CITY OF HENDERSON BICYCLE ADVISORY COMMITTEE REGULAR MEETING MINUTES Thursday, September 21, 2017 I. CALL TO ORDER Vice Chairman Floth called the Bicycle Advisory Committee meeting to order at 4:07 p.m., in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Scott Jarvis, Project Engineer III, confirmed the Bicycle Advisory Committee had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, and the City of Henderson Website. PUBLIC COMMENT Maria Guerro, no address provided, stated she in here to listen and learn what the Board does. IV. ACCEPTANCE OF AGENDA (Motion) Mr. Wimmer introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Vice Chairman Floth declared the motion carried. V. UNFINISHED BUSINESS UB-1 REPORT ON ASSIGNMENTS PUBLIC WORKS, PARKS AND RECREATION Board Members will report back to the committee on status assignments related to promoting the Bicycle Friendly Business program. The Board reported out on the following assignments:  Vice Chairman Floth reported that Ryan Taylor with Velofix attended “Three Feet for Pete” event.  Ms. Grube said Public Works Coffee Shop has submitted their application.  Vice Chairman Floth has not heard back from Mad Batter Café but will follow up with them.  Vice Chairman Floth will contact Widom Kimsey of Tate Snyder Kimsey Architects to speak to them about submitting an application to become a bicycle friendly business. UB-2 BICYCLE FRIENDLY BUSINESS APPLICATIONS PUBLIC WORKS, PARKS AND RECREATION Applications for the Bicycle Friendly Business program designation were received from Lovelady Brewery and the Public Works Coffee Bar. Scott Jarvis, Project Engineer III, gave a brief summary of the Bicycle Friendly Business program. The Board members reviewed two applications that were submitted by Lovelady Brewing Company and Public Works Coffee Bar. Vice Chairman Floth commented that Lovelady Brewing Company has made some significant changes since their last application. Bicycle Advisory Committee Page 3 of 5 Thursday, September 21, 2017 – Minutes (Motion) Vice Chariman Floth introduced a motion to approve Public Works Coffee Shop and Lovelady Brewing Company for the Bicycle Friendly Business program designation. The vote favoring approval was unanimous. Vice Chairman Floth declared the motion carried. UB-3 GET OUTDOORS NEVADA DAY PUBLIC WORKS, PARKS AND RECREATION To discuss Get Outdoors Nevada promotion in preparation for September event. Vice Chairman Floth stated that Get Outdoors Nevada is October 7, 2017, at Cornerstone Park. Mr. Jarvis stated the City of Henderson will have a designated booth, and will have activities and giveaways for the attendees. Discussion ensued regarding the items that will be given away as well as the activities that will take place at the event. There will not be a formal ride or bike rodeo at this event. Mr. Mangual said he will be happy to help at the event. Mr. Hair said he created a brochure and would like the Board to review it at the October meeting. No action was taken on this item. VI. NEW BUSINESS NB-4 MINUTES BICYCLE ADVISORY COMMITTEE August 17, 2017 PUBLIC WORKS, PARKS AND RECREATION Bicycle Advisory Committee Minutes of August 17, 2017. (Motion) Mr. Wimmer introduced a motion to adopt the Bicycle Advisory Committee Minutes of August 17, 2017, as presented. The vote favoring approval was unanimous. Vice Chairman Floth declared the motion carried. Bicycle Advisory Committee Page 4 of 5 Thursday, September 21, 2017 – Minutes NB-5 STAFF REPORT PUBLIC WORKS, PARKS AND RECREATION Scott Jarvis, Project Manager III, gave an update to the Committee on City sponsored initiatives and requests from the Bicycle Advisory Committee. Mr. Jarvis gave an update on the Union Pacific Railroad project. Mr. Jarvis noted that they are looking to install caution signage at the Pittman Wash Trail. A discussion ensued regarding rain and drainage on the trail, and ways to deal with the algae that accumulates in the wash as a result of the rain. NB-6 2017 BAC PRIORITIES AND GOALS PUBLIC WORKS, PARKS AND RECREATION To discuss the Committee's 2017 priorities, goals and assignments. Vice Chairman Floth reviewed the 2017 Priorities and Goals:  Promote Mountain Biking Trails in Henderson  Promote and recruit additional business for bicycle friendly business designation and encourage safe and secure bike parking. Develop a package of information to be provided to potential Bicycle Friendly Businesses.  Recommend routes with maps and signage throughout the city for recreation and transportation to include complete links to trails and between trail segments.  Enhance participation of bicycle advocates at monthly Bicycle Advisory Committee meetings, and encourage the attendance of HBAC members at other advocacy groups’ meetings.  Increase community attendance at Bike Henderson events.  Develop and implement strategies to get children to ride bicycles to school. A discussion ensued regarding ways to promote and recruit additional business for bicycling friendly business designation. It was the consensus that Board members need to get out and talk to more businesses about applying for the bicycle friendly business designation. No action was taken on this item. Bicycle Advisory Committee Page 5 of 5 Thursday, September 21, 2017 – Minutes VII. CHAIRMAN\MEMBER COMMENTS Mr. Hair said the Dust Devil Ride has been cancelled due to lack of sign ups. He noted that it may be rescheduled at a future date. Vice Chairman Floth stated there were over 600 riders at the “Three Feet for Pete” event. He said it was a very fun event. Chairman Floth noted that Ride for Reading event is September 22, 2017, at 8:00 a.m., and the Henderson Expo is happening scheduled for October 14, 2017. VIII. SET NEXT MEETING The next meeting was set for October 19, 2017, at 4:00 p.m. IX. PUBLIC COMMENT There were no comments presented by the public. X.
