CITY OF HENDERSON BICYCLE ADVISORY COMMITTEE REGULAR MEETING MINUTES Thursday, October 18, 2018 I. CALL TO ORDER Chairman Ron Floth called the Bicycle Advisory Committee meeting to order at 4:10 p.m., in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL J.J. Muhlenbruck, Administrative Assistant III, confirmed the Bicycle Advisory Committee meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (Motion) Ms. Findlay introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairman Floth declared the motion carried. V. UNFINISHED BUSINESS UB-1 REPORT ON BICYCLE FRIENDLY BUSINESS PROGRAM ASSIGNMENTS PUBLIC WORKS Committee Members will report on any pending assignments and/or other outreach efforts related to promoting the Bicycle Friendly Business Program, including any progress made with: • McGhie's Ski Bike and Board Shop • Hades Grill, • Lake Las Vegas Sports Club and Seasons Grocery • Railroad Pass Travel Station • Juan’s Flaming Fajitas • El Cactus Veggie Vegan • Protogym • Valley Health System Constant Care • Water Street businesses, or • any other businesses contacted or efforts made to promote the Program; The Committee may make new or continuing community outreach assignments related to promoting the Bicycle Friendly Business Program. Scott Jarvis, Project Engineer III, provided a summary of the Bicycle Friendly Business Program, and elaborated on the program’s application process. There was a consensus to update the Bicycle Friendly Business Program brochure and application. Mr. Mangual said he has not heard back from Lake Las Vegas Sports Club or Seasons Grocery. Ms. Grube reported that she has not had an opportunity to speak with representatives of Juan’s Flaming Fajitas. She will continue working with Protogym and Hades Grill to fill out applications. She met with representatives from Lovelady, and noted their program is going well. Bicycle Advisory Committee Page 3 of 6 Thursday, October 18, 2018 – Minutes Chairman Floth said Railroad Pass needs to fill out the application. He has not received a response back from Valley Health System Constant Care. He noted he would contact RTC Club ride to obtain a hitlist of businesses in Henderson as potential connections to target as bicycle friendly businesses. UB-2 BICYCLE FRIENDLY BUSINESS RECERTIFICATION PUBLIC WORKS Review of survey for recertification of current Bicycle Friendly Businesses and determine next steps. Scott Jarvis, Project Engineer III, provided an overview of the survey results. A discussion ensued regarding marketing efforts for Bicycle Friendly Businesses. The following suggestions were discussed:  Collaborate with existing Bicycle Friendly Businesses for a newsletter  Meet face to face with business owners  Make bicycle friendly business licenses a different printed license that recognize they are bicycle friendly  Make their insignia on website  Add a question to business license renewals asking if they want to be a bicycle friendly business  City Business License division to offer incentives to businesses to become a bicycle friendly business The following businesses will be contacted regarding Bicycle Friendly Business recertifications in 2019. There was a consensus to review recertifications of Bicycle Friendly Businesses in March. Chairman Floth will contact EOS Fitness, REI, and Pedego Electric Bikes. Ms. Grube will contact CycleBar, Bad Beat Brewing, Lovelady Brewery, and Public Works Coffee Bar. Ms. Findlay will contact Evolution Yoga. Mr. Hair or Ms. Findlay will contact The Bike Shop. Mr. Mangual will contact Lifetime Fitness. Bicycle Advisory Committee Page 4 of 6 Thursday, October 18, 2018 – Minutes Mr. Jarvis reported that Whole Foods submitted an application online, and he helped them fill out the application. Staff will check the webpage for businesses that need to be added, and content that needs to be updated. UB-3 LEARN TO RIDE PROGRAM PUBLIC WORKS Update on upcoming event hosted by the Bicycle Advisory Committee to help people learn to ride a bike. Scott Jarvis, Project Engineer III, informed that this event will be published in the December issue of Henderson Happenings. An adult and youth class will both be offered. Chairman Floth provided an overview of this event, which is scheduled for February 23, 2019. He will work with Ms. Grube to develop details for this event. UB-4 CYCLIST/MOTORIST ETIQUETTE AND ENFORCEMENT PUBLIC WORKS Discuss progress for potential collaboration with Henderson Police Department on cyclist/motorist etiquette and enforcement. Mr. Mangual reported that he met with a lieutenant in the Henderson Police Department and the following suggestions were made:  Cyclist/motorist “awareness” event instead of a training day.  Make this a larger public relations type of event and invite the public and local bicycle groups.  Certificate of participation.  Offer this awareness event to occur two to four times per year. NEW BUSINESS NB-5 MINUTES BICYCLE ADVISORY COMMITTEE AUGUST 16, 2018 PUBLIC WORKS Bicycle Advisory Committee Minutes of August 16, 2018. (Motion) Ms. Findlay introduced a motion to adopt the minutes of August 16, 2018, as presented. The vote favoring approval was unanimous. Chairman Floth declared the motion carried. NB-6 RIVER MOUNTAIN LOOP TRAIL PUBLIC WORKS Discuss a new alignment for bikes on the River Mountain Loop trail going through the Boulder City Railroad Museum. Chairman Floth reported that the Boulder City Railroad Museum wants to create a new alignment on the River Mountain Loop trail to the Museum. He displayed a map of the area, and noted this trail would access major businesses in Boulder City. He stated the Museum wants input regarding several options for bike facilities, a cycle track, bike lanes, and other improvements for cyclists. NB-7 2018 BAC PRIORITIES AND GOALS PUBLIC WORKS Discuss efforts related to the Committee's 2018 priorities and goals related to cycling Education and Encouragement, report on the status of any assignments, and make or renew any additional assignments related to the Committee goals. This item was tabled to the next meeting. NB-8 STAFF REPORT PUBLIC WORKS Scott Jarvis' update to the Committee. CHAIRMAN\MEMBER COMMENTS Ms. Grube noted that she has heard safety complaints from cyclists about the cross walk light situation located on Horizon and College Drive. Mr. Jarvis replied that this area on Horizon is currently under construction for sewer and storm drain improvements. He said there is no anticipation to install a bridge at this location. VIII. SET NEXT MEETING The next meeting was set for November 15, 2018, at 4:00 p.m. IX. PUBLIC COMMENT There were no public comments presented. X.
