CITY OF HENDERSON BICYCLE ADVISORY COMMITTEE MINUTES December 17, 2015 I. CALL TO ORDER Vice Chairman Schmitt called the meeting to order at 4:14 p.m., in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Mr. Scott Jarvis, Project Engineer III, confirmed the meeting had been posted in accordance with the Open Meeting Law by posting the agenda three working days prior to the meeting at City Hall, Multigenerational Center, Whitney Ranch Recreational Center, and Fire Station No. 86. ACCEPTANCE OF AGENDA (Motion) Mr. Seegmiller introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. UNFINISHED BUSINESS 1 BIKE LANE STRIPING PUBLIC WORKS, PARKS AND RECREATION The City has an upcoming project to perform miscellaneous bike lane striping and signage enhancements. The Bicycle Advisory Committee and community is asked to identify potential areas for these enhancements. The public was invited to make their recommendations. Bob Croke, no address given, submitted the following recommendations:  Valle Verde crossing 215 (both directions)  Paseo Verde west towards Stephanie Street both sides of the street  Horizon Ridge approaching Valle Verde (both directions)  Gibson northbound from Horizon Ridge to the railroad (both sides of the street)  Gibson to Broadbent to the Wetlands (both sides of the street)  Horizon west from Mona Lane to Greenway Road Signage:  SE end of the Union Pacific RR trail signage directing them from there to River Mountains Trail (Paradise Hills Drive)  UP Trail at Acacia Park signage how to get to Pittman Wash  West end of Pittman Wash trail signage to get to Cactus Wren  South end of Cactus Wren, signage to get over to the pedestrian bicycle Intersections need more signage and striping than in the middle of the block (all over the city).  Signage where the bike lane ends. Slavador Flores made the following recommendations:  Eastern south coming into Anthem and Anthem Parkway (the entire loop) there’s no bike lane, striping.  Bicentennial re-striped  Inspirada re-striped  Democracy currently no lane, striping needed Ron Ziance concurred with Salvador’s suggestions. Bicycle Advisory Committee Page 3 of 6 December 17, 2015 – Minutes Doug Parker thanked the Committee for doing the work and reminded the members to check into the surfaces that are used for the striping. Mr. Jarvis explained that the City has an upcoming project in which the City will invest approximately $200k in striping on the roads. The City is seeking public input and will then research to see if the suggestion is viable. Mr. Schmitt commented that designating popular routes via signage might be a good idea. He showed an example of signage, markers, sponsorships, tools, and paint. He suggested a designated trail in Anthem, Pittman Wash, Arroyo Grande. He said they could be designated very easily and inexpensively. Mr. Floth suggested:  Mission Road from Greenway to where it ends.  Greenway from Paradise Hills all the way to Horizon  Paradise Hill east from Greenway to College  Paseo Verde from Green Valley Parkway to Gibson Chairman Seegmiller suggested:  High View Drive through the neighborhood past Nate Mack Elementary to Warm Springs Road Discussion ensued regarding the identification of a designated route. Routes and signage were discussed and ways to connect the trails. Mr. Floth noted there are some trail disconnections. Ms. Nielsen suggested signage on Boulder Highway at Equestrian. Mr. Floth suggested color coding the different routes. Mr. Wimmer suggested 215 at Pecos/Eastern. He noted that this was a project at one time. Mr. Jarvis noted that this funding source needs to be used in the public right-of-way. He noted another opportunity is coming up for funding that will enable additional lanes, signage, etc. VI. NEW BUSINESS 2 ELECT CHAIRPERSON AND VICE CHAIRPERSON PUBLIC WORKS, PARKS AND RECREATION To vote on and elect a Chairperson and Vice Chairperson for the upcoming term for the Bicycle Advisory Committee. Bicycle Advisory Committee Page 4 of 6 December 17, 2015 – Minutes This was heard immediately following acceptance of the agenda. (Motion) Mr. Wimmer introduced a motion to elect Scott Seegmiller as Chairman. The vote favoring approval was unanimous. Vice Chairman Schmitt declared the motion carried. (Motion) Mr. Wimmer introduced a motion to elect Paul Schmitt as Vice Chairman. The vote favoring approval was unanimous. Vice Chairman Schmitt declared the motion carried. Chairman Seegmiller presided over the remainder of the meeting. 3 MINUTES PUBLIC WORKS, PARKS AND RECREATION Adopt minutes from November 19, 2015. It was noted that Ron Floth needs to be shown as present. Paul Schmitt’s name is on the roll call twice. (Motion) Mr. Floth introduced a motion to adopt the minutes, as amended. The vote favoring approval was unanimous. Chairman Seegmiller declared the motion carried. 4 BIKE/PED PLAN PUBLIC WORKS, PARKS AND RECREATION RTC will be going over a handout with the Bike/Ped Plan. Mike Galizio, RTC, gave a brief presentation on the Bike/Ped Plan and noted that they are hoping to complete the project by March of 2018. Dan Anderson with CH2M distributed a blank vision statement and goals asked the members to pick two or three goals for the plan to address. The following suggestions were made. Designated commuter routes Get more people riding bikes in their neighborhoods Include more protective on-street facilities for bicyclists Protected-separated bike lanes Getting information to families regarding trails and routes Connecting parks, schools, and neighborhoods Cross-traffic safety Routes are signed and published Bicycle Advisory Committee Page 5 of 6 December 17, 2015 – Minutes Establish permanent routes 5 DISCUSSION ON COMMITTEE PRIORITIES AND GOALS PUBLIC WORKS, PARKS AND RECREATION To discuss Committee's 2016 priorities, goals and assignments. Chairman Seegmiller asked the members to submit at the next meeting a list of the goals that you would like the Committee to work on in 2016. 6 STAFF REPORT PUBLIC WORKS, PARKS AND RECREATION Staff update on City sponsored initiatives and requests from the Bicycle Advisory Committee. Mr. Jarvis gave a report and highlighted the following items:  Volunteer Boulevard/Executive Airport Drive/Bermuda Road project has broken ground and is under construction.  The Racetrack project has been awarded. Significant changes on Racetrack Road and Boulder Highway up to Burkholder. Bike lanes will be striped and will be 5-6 feet.  Highview is coming along very well. Should be open by the summer.  Upcoming project were noted: Majority of the projects are complete. The Center Street project is one of the final ones to be completed. Anticipate that one will go out to bid at the beginning of 2016.  The City of Henderson’s Silver Bike report card is available on the Web. VI. CHAIRMAN\MEMBER COMMENTS Mr. Floth and Mr. Wimmer are going to the Bike Summit. The City will call to schedule accommodations. Mr. Floth was appointed by the Governor to be on the Bike/Pedestrian Advisory Board. VIII. SET NEXT MEETING The next meeting was set for January 21, 2015, at 4:00 p.m., in the Council Chambers Conference room. Bicycle Advisory Committee Page 6 of 6 December 17, 2015 – Minutes IX. PUBLIC COMMENT Ron Ziance commented that things will get crazy as construction takes place. Doug Parker commented that the naming of bike loops is important. He suggested rumble strips in bike lanes for cyclist safety. Mr. Parker also requested that the Committee post more announcements for their meetings and make them more available to the public. X.
