REGULAR MEETING MINUTES
Thursday, October 19, 2017
I. CALL TO ORDER
Acting Chairman Grube called the Bicycle Advisory Committee meeting to order
at 4:07 p.m., in the Council Chambers Conference Room, 240 Water Street,
Henderson, Nevada.
II. CONFIRMATION OF POSTING AND ROLL CALL
Scott Jarvis, Project Engineer III, confirmed the Bicycle Advisory Committee had
been noticed in compliance with the Open Meeting Law by posting the Agenda
three working days prior to the meeting at City Hall, the Multigenerational
Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada
Public Notice Website, and the City of Henderson Website.

III. PUBLIC COMMENT
There was no comments presented.
IV. ACCEPTANCE OF AGENDA
(Motion) Mr. Wimmer introduced a motion to accept the agenda as
presented. The vote favoring approval was unanimous.
Acting Chairman Grube declared the motion carried.
V. UNFINISHED BUSINESS
UB-1 REPORT ON ASSIGNMENTS
PUBLIC WORKS, PARKS AND RECREATION
Committee Members will report on the status of community outreach efforts
related to promoting the Bicycle Friendly Business Program, including any
progress made with Mad Batter Café, Widom Kimsey, or any other businesses
or efforts to promote the Program. The Committee may make new or continuing
community outreach assignments related to promoting the Bicycle Friendly
Business Program.
The Committee reported on the status of various locations where they promoted
the Bicycle Friendly Business Program.
Mr. Hair stated he took decals to Public Works Coffee Bar.
Acting Chairman Grube stated she will follow up next month with Windom
Kimsey. She stated that decals were delivered to Public Works Coffee Bar and
Lovelady Brewery.
Mr. Mangual said he will work with First American Title, as well as speaking to
some other businesses near his own business, regarding becoming a
bicycle friendly business.
A discussion ensued regarding ways that Committee members can approach
businesses regarding becoming bicycle friendly businesses.
UB-2 BICYCLE FRIENDLY BUSINESS APPLICATIONS
PUBLIC WORKS, PARKS AND RECREATION
Follow up that Bicycle Friendly Business decals were delivered to Lovelady
Brewery and the Public Works Coffee Bar.
This item was discussed in conjunction with UB-1.

NB-3 MINUTES
BICYCLE ADVISORY COMMITTEE
September 21, 2017
PUBLIC WORKS, PARKS AND RECREATION
Adopt the Bicycle Advisory Committee Minutes of September 21, 2017.
The following amendments were made to the minutes: Paul Magual should be
noted as present, and on page 4, NB-6, “President” should be changed to
“Chairman.”
(Motion) Mr. Wimmer introduced a motion to adopt the Bicycle Advisory
Committee Minutes of September 21, 2017, as amended. The
vote favoring approval was unanimous. Acting Chairman Grube
declared the motion carried.
NB-4 GET OUTDOORS NEVADA DAY UPDATE
PUBLIC WORKS, PARKS AND RECREATION
Scott Jarvis will update committee on outcome of Get Outdoors Nevada Day
held on October 7, 2017.
Mr. Mangual and Ms. Grube gave an update on Get Outdoors Nevada Day that
was held on October 7, 2017. They noted that helmets were given out to
children and the Plinko game was a hit. Mr. Mangual stated that the maps were
very helpful. Ms. Grube noted that due to the parking situation, people did not
want to take a shuttle and this may have hurt attendance.
NB-5 2017 BAC PRIORITIES AND GOALS
PUBLIC WORKS, PARKS AND RECREATION
Discuss efforts related to the Committee's 2017 priorities and goals, report on
the status of any assignments, and make or renew any additional assignments
related to the Committee goals.
Mr. Hair suggested that the Committee revisit their goals and make new
assignments to the new members of the Committee.
Mr. Jarvis noted that the Stroll and Roll is scheduled for November 18, 2017.
He suggested that a similar booth be manned by Committee members as was
at the Get Outdoors Nevada Day.

Mr. Hair said he could get helmets and backpacks to give out to children.
Additional discussion ensued regarding other ideas for the booth.
Ms. Findlay commented that perhaps the Committee should consider promoting
cycling with the senior population.
NB-6 STAFF REPORT
PUBLIC WORKS, PARKS AND RECREATION
Scott Jarvis' update to the Committee on City sponsored initiatives and requests
from the Bicycle Advisory Committee.
Mr. Jarvis gave an update on upcoming initiatives:
Horizon Drive between I-95 and Boulder Highway a buffered bike lane
will be installed when construction on the road takes place.
Bike route signage throughout the city is being proposed for funding
within the Regional Transportation Plan.
VII. CHAIRMAN\MEMBER COMMENTS
There were no comments presented.
VIII. SET NEXT MEETING
The next meeting was set for November 16, 2017, at 4:00 p.m.
