CITY OF HENDERSON BICYCLE ADVISORY COMMITTEE REGULAR MEETING MINUTES December 15, 2016 I. CALL TO ORDER Vice Chairman Floth called the meeting to order at 4:11 p.m., in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Scott Jarvis, Project Engineer III, confirmed the Bicycle Advisory Committee had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, and the City of Henderson Website. ACCEPTANCE OF AGENDA (For Possible Action) Item 5 was requested to be discussed first. (Motion) Mr. Wimmer introduced a motion to hear items out of order. The vote favoring approval was unanimous. Vice Chairman Floth declared the motion carried. V. UNFINISHED BUSINESS Note: UB-1 was discussed following NB-5. UB-1 UPDATE ON BIKE REPAIR/DONATION PUBLIC WORKS, PARKS AND RECREATION Committee member to give update on repairing abandoned bikes and donating to a local organization. Mr. Hair reported that they have a location at the Bike Shop to repair abandoned bikes. He offered to supply tools, tubes, cables, and other parts for the bikes. He and Mr. Jarvis will schedule a day to conduct an inventory of the bikes and assess how many need to be fixed. A discussion ensued regarding members volunteering on days in January and February to fix several bikes. Regarding donating the bikes, suggestions were made to partner with at-risk elementary schools, creating a bike essay, and scheduling a Ride for Reading event. It was also suggested to tie this bike donation project into Nation Bike Month, which is May. All unused surplus can be donated to a bike shop or disposed of accordingly. Vice Chairman Floth committed that the RTC will supply helmets and bells for all bikes that are donated. Ms. Grube will contact schools to get information and report at the next meeting. It was noted that this project can count towards the Bicycle Friendly Community application. (Motion) Mr. Wimmer introduced a motion to move forward with fixing up bikes, and to discuss possible donations and distribution of bikes at a future meeting. NEW BUSINESS NB-2 MINUTES Bicycle Advisory Committee Meeting November 17, 2016 Public Works, Parks and Recreation Bicycle Advisory Committee Meeting Minutes of November 17, 2016. (Motion) Mr. Hair introduced a motion to adopt the minutes of November 17, 2016, as presented. The vote favoring approval was unanimous. Vice Chairman Floth declared the motion carried. NB-3 STAFF REPORT Public Works, Parks and Recreation Staff update on City sponsored initiatives and requests from the Bicycle Advisory Committee. Scott Jarvis, Project Engineer III, reported the following information:  The Healthy Henderson Fair is scheduled for January 14, 2017, at the Multigenerational Center. Bike Henderson will have a table at this event from 10:00 a.m. to 12:00 p.m., with updated bike maps, bike safety booklets for kids and adults, and other brochures.  Thermal imaging cameras are being installed in over 100 Henderson intersections; a demonstration will be shown at a future BAC meeting.  Mr. Jarvis thanked Mr. Hair regarding the issue with the bike lane on Newport Boulevard. Internal redesign concepts will address the issue.  Members interested in attending the National Bike Summit in Washington D.C. from March 6-9th, 2017, should contact staff. The City hopes to pay for one member to attend.  Committee members were reminded to provide staff with backup material for agenda items by certain deadlines.  Henderson is working with UPRR to obtain the rights to construct the UPRR Trail northern portion from Acacia Park to Pecos Road, which will provide for a continual route from Pecos Road to the River Mountains Loop Trail. The vote favoring approval was unanimous.  Bicycle Advisory Committee Page 4 of 5 Thursday, December 15, 2016 – Minutes NB-4 2016 BAC PRIORITIES AND GOALS PUBLIC WORKS, PARKS AND RECREATION To discuss the Committee's 2016 priorities, goals and assignments including: Update on committee member assignments to contact local businesses regarding becoming a Bicycle Friendly Business. Mr. Wimmer asked that an item be placed on a future agenda about memorializing a trail. He showed a proposed modified bicycle route on a map, and suggested staff should identify certain areas along the route that need to be fixed or addressed. Mr. Jarvis will research the status of various areas along this route and report at a future meeting. He will also provide an update regarding multiple locations of trail crossings to receive flashing beacons. Vice Chairman Floth is working with Whole Foods regarding becoming a Henderson Bicycle Friendly business. He will also reach out to EOS Fitness. Pedago previously submitted an application to become a Bicycle Friendly business. Advisory committee staff will help them refine their application. The Bike Bar, which is located in The District, is still interested. Ms. Grube will also check with Evolution Yoga. Note: NB-5 was discussed first. NB-5 UPDATE FROM RTC PUBLIC WORKS, PARKS AND RECREATION Cathy Halka to give update on RTC's Regional Bike and Pedestrian Plan. Cathy Halka, and Dave Foster, representing the Regional Transportation Commission, gave a PowerPoint presentation of the Regional Bicycle and Pedestrian Plan for Southern Nevada. The following slides were reviewed: What and Why; Role of the Plan; Schedule; Goals, Objective, and Policies; Comfort and Safety Performance Measures; Access Performance Measures; Level of Comfort; Existing Conditions; Existing Facility Network; Public Engagement Overview; Survey Results; Recommended Policies; Recommended Programs; Design Guidelines for Facilities; High Comfort Network; Design Guidelines for Pedestrians; Recommended Facility Network; Implementation; Prioritization Criteria; Top Scoring Projects; Facility Type Cost Estimates; Facility Type Maintenance; Funding Sources and Strategies; and an Overview of Funding Sources and Strategies. Bicycle Advisory Committee Page 5 of 5 Thursday, December 15, 2016 – Minutes (Motion) Mr. Wimmer introduced a motion to accept the update.
