CITY OF HENDERSON BLUE RIBBON COMMISSION ON EDUCATIONAL EXCELLENCE AND YOUTH OPPORTUNITY REGULAR MEETING MINUTES Wednesday, September 19, 2018 I. CALL TO ORDER Acting Chair Avrey Callis called the Regular Meeting of the Blue Ribbon Commission on Educational Excellence and Youth Opportunity to order at 4:03 p.m., in the City Hall Annex, Rebel Conference Room, 280 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Tina Sigman, Recording Secretary, confirmed the Blue Ribbon Commission on Educational Excellence and Youth Opportunity had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, and the City of Henderson Website, and by electronically mailing a copy of the Agenda to everyone appearing thereon the Agenda Master Electronic Mailing List. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA The following changes were made to the agenda: NB-9 and NB-10 will be heard following the acceptance of agenda. (Motion) Mr. Scott introduced a motion to accept the agenda as amended. The vote favoring approval was unanimous. Acting Chair Callis declared the motion carried. V. UNFINISHED BUSINESS UB-1 NOMINATIONS TO THE OFFICE OF CHAIRPERSON OF THE BLUE RIBBON COMMISSION ON EXCELLENCE AND YOUTH OPPORTUNITY PUBLIC WORKS, PARKS AND RECREATION Nominations to the office of Chairperson will be accepted, and each nominee may provide a three-minute presentation in support of his or her candidacy with an election immediately following. Nominations currently include: Avrey Callis and Keiana Williams. Term to expire July 31, 2019. Acting Chair Callis opened the floor for Chairperson nominations. There being no additional nominations, Acting Chair Callis declared Chairperson nominations closed. (Motion) Mr. Scott introduced a motion to accept no additional nominations. The vote favoring approval was unanimous. Acting Chair Callis declared the motion carried. UB-2 ELECTION TO THE OFFICE OF CHAIRPERSON OF THE BLUE RIBBON COMMISSION ON EXCELLENCE AND YOUTH OPPORTUNITY PUBLIC WORKS, PARKS AND RECREATION Elect Chairperson of the Blue Ribbon Commission on Excellence and Youth Opportunity. Term to expire July 31, 2019. Avery Callis provided a presentation highlighting her qualifications for Chairperson of the Blue Ribbon Commission on Excellence and Youth Opportunity. Blue Ribbon Commission Page 3 of 7 Wednesday, September 19, 2018 – Minutes Keiana Williams presented a speech highlighting her qualifications for Chairperson of the Blue Ribbon Commission on Excellence and Youth Opportunity. A lengthy discussion ensued regarding the election process. (Motion) Miss Aleman-Reyes introduced a motion to elect Avery Callis as Chairperson. The motion failed due to a majority vote not being met. (Motion) Miss Aleman-Reyes introduced a motion to elect Keiana Williams as Chairperson. Miss Williams was elected Chairperson by a majority vote of the members. UB-3 NOMINATIONS TO THE OFFICE OF VICE CHAIRPERSON OF THE BLUE RIBBON COMMISSION ON EXCELLENCE AND YOUTH OPPORTUNITY PUBLIC WORKS, PARKS AND RECREATION Nominations to the office of Vice Chairperson will be accepted, and each nominee may provide a three-minute presentation in support of his or her candidacy with an election immediately following. Nominations to this office currently include: Zayli Jackson, Keiana Williams, and Juél Davis. Term to expire July 31, 2019. Chairperson Williams opened the floor for additional Vice Chairperson nominations. Avery Callis nominated herself for Vice Chairperson. There being no additional nominations, Chairperson Williams declared Vice Chairperson nominations closed. (Motion) Miss Callis introduced a motion to accept additional Vice Chairperson nominations. The vote favoring approval was unanimous. Chairperson Williams declared the motion carried. Keiana Williams withdrew her nomination for Vice Chairperson. (Motion) Mr. Martinez introduced a motion to approve Keiana Williams’ withdrawal. The vote favoring approval was unanimous. Term to expire July 31, 2019. Avery Callis presented a speech highlighting her qualifications for Vice Chairperson of the Blue Ribbon Commission on Excellence and Youth Opportunity. Juél Davis presented a speech highlighting her qualifications for Vice Chairperson of the Blue Ribbon Commission on Excellence and Youth Opportunity. Zayli Jackson presented a speech highlighting her qualifications for Vice Chairperson of the Blue Ribbon Commission on Excellence and Youth Opportunity. (Motion) Miss Aleman-Reyes introduced a motion to elect Miss Callis as Vice Chairperson. The motion failed due to a majority vote not being met. (Motion) Mr. Zeller introduced a motion to elect Juél Davis as Vice Chairperson. Miss Davis was elected Vice Chairperson by a majority vote of the members. (Motion) Miss Aleman-Reyes introduced a motion to elect Zayli Jackson as Vice Chairperson. The motion failed due to a majority vote not being met. UB-5 