CITY OF HENDERSON REDEVELOPMENT AGENCY MINUTES REGULAR MEETING Tuesday, September 18, 2018 I. CALL TO ORDER Chairman March called the Redevelopment Agency Meeting to order at 5:31 p.m., in the City Council Chambers, City Hall, 240 Water Street, Henderson, Nevada 89015. Chairman March announced the meeting is being video recorded and streamed live to the Internet. II. CONFIRMATION OF POSTING AND ROLL CALL The Secretary confirmed the Redevelopment Meeting Agency had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List. ITEMS OF BUSINESS RDA-1 MINUTES REDEVELOPMENT AGENCY MEETING AUGUST 21, 2018 REDEVELOPMENT City of Henderson Redevelopment Agency Meeting minutes of August 21, 2018. (Motion) Member Gerri Schroder moved to adopt the Redevelopment Agency Meeting minutes of the August 21, 2018. The roll call vote favoring passage was: Those voting aye: Debra March, John F. Marz, Gerri Schroder, Dan K. Shaw, and Dan H. Stewart. Those voting nay: None. Those absent: None. Those abstaining: None. Chairman March declared the motion carried. RDA-2 FY2018 CARRY FORWARD OF UNENCUMBERED AND ENCUMBERED FUNDS REDEVELOPMENT Carry forward of unencumbered and encumbered FY2018 funds to FY2019, in an amount not to exceed $1,428,808.00. Stewart moved to approve the carry forward of unencumbered and encumbered FY2018 funds to FY2019, in an amount not to exceed $1,428,808.00. The roll call vote favoring passage was: Those voting aye: Debra March, John F. Marz, Gerri Schroder, Dan K. Shaw, and Dan H. Stewart. Those voting nay: None. Those absent: None. Those abstaining: None. Chairman March declared the motion carried. RDA-3 LAND PURCHASE AND SALE AGREEMENT AND JOINT ESCROW INSTRUCTIONS 219 AND 211 SOUTH WATER STREET, AND 210, 214, 218 SOUTH TEXAS AVENUE REDEVELOPMENT Land Purchase and Sale Agreement and Joint Escrow Instructions between the City of Henderson Redevelopment Agency, as buyer, and the City of Henderson, as seller, for the purchase of approximately 0.98 acres of improved and vacant land commonly referred to as “Site D” generally located at 219 and 211 South Water Street, and 210, 214, and 218 South Texas Avenue, identified as Assessor's Parcel Numbers 179-18-710-229, 179-18-710-230, 179-18-710-224, 179-18-710-223 and 179-18-710-240, and a portion of an adjacent alley for redevelopment purposes for the purchase price of $399,000.00, and authorize the Executive Director to execute and deliver all documents to be delivered by the Agency thereunder. This item was withdrawn at the request of staff. RDA-4 RESOLUTION FUNDING AGREEMENT BETWEEN THE CITY OF HENDERSON REDEVELOPMENT AGENCY AND THE CITY OF HENDERSON FOR NV ENERGY LINE EXTENSION WORK ON SITE D REDEVELOPMENT City Manager/CEO Derrick introduced and read Resolution No. 127 by title. Redevelopment Agency Meeting Page 4 of 5 Tuesday, September 18, 2018 – Minutes A RESOLUTION OF THE CITY OF HENDERSON REDEVELOPMENT AGENCY, CLARK COUNTY, NEVADA, APPROVING AN AGREEMENT WITH THE CITY OF HENDERSON TO PROVIDE AGENCY FUNDING FOR THAT CERTAIN RULE 9 LINE EXTENSION AGREEMENT BETWEEN NEVADA POWER COMPANY AND THE CITY OF HENDERSON WHEREIN THE AGENCY AGREES TO PAY THE COST FOR IMPROVEMENTS TO THE POWER POLES AND ASSOCIATED EQUIPMENT ON CERTAIN CITY-OF-HENDERSON-OWNED REAL PROPERTY COMMONLY KNOWN AS “SITE D,” IN AN AMOUNT UP TO $95,000.00. RDA-5 RESOLUTION FUNDING AGREEMENT BETWEEN THE CITY OF HENDERSON REDEVELOPMENT AGENCY AND THE CITY OF HENDERSON FOR WATER STREET DISTRICT PROGRAMMABLE LED SIGNAGE REDEVELOPMENT City Manager/CEO Derrick introduced and read Resolution No. 128 by title. A RESOLUTION OF THE CITY OF HENDERSON REDEVELOPMENT AGENCY APPROVING AN AGREEMENT WITH THE CITY OF HENDERSON TO PROVIDE AGENCY FUNDING FOR WATER STREET DISTRICT SIGN TO BE FABRICATED AND INSTALLED ON THE EXISTING STRUCTURAL CANOPY THAT SPANS ACROSS WATER STREET BETWEEN THE CITY HALL AND THE JUSTICE FACILITY SITES, TO INCLUDE PROGRAMMABLE ILLUMINATED DISPLAY LETTERING, INFRASTRUCTURE IMPROVEMENTS, MOUNTING ATTACHMENTS, SIGN CABINETS, LED LIGHTING, ELECTRICAL AND COMMUNCIATIONS CONNECTIONS AND CONTROLS, IN AN AMOUNT NOT TO EXCEED $127,350.00. Mark Hobaica, Assistant Director of Public Works, presented a summary of this item. Patti Jesinoski, 89011, expressed her opposition against the sign, and stated she would rather see the funds go towards City special elections. Redevelopment Agency Meeting Page 5 of 5 Tuesday, September 18, 2018 – Minutes Nicholas Vaskov, General Counsel, advised that Redevelopment Agency funds cannot be transferred or allocated towards other City expenditures. Member Schroder stated that Henderson residents have requested a monumental entrance into Downtown Henderson, and that neighboring cities also have these types of structures. (Motion) Member Gerri Schroder moved to adopt Resolution No. 128. The roll call vote favoring passage was: Those voting aye: Debra March, John F. Marz, Gerri Schroder, Dan K. Shaw, and Dan H. Stewart. Those voting nay: None. Those absent: None. Those abstaining: None. Mayor March declared the motion carried. V. CHAIRMAN\MEMBER COMMENTS There were no Chairman/Member comments presented. VI. PUBLIC COMMENT There were no public comments presented. VII.
