CITY OF HENDERSON BICYCLE ADVISORY COMMITTEE REGULAR MEETING AGENDA September 15, 2016 I. CALL TO ORDER Vice Chairman Ron Floth called the meeting to order at 4:07 p.m., in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Scott Jarvis, Project Engineer III, confirmed the Bicycle Advisory Committee had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, and the City of Henderson Website. City Attorney III Guests: Harry Filomena III. PUBLIC COMMENT Harry Filomena, President of Green Valley Cyclists, commented he is pleased with work occurring on Racetrack Road and the new bike path. He is looking forward to more striping and more bike paths, and working together to keep cyclists safe. Bicycle Advisory Committee Page 2 of 4 Thursday, September 15, 2016 – Minutes IV. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Mr. Hair introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Vice Chairman Floth declared the motion carried. V. NEW BUSINESS NB-1 MINUTES PUBLIC WORKS, PARKS AND RECREATION For Possible Action. RECOMMENDATION: Approve Approve minutes from August 18, 2016. (Motion) Mr. Wimmer introduced a motion to approve the minutes of August 18, 2016, as presented. The vote favoring approval was unanimous. Vice Chairman Floth declared the motion carried. NB-2 STAFF REPORT PUBLIC WORKS, PARKS AND RECREATION For Possible Action. RECOMMENDATION: Accept Report Staff update on Green Bike Co-Op in Waldport, Oregon, and City sponsored initiatives and requests from the BAC. Scott Jarvis, Project Engineer III, reported on the value of bike co-ops; discussed the Reno Bike Project; showed photographs of Green Bike Co-op in Waldport, Oregon. He noted staff would welcome the potential of starting a Green Bike Co-op program in Henderson. There was a consensus of committee members to promote this program. A discussion ensued regarding how to advertise this idea to the community, schedule a workshop together on a Saturday. This issue will be listed as an agenda item and discussed further at the next meeting. Mr. Jarvis reported that Henderson will receive an award tomorrow from the U.S. Department of Transportation in the Design Right Category, based partly on the increase in buffered bike lanes the city of Henderson created this last year; and the elevated cycle track on Stephanie Street. Bicycle Advisory Committee Page 3 of 4 Thursday, September 15, 2016 – Minutes (Motion) Vice Chairman Floth introduced a motion to accept the staff report. The vote favoring approval was unanimous. Vice Chairman Floth declared the motion carried. NB-3 2016 BAC PRIORITIES AND GOALS PUBLIC WORKS, PARKS AND RECREATION For Possible Action. RECOMMENDATION: Accept and approve goals. To discuss the Committee's 2016 priorities, goals and assignments. The following suggestions were discussed:  Increase interest for businesses to become a bicycle friendly business  Create criteria for businesses to become a bicycle friendly business  Committee members were assigned business to contact: Mr. Hair will contact Gomez Engineering and Pedego Electric Bikes; Ms. Grube will contact Love Lady and Mad Hatter; and Mr. Floth will contact the Bike Shop, REI, and McGhees. Following a brief discussion, Committee members will submit four routes to staff within next 30 days. The November meeting will include an agenda item to discuss proposed bicycle routes Vice-Chairman Floth encouraged members to attend a meeting of Southern Nevada Bicycle Coalition (SNBC), which meets the third Wednesday of every month. People can sign up at their facebook page to receive agendas. Referring to the goal to increase community attendance of bicycle events, Mr. Wimmer commented that he is putting together a ride on October 15, 2106, Outdoors Nevada Day. An item will be placed on the next meeting agenda to report on this ride. (Motion) Vice Chairman Floth introduced a motion to accept the assignments. The vote favoring approval was unanimous. Vice Chairman Floth declared the motion carried. VI. CHAIRMAN\MEMBER COMMENTS Mr. Hair reported on the Bike Share Program: 70 bikes put together; six bike stations installed; launching the system at the end of the month. Vice Chairman Floth provided an update on the Regional Bicycle Pedestrian Plan and noted two upcoming outreach events (Three Feet for Pete ride and Stroll N Roll). Bicycle Advisory Committee Page 4 of 4 Thursday, September 15, 2016 – Minutes VII. SET NEXT MEETING The next meeting was set for October 20, 2016, at 4:00 p.m. VIII. PUBLIC COMMENT There were no public comments presented. IX.