COLLEGE AND BEYOND...LIFE AFTER HIGH SCHOOL 2018 PUBLIC WORKS, PARKS AND RECREATION City of Henderson staff will review event details and assign duties of commissioners. A discussion ensued regarding advertisement efforts for the College and Beyond…Life After High School event. Members suggested using approved social media applications and marquee signs outside of high schools. Xanie Gann, Recreation Services Manager, provided information regarding the College and Beyond…Life After High School 2018 event, which included dress code, responsibilities, and the itinerary. Blue Ribbon Commission Page 5 of 7 Wednesday, September 19, 2018 – Minutes Following a discussion regarding event vendors, Ms. Gann stated that each vendor will have an opportunity to speak for three to four minutes at the podium. Members elaborated on the itinerary for that day. UB-6 TRUNK OR TREAT 2018 PUBLIC WORKS, PARKS AND RECREATION Review event details and obtain volunteer commitments. Chairperson Williams provided a summary of this year’s animation theme. She suggested they could use her truck as the trunk-or-treat vehicle. Xanie Gann, Recreation Services Manager, stated that Black Mountain Recreation Center has changed their operations for the trunk or treat event. She advised the event will now have two sessions, and that Commissioners would stay for the entire event. A discussion ensued regarding Commissioner’s responsibilities and schedules. UB-7 LEADERSHIP DAY 2019 PUBLIC WORKS, PARKS AND RECREATION Discuss details of Leadership Day 2019. Xanie Gann, Recreation Services Manager, stated that James Silvas will be the keynote speaker for Leadership Day 2019. She stressed the importance of attending the group workshops before the event. In addition, Ms. Gann said the Commission will create the workshop groups at the next meeting. Ms. Gann stated she would provide information regarding James Silvas’ upcoming event, The Unl1med Experience, that Commissioners could attend. Michael Oh, Senior Assistant City Attorney, suggested Leadership Day details be added as a discussion item at a future meeting. Blue Ribbon Commission Page 6 of 7 Wednesday, September 19, 2018 – Minutes VI. NEW BUSINESS NB-8 MIINUTES BLUE RIBBON COMMISSION REGULAR MEETING AUGUST 15, 2018 PUBLIC WORKS, PARKS AND RECREATION Blue Ribbon Commission Regular Meeting Minutes of August 15, 2018. (Motion) Mr. Zeller introduced a motion to adopt the minutes of August 15, 2018, as presented. The vote favoring approval was unanimous. Chairperson Williams declared the motion carried. NB-9 RICHARD DERRICK, CITY MANAGER, CITY OF HENDERSON PUBLIC WORKS, PARKS AND RECREATION Introduce City Manager Richard Derrick to the Blue Ribbon Commission. Richard Derrick, City Manager/CEO, introduced himself and talked about his role in the City of Henderson. Miss Callis inquired about the City’s conservation efforts in relation to energy and water. Mr. Derrick responded that the City has been researching the use of smart water meters that show residents their current usage through a phone application. He stated this technology would assist homeowners with water conservation efforts, and to identify a potential water leak. In addition, Mr. Derrick said that the City uses LED lighting in street poles, traffic signals, and various facilities to lower energy usage. NB-10 ROSALINDA MARTINEZ, COLLEGE OF SOUTHERN NEVADA PUBLIC WORKS, PARKS AND RECREATION Rosalinda Martinez will speak with the Blue Ribbon Commission about the recruitment process for the College of Southern Nevada. Lisa Gilbert, College of Southern Nevada (CSN), provided information regarding the Nevada Promise Scholarship. Ms. Gilbert also informed the Commission of an event called Apply Nevada, which assists high school students with financial aid services for in-state colleges. Blue Ribbon Commission Page 7 of 7 Wednesday, September 19, 2018 – Minutes Xanie Gann, Recreation Services Manager, stated that Commissioners will hand out CSN information at the College and Beyond…Life After High School event. NB-11 BLUE RIBBON COMMISSION ON EXCELLENCE AND YOUTH OPPORTUNITY REVIEW OF BY-LAWS PUBLIC WORKS, PARKS AND RECREATION Review by-laws of the Blue Ribbon Commission and obtain signatures of newly elected chairperson and vice-chairperson. Chairperson Williams recommended this item be continued to the next Blue Ribbon Commission meeting. (Motion) Mr. Adamo introduced a motion to continue this item to the next meeting. The vote favoring approval was unanimous. Chairperson Williams declared the motion carried. VII. CHAIRMAN\MEMBER COMMENTS Xanie Gann, Recreation Services Manager, stated that Blue Ribbon Commission T-shirts will be provided to newly-appointed members before the next event. VIII. SET NEXT MEETING The next meeting was set for October 17, 2018, at 4:00 p.m. IX. PUBLIC COMMENT There were no public comments presented. X.
