CITIZENS’ ADVISORY COMMITTEE
REGULAR MEETING
September 14, 2016
I. CALL TO ORDER
Chairman David Frommer called the meeting to order at 5:35 p.m., in the
Council Chambers Conference Room, 240 Water Street, Henderson, Nevada.
II. CONFIRMATION OF POSTING AND ROLL CALL
Tedie Jackson, CCS Reporter, confirmed the Citizens’ Advisory Committee had
been noticed in compliance with the Open Meeting Law by posting the Agenda
three working days prior to the meeting at City Hall, the Multigenerational
Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada
Public Notice Website, the City of Henderson Website, and by mailing a copy of
the Agenda to everyone appearing thereon on the Agenda Master Mailing List.

III. PUBLIC COMMENT
Chairman Frommer announced that Tom Piechota moved to California and
wished him well.
IV. ACCEPTANCE OF AGENDA (For Possible Action)
(Motion) Mr. Ishman introduced a motion to accept the agenda as presented.
The vote favoring approval was unanimous. Chairman Frommer
declared the motion carried.
V. NEW BUSINESS
1. CITIZENS ADVISORY COMMITTEE MEETING MINUTES FOR MAY 11, 2016
Adoption of the minutes of the May 11, 2016, Citizens Advisory Committee
meeting.
(Motion) Mr. Jacobson introduced a motion to adopt the minutes of
May 11, 2016, as presented. The vote favoring approval was
unanimous. Chairman Frommer declared the motion carried.
2. WELCOME AND INTRODUCTIONS
New members and coordinating staff will be introduced. New roles of
committee members will be discussed.
Chairman Frommer welcomed Rich Smith and Shawn Gerstenberger as new
members of the committee.
Jeremy Davis, Sr. Planner; and Brian Anderson, Assistant City Attorney II, were
also introduced as staff support.
3. REPUBLIC SERVICES INCENTIVE REWARDS PROGRAM - GREEN BOX
2016
Adoption of the recommendation for the 2016 incentive rewards program.
Staff will provide a recap of the Green Box Program statistics in 2015 and make
a recommendation on the use of the incentive reward program for 2016 per the
agreement with Republic Services (Collective Disposal of Solid Waste First
Amendment signed May, 9, 2013).

Craig Rosen, Desert research Institute, gave a PowerPoint presentation on DRI,
Green Power. He highlighted the following slides: Focus Areas of Research;
Bringing Global Recognition to Nevada; Connection to K-12 Education; Green
Box; Current and upcoming Green Box Titles; and Waste Warriors Green Box.
A brief discussion ensued with few questions. There was a consensus that this
is a great program for Henderson.
Ms. Markarian noted that staff recommends using $4,000.00 from the incentive
rewardw program to support the Green Box program.

(Motion) Mr. Smith introduced a motion to approve the recommendation for
the 2016 incentive rewards program, seconded by Mr. Ishman.
The vote favoring approval was unanimous.
4. HENDERSON STRONG UPDATE
For information only.
Provide status of the Henderson Strong Comprehensive Plan Update and
promote participation during the public comment period prior to the plan's
adoption.
Brittany Markarian, Sr. Public Engagement Specialist, gave a PowerPoint
presentation of the Henderson Strong Update and reviewed the following slides:
Phase 2 outreach; Phase 2 Outreach results; Stakeholder Groups: Community
Engagement, Schools and Education, Healthy Communities, Environment,
Housing, Transportation Group, Economic Development; Planning for
Implementation and Citywide Relevance; Master Transportation Plan Update;
Planning for Implementation of Economic Development, and Henderson’s
Proposed Target Industries.
VI. CHAIRMAN\MEMBER COMMENTS
Chairman Frommer thanked Committee members for the dedication and time
attending meetings.
VII. PUBLIC COMMENT

VIII. ADJOURNMENT
There being no further business to be discussed, Chairman Piechota
adjourned the meeting at 6:21 p.m.
