CITY OF HENDERSON BICYCLE ADVISORY COMMITTEE REGULAR MEETING MINUTES Thursday, July 21, 2016 I. CALL TO ORDER Vice Chairman Paul Schmitt called the meeting to order at 4:01 p.m., in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Derek Allen, Planner III, confirmed the Bicycle Advisory Committee had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, and the City of Henderson Website. PUBLIC COMMENT Cathy Halka, RTC, provided a brief update on regional bicycle plan. Bicycle Advisory Committee Page 2 of 5 Thursday, July 21, 2016 – Minutes IV. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Mr. Wimmer introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Vice Chairman Schmitt declared the motion carried. V. NEW BUSINESS NB-1 MINUTES PUBLIC WORKS, PARKS AND RECREATION For Possible Action. RECOMMENDATION: Approve Approve minutes from June 16, 2016. (Motion) Mr. Wimmer introduced a motion to approve the June 16, 2016, minutes as presented. The vote favoring approval was unanimous. Vice Chairman Schmitt declared the motion carried. Mr. Allen introduced Jennifer Grube as a new member of the Committee. Ms. Grube commented she is excited to be on the Committee and gave a brief history of her work and hobbies. NB-2 PEOPLEFORBIKES BIG JUMP PROGRAM PUBLIC WORKS, PARKS AND RECREATION For Possible Action. RECOMMENDATION: Assign Tasks The Big Jump Project has a goal of doubling or tripling the number of people on bikes. The Henderson Bicycle Committee will review the grant’s objectives and discuss ideas of what they could provide in achieving the goals. Assignments may be made to further research grant options. www.bigjumpproject.com. Mr. Hair provided a summary of this program and noted that City staff would have to apply. Bicycle Advisory Committee Page 3 of 5 Thursday, July 21, 2016 – Minutes Derek Allan, Planner II, noted that the webinar explained the program layout. He reported that there is no money for capital improvement projects, but there is money for training committee members and how to be expert in increasing people on bikes. City staff would determine a study area and focus on getting more bikes in that area, and the programs helps with funding to get technical experts, design, workshops, travel, annual surveys, and local outreach efforts. He commented there is no harm in applying for the program. Mr. Wimmer believes this program has value and would help the City to get the Gold designation for a Bicycle Friendly Community. The following suggestions were discussed:  Focus on promoting kids biking to school  Contact Sherie Moore, representing the Safe Routes to School Partnership, to help identify schools  Invite Sherie Moore to the next meeting on August 18th  Meet with PTA to get their input  Possible schools: Miller Middle School, Twitchell and Vanderberg Elementary Schools  Possible schools: Dooley and Morrow Elementary Schools  Staff will research these schools  Mr. Hair and Ms. Grube will coordinate a meeting to discuss areas (schools). It was noted that the application for this program is not due until October 28, 2016. The Committee should identify areas (schools) at the next meeting on August 18, 2016. (Motion) Mr. Wimmer introduced a motion that Ms. Grube and Mr. Hair coordinate a meeting before the next Bicycle Advisory Commission meeting to discuss areas (schools) for the application. The vote favoring approval was unanimous. Vice Chairman Schmitt declared the motion carried. NB-3 STAFF REPORT PUBLIC WORKS, PARKS AND RECREATION For Possible Action. RECOMMENDATION: Accept Report Staff update on City sponsored initiatives and requests from the BAC. There was no report provided. Bicycle Advisory Committee Page 4 of 5 Thursday, July 21, 2016 – Minutes NB-4 2016 BAC PRIORITIES AND GOALS PUBLIC WORKS, PARKS AND RECREATION For Possible Action. RECOMMENDATION: Accept and approve goals. To discuss the Committee's 2016 priorities, goals and assignments. Mr. Hair commented that he has identified four core routes that should have signage. Since the City has no funding to install signage, he questioned whether this could be done through volunteer efforts. Derek Allen, Planner II, noted that members have the ability to meet with their City Councilmember to request the need for funding. He said it would be beneficial to draft a proposal outlining the routes and proposed signage. Suggested funding sources included: volunteer labor, boy scouts, and various clubs that are involved in community outreach projects. Ms. Grube stated the UPPR map on the website is from 2010 and needs to be updated. She also suggested that there should be a link for cycling information on the website. The following priorities and goals were discussed:  Establish routes  Focus on promoting bicycle-friendly businesses  Each Committee member to suggest businesses at the next meeting  Neon app  Staff to work on definition for bicycle-friendly business (Motion) Mr. Seegmiller introduced a motion to continue to support goals by assigning each member to come back with bicycle friendly business candidates. The vote favoring approval was unanimous. Vice Chairman Schmitt declared the motion carried. VI. CHAIRMAN\MEMBER COMMENTS Mr. Seegmiller questioned why Henderson was rated poorly on bicycle friendly laws and ordinances in the Bicycle Friendly Community application. He suggested staff work on improving our standing on this item. Mr. Derek replied that the City of Henderson does not have any bicycle laws that could be documented in the application. Bicycle Advisory Committee Page 5 of 5 Thursday, July 21, 2016 – Minutes Mr. Seegmiller suggested members check out the Love to Ride app. Mr. Hair will present a draft of a brochure of the Bicycle Advisory Committee he is designing at the next meeting. Discussion ensued regarding a creating a Facebook page, and maintaining the page. It was noted that a Facebook page must be done as a resident and cannot be sponsored by the Committee or be added as a goal. Mr. Hair commented that the bylaws state this Committee meets on the 4th Wednesday of every month; however, that is incorrect. Ron Floth reported the RTC will be launching the Bike Share program the end of September. He showed the actual bike that will be available for people to ride. The cost is $4.00 per hour or $20.00 per month. Maintenance issues were noted that City sweepers may not have the ability to clean buffered bike lanes, and that a blower may be the only option. Due to flooding, the new raised bike area on the Stephanie bridge has debris and rocks that need to be cleaned up. VII. SET NEXT MEETING The next meeting was set for August 18, 2016, at 4:00 p.m., in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. VIII. PUBLIC COMMENT Bob Dwarkin, GV Rotary Club, commented that they are planning a bike ride in Henderson and would like to involve City staff and this committee in planning the event. IX.
