BICYCLE ADVISORY COMMITTEE
REGULAR MEETING MINUTES
November 17, 2016
I. CALL TO ORDER
Chairman Seegmiller called the meeting to order at 4:02 p.m., in the
Council Chambers Conference Room, 240 Water Street, Henderson, Nevada.
II. CONFIRMATION OF POSTING AND ROLL CALL
Scott Jarvis, Project Engineer III, confirmed the Bicycle Advisory Committee had
been noticed in compliance with the Open Meeting Law by posting the Agenda
three working days prior to the meeting at City Hall, the Multigenerational
Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada
Public Notice Website, and the City of Henderson Website.

III. PUBLIC COMMENT
Cathy Halka RTC, provided an update on the Regional Bicycle and Pedestrian
Plan. She noted that a draft plan will be completed by February 2017, and they
hope to obtain RTC board approval in March. She also mentioned that it is up
to local jurisdictions to implement each project.
Ms. Halka displayed a separated bike lane buffer, which is used to separate a
vehicle lane from a bike lane and can be placed vertical or diagonally.

IV. ACCEPTANCE OF AGENDA (For Possible Action)
(Motion) Mr. Wimmer introduced a motion to accept the agenda as
presented. The vote favoring approval was unanimous.
Chairman Seegmiller declared the motion carried.
V. NEW BUSINESS
NB-1 MINUTES
PUBLIC WORKS, PARKS AND RECREATION
Approve minutes from October 20, 2016.
(Motion) Mr. Hair introduced a motion to adopt the October 20, 2016,
minutes as presented. The vote favoring approval was
unanimous. Chairman Seegmiller declared the motion carried.
NB-2 DISCUSS BIKE REPAIR/DONATION
PUBLIC WORKS, PARKS AND RECREATION
Committee member to discuss and make a plan for repairing abandoned bikes
and donating to a local organization.
Scott Jarvis, Project Engineer III, reported that the Henderson Police
Department liquidates bicycles after they have been confiscated for a year.
There are several different bikes that need to be refurbished and donated.
Mr. Schmitt will contact Ambucs, which is a group that refurbishes bikes.
Mr. Hair offered to donate tubes for tires, gear shift cables, and possible other
parts. He will meet with Mr. Jarvis to take an inventory of the bikes and look for
a location to work on the bikes.
Mr. Jarvis mentioned the City could make a donation to purchase tires.
Suggestions were made to contact the following groups to work on this project:
Women’s Cycling Team, Green Velley Cyclists, Mountain Bike Association, and
bike shops. It was also recommended to work with schools to have kids learn
how to fix a bike if they want one.

NB-3 DISCUSS PROPOSED BICYCLE ROUTES
PUBLIC WORKS, PARKS AND RECREATION
Committee members have submitted routes for discussion.
Members reviewed an aerial map and discussed route options to post signage.
Mr. Jarvis reported on upcoming street projects that could impact proposed
bicycle routes. It was suggested to use routes that tie together with existing
trails.
Route 2 was suggested to be expanded to Eastern Avenue and connected by
the railroad trail; and have one loop on the east side and one loop in the west
side. This route would also provide options to go off in other directions.
This modified bicycle route will be designated on a map for further discussion.
NB-4 STAFF REPORT
PUBLIC WORKS, PARKS AND RECREATION
Staff update on City sponsored initiatives and requests from the BAC.
Scott Jarvis, Project Engineer III, reported the following events:
The Healthy Henderson Fair is scheduled for January 14, 2017, at the
Multigenerational Center. If there is a desire to have a Bike Henderson
booth at the fair, Committee members were asked to help man the booth
from 10:00 a.m. to 2:00 p.m.
The Stroll N Roll event was successful; however, staff would like
attendance to increase.
NB-5 2016 BAC PRIORITIES AND GOALS
PUBLIC WORKS, PARKS AND RECREATION
To discuss the Committee's 2016 priorities, goals and assignments including:
Update on committee member assignments to contact local businesses
regarding becoming a Bicycle Friendly Business.
Pedego Electric Bikes is interested in becoming a bicycle friendly business.
The Bike Bar is a new business located in the Green Valley Ranch area that
offers spin classes. They are interested in becoming a bicycle friendly
business.

Roberto Taco Shops is not interested.
Mr. Jarvis noted that the spring issue of Henderson Happenings could include
the Bicycle Friendly Business brochure.
A suggestion was made to reach out to the Henderson Chamber of Commerce.
Vegas Velo Bicycle on Sunset Road and Valley Verde needs updated City of
Henderson bike maps.
VI. CHAIRMAN\MEMBER COMMENTS
Mr. Wimmer noted that Get Outdoors Nevada Day is in Henderson next year at
Cornerstone Park. He suggested the Committee organize a ride for this event,
and man a Bike Henderson booth.
Mr. Wimmer suggested developing two brief questionnaires; one for motorists
and one for cyclists, to collect information and for education purposes. This
item will be discussed at a future meeting.
Mr. Schmitt commented that Big Brothers Big Sisters would be interested in the
bicycle donation project. He will get more information and report back at the
next meeting.
VII. SET NEXT MEETING
The next meeting was set for December 15, 2016, at 4:30 p.m.

There being no further business to be discussed, the meeting was adjourned at
