REGULAR MEETING MINUTES
October 20, 2016
I. CALL TO ORDER
Chairman Seegmiller called the meeting to order at 4:03 p.m., in the
Council Chambers Conference Room, 240 Water Street, Henderson, Nevada.
II. CONFIRMATION OF POSTING AND ROLL CALL
Scott Jarvis, Project Engineer III, confirmed the Bicycle Advisory Committee had
been noticed in compliance with the Open Meeting Law by posting the Agenda
three working days prior to the meeting at City Hall, the Multigenerational
Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada
Public Notice Website, and the City of Henderson Website.

III. PUBLIC COMMENT
There were no comments presented by the public.
IV. ACCEPTANCE OF AGENDA (For Possible Action)
(Motion) Mr. Floth introduced a motion to accept the agenda as
presented. The vote favoring approval was unanimous.
Chairman Seegmiller declared the motion carried.
V. NEW BUSINESS
NB-1 MINUTES
PUBLIC WORKS, PARKS AND RECREATION
Approve minutes from September 15, 2016.
(Motion) Mr. Hair introduced a motion to approve the minutes of
September 15, 2016, as presented. The vote favoring approval
was unanimous. Chairman Seegmiller declared the motion
carried.
NB-2 GET OUTDOORS NEVADA
PUBLIC WORKS, PARKS AND RECREATION
Update on Dick's ride for Outdoors NV Day on October 15.
Mr. Floth reported that Get Outdoors Nevada was a successful event that was
well attended and provided many activities and vendors.
It was noted that Henderson will host this event next year. A discussion will
take place at a future meeting regarding the Bicycle’s Advisory Commission’s
participation and involvement in Get Outdoors Nevada 2017.

NB-3 STAFF REPORT
PUBLIC WORKS, PARKS AND RECREATION
Staff update on City sponsored initiatives and requests from the BAC.
Scott Jarvis, Project Engineer III, reported on the following items:
Volunteers needed for the annual bike and pedestrian count in the next
couple weeks (staff will email members date and times); staff will contact
Kiwanis Club for possible volunteers
Contract to install thermal image cameras at approximately
100 intersections
Stroll N’ Roll event on November 12, 2016, from 10:00 a.m. to 2:00 p.m.
Racetrack Road buffered bike lane completion timeline
NB-4 2016 BAC PRIORITIES AND GOALS
PUBLIC WORKS, PARKS AND RECREATION
To discuss the Committee's 2016 priorities, goals and assignments including:
Update on committee member assignments to contact local businesses
regarding becoming a City of Henderson Bicycle Friendly Business.
Reminder to committee members to submit four (4) potential recreational riding
routes. Discuss ideas to generate interest in a community sponsored bike
co-op.
Bicycle Friendly Businesses
Staff will provide BAC members with copies of the Bicycle Friendly Business
brochures. The brochure is also available on the City of Henderson webpage.
Mr. Hair reported that Pedego Electric Bikes is interested in becoming a bicycle
friendly business; Gomez Engineering is not interested.
Ms. Grube is working with new management for Mad Batter Café and Bakery
and representatives of Lovelady Brewery.
Vice Chairman Floth reported the Bike Shop and REI are interested in applying
for the City of Henderson Bicycle Friendly Business status. He has not heard
back from McGhies. He will also contact Cashman Equipment and Wholefoods.
Mr. Seegmiller will contact Vegas Velo Bicycle, and Robertos taco Shops.

Committee members were reminded to submit four recreation bicycle routes for
the next meeting.
Chairman Seegmiller suggested placing a page in Henderson Happenings
showing designated bike routes. Staff will research whether this is possible.
Mr. Floth will provide posted RTC bike and bus routes at the next meeting.
A suggestion was made for the committee members to go on a field trip to talk
to the owners of Crank and Grind Cycle Shop.
VI. CHAIRMAN\MEMBER COMMENTS
Mr. Floth provided an update on the RTC Bike Share program. An event is
scheduled for October 27, 2016, at 9:00 a.m. to launch the program.
Mr. Floth reported that Clark County is applying for bicycle friendly status as a
regional designation.
VII. SET NEXT MEETING
The next meeting was set for November 17, 2016, at 4:00 p.m.
VIII. PUBLIC COMMENT
Cathy Halka, Regional Transportation Commission, provided an update on the
Regional Bicycle Pedestrian Plan, which can be accessed at the following
website: www.rtcsnv.com/bikepedplan.
Sherie Moore, CCDS, representing the Safe Routes to School program,
commented that they use hand tallies to keep track of how many kids ride their
bikes to school.
IX. ADJOURNMENT
There being no further business to be discussed, the meeting was adjourned at
5:16 p.m.
