chairman Wimmer mentioned that a citizen expressed concern at the last meeting regarding the concrete bike path at Acacia Park being slippery due to irrigation water. He asked if there are other slippery areas to be concerned about and suggested placing caution signs for slippery areas to warn riders. Mr. Jarvis noted that the portion of the trail through Acacia Park is an area where the grass abuts up to the concrete, so the concrete is getting wet when the grass is being watered. A suggestion was made to replace the grass near the trail with rock or other landscaping that will prohibit the need to water that area so close to the trail. Bicycle Advisory Committee Page 5 of 6 October 15, 2015 – Minutes Mr. Jarvis noted that the park supervisor would be willing to post a caution slippery sign at this location. (Motion) Chairman Wimmer introduced a motion to mediate and/or find particularly dangerous areas that are slippery when wet. The vote favoring approval was unanimous. Chairman Wimmer declared the motion carried. 7 DISCUSSION ON COMMITTEE PRIORITIES AND GOALS PUBLIC WORKS, PARKS AND RECREATION To discuss committee's priorities, goals and assignments. The following priorities and goals were mentioned:  Need more education for cycling  Increase number of League Certified Instructors (LCI)  Identify education items for cyclists and drivers  Staff should check on an enforcement campaign occurring throughout the valley Mr. Jarvis noted that he has reached out to the Henderson Police Department to consider including this in a saturation event, but he has not received a response. VI. CHAIRMAN\MEMBER COMMENTS A brief discussion ensued regarding a crash that occurred at the Three Feet for Pete ride. Derek Allen, Planner II, will be attending the League Certified Instructor Class in November. Mr. Floth received 3,000 helmets from the Nevada Department of Transportation, 2,000 of which are kids helmets. He offered to provide HPD some helmets to keep in their vehicles and hand out to kids. PUBLIC COMMENT Dan Henderson, CH2M Consulting Firm, advised that he is looking for events to set up a booth to advertise a regional bike and pedestrian plan. Suggestions from the Committee members included Get Outdoors Nevada Day; Stroll N Roll; and the Pumpkin Man Triathlon in Boulder City. IX.
