CITY OF HENDERSON BICYCLE ADVISORY COMMITTEE REGULAR MEETING MINUTES Thursday, August 17, 2017 I. CALL TO ORDER Vice Chairman Floth called the Bicycle Advisory Committee meeting to order at 4:05 p.m., in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Tedie Jackson, CCS Reporter, confirmed the Bicycle Advisory Committee had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, and the City of Henderson Website. Present: Vice Chairman Ron Floth Jennifer Grube Mike Hair Paul Schmitt Dick Wimmer (via teleconference) Absent: Steve Raucher (excused) Chairman Scott Seegmiller (excused) Staff: Brent Gunson, Assistant City Attorney III Tedie Jackson, CCS Reporter Scott Jarvis, Project Engineer III JJ Muhlenbruck, Administrative Asst. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Mr. Hair introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Vice Chairman Floth declared the motion carried. V. UNFINISHED BUSINESS UB-1 REPORT ON ASSIGNMENTS PUBLIC WORKS, PARKS AND RECREATION Board Members will report back to the committee on status assignments related to promoting the Bicycle Friendly Business program. The following companies are interested in becoming Bicycle Friendly Businesses:  Ryan Taylor, owner and operation of Velofix, a one-man mobile bike operation in Henderson and Las Vegas  Public Works Coffee Shop  Lovelady Brewery is going to resubmit an application  Smith’s Food King on Boulder Highway is considering  Mad Batter Café and Bakery (bike racks were stolen) Committee members will work on updating the Bicycle Friendly Business brochures and present input at the next meeting. The brochure will then be submitted to the City Public Information Office for review and print. Regarding a question whether funding is available to provide bike racks for local businesses, Mr. Jarvis noted that there is no funding at this time; however, staff researches grant opportunities. UB-2 GET OUTDOORS NEVADA DAY PUBLIC WORKS, PARKS AND RECREATION To discuss Get Outdoors Nevada promotion in preparation for September event. October 7, 2017, is Get Outdoors Nevada Day. Mr. Wimmer and Mr. Schmitt cannot attend this event. Bicycle Advisory Committee Page 3 of 5 Thursday, August 17, 2017 – Minutes Mr. Floth will be working the event with the River Mountain Loop Trail, and Ms. Grube and Mr. Hair are working the Bicycle Advisory Committee booth. The BAC booth giveaways will include Henderson Bicycle maps, handouts, Bicycle Friendly Business brochures. There will possibly be an exhibit of the UPRR trial. Mr. Hair will work on creating a Bicycle Advisory Committee brochure; however, this may not be completed in time due to time constraints of City graphic artists. Plinko game giveaways will include NDOT backpacks, coloring books, stickers, tattoos, spoke reflectors, bike lights, bike bells. A discussion ensued regarding coordinating a family bike ride around Cornerstone Park. It was suggested to get input from Get Outdoors Nevada representative regarding keynote speaker information, as well as reach out to cyclist groups and bike shops to gather participation for the family ride. Ms. Grube will contact Cycle Bar to see if they want to purchase a booth for this event. UB-3 NEVADA BIKE & PED SUMMIT PUBLIC WORKS, PARKS AND RECREATION The Nevada Bike & Ped Summit will be held on November 13-14, 2017. The Board will discuss opportunities to participate. This item was continued to the next meeting. UB-4 HENDERSON 2017 METRIC CENTURY BIKE RIDE PUBLIC WORKS, PARKS AND RECREATION To discuss upcoming 2017 Metric Century Bike ride and opportunities for involvement. Mr. Hair reported the Henderson 2017 Metric Century bike ride is a 31-mile loop that will pass by 12 City parks. Bicycle Advisory Committee Page 4 of 5 Thursday, August 17, 2017 – Minutes VI. NEW BUSINESS NB-5 MINUTES BICYCLE ADVISORY COMMITTEE JULY 20, 2017 PUBLIC WORKS, PARKS AND RECREATION Bicycle Advisory Committee Minutes of July 20, 2017. (Motion) Mr. Hair introduced a motion to adopt the minutes of July 20, 2017, as presented. The vote favoring approval was unanimous. Vice Chairman Floth declared the motion carried. NB-6 BICYCLE SAFETY AND EDUCATIONAL OUTREACH PUBLIC WORKS, PARKS AND RECREATION To discuss bicycle safety ideas and share education outreach resource information. Note: NB-6 was heard immediately following UB-2. Jim Tilley, no address given, discussed bicycle safety rules and asked for the Committee’s input regarding how to repaint bike lanes and provide education regarding the three-foot rule. Possibly pitch this information to driver’s safety classes. It was suggested to implement a bicycle education portion with court-appointed classes for people involved in pedestrian accidents, and implement a bicycle friendly program in Henderson. Mr. Floth mentioned there are several volunteer opportunities for bike rodeos at schools and other events such as a Ride for Reading. He will send Mr. Tilley information regarding upcoming rides and events. NB-7 STAFF REPORT PUBLIC WORKS, PARKS AND RECREATION Scott Jarvis' update to the Committee on City sponsored initiatives and requests from the Bicycle Advisory Committee. Mr. Jarvis reported that staff utilized student assistants to conduct a survey of bike parking spaces on City commercial properties. They counted 447 bike spaces, of which 226 are complaint through the Association of Pedestrian and Bicycle Professionals (APBP). Bicycle Advisory Committee Page 5 of 5 Thursday, August 17, 2017 – Minutes NB-8 2017 BAC PRIORITIES AND GOALS PUBLIC WORKS, PARKS AND RECREATION To discuss the Committee's 2017 priorities, goals and assignments. This item was continued to the next meeting. VII. CHAIRMAN\MEMBER COMMENTS Mr. Floth will send a Bike RTC app to all members as a beta test. Members will individually provide input back to the RTC. The Bicycle Transit System became a bicycle friendly business. Mr. Floth reported that he submitted Clark County’s application to be designated as a Bicycle Friendly Business. VIII. SET NEXT MEETING The next meeting was set for September 21, 2017, at 4:00 p.m. IX. PUBLIC COMMENT There were no public comments presented. X.
