REGULAR MEETING MINUTES
Wednesday, October 17, 2018
I. CALL TO ORDER
Chairperson Keiana Williams called the Regular Meeting of the Blue Ribbon
Commission on Educational Excellence and Youth Opportunity to order at
4:02 p.m., in the City Hall Annex, Rebel Conference Room, 280 Water Street,
Henderson, Nevada.
II. CONFIRMATION OF POSTING AND ROLL CALL
Victoria Dasis, Deputy City Clerk, confirmed the Blue Ribbon Commission on
Educational Excellence and Youth Opportunity had been noticed in compliance
with the Open Meeting Law by posting the Agenda three working days prior to
the meeting at City Hall, the Multigenerational Center, the Whitney Ranch
Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, and
the City of Henderson Website, and by electronically mailing a copy of the
Agenda to everyone appearing thereon the Agenda Master Electronic Mailing
List.

III. PUBLIC COMMENT
There were no public comments presented.
IV. ACCEPTANCE OF AGENDA
(Motion) Mr. Adamo introduced a motion to accept the agenda as
presented. The vote favoring approval was unanimous.
Chairperson Williams declared the motion carried.
Chairperson Williams reopened this item, and stated Item 7 will be the first item
discussed.
(Motion) Miss Aleman-Reyes introduced a motion to accept the agenda as
amended. The vote favoring approval was unanimous.
Chairperson Williams declared the motion carried.
V. UNFINISHED BUSINESS
UB-1 COLLEGE AND BEYOND...LIFE AFTER HIGH SCHOOL
PARKS AND RECREATION
Review the College and Beyond event from October 6, 2018, including surveys.
Chairperson Williams provided an overview of the College and Beyond…Life
After High School event.
Xanie Gann, Recreation Services Manager, provided feedback information
collected from the event, and stated she noticed an increase in 50-plus-aged
attendees who were interested in college information.
A lengthy discussion ensued regarding event marketing efforts and the goals of
the event.
There was a consensus to discuss this event after the Leadership Day event in
April 2019.
UB-2 TRUNK OR TREAT 2018
PARKS AND RECREATION
Discuss final details for the Trunk or Treat event occurring on October 25, 2018.
Following a discussion regarding the event’s itinerary, Chairperson Williams
scheduled Commission members for the Trunk or Treat event, and reminded
members of the super hero dress code.

UB-3 BLUE STAR MOTHER'S STOCKING STUFFING EVENT
PARKS AND RECREATION
Discuss requirements for the Blue Star Mother's Stocking Stuffing Event
occurring November 26, 2018 through November 29, 2018.
Chairperson Williams provided an overview of the itinerary for this event.
Ms. Driscoll stated she would bring the holiday cards so members could start
signing them.
Xanie Gann, Recreation Services Manager, requested Commission members to
email her their availability for the event.
UB-4 LEADERSHIP DAY 2019
PARKS AND RECREATION
Review event details and preparations for Leadership Day 2019.
Xanie Gann, Recreation Services Manager, provided an update of
Leadership Day 2019, and also suggested that Commission members
brainstorm theme ideas.
Miss Callis recommended various workshop topics to prepare for the event.
UB-5 BLUE RIBBON COMMISSION ON EXCELLENCE AND YOUTH
OPPORTUNITY REVIEW OF BY-LAWS
PARKS AND RECREATION
Review of by-laws of the Blue Ribbon Commission.
Michael Oh, Senior Assistant City Attorney, provided an overview of the
Commission’s by-laws.

(Motion) Mr. Zeller introduced a motion to adopt the minutes of
September 19, 2018, as presented. The vote favoring approval
was unanimous. Chairperson Williams declared the motion
carried.
NB-7 DEBRA MARCH, MAYOR, CITY OF HENDERSON
PARKS AND RECREATION
Introduce Henderson Mayor Debra March to the Blue Ribbon Commission.
Note: This item was heard following the Acceptance of Agenda.
Mayor Debra March expressed her appreciation for the Blue Ribbon
Commission, and spoke about her tenure in the public sector.
Mayor March elaborated on the Henderson Community Education Advisory
Board and their efforts to increase student achievement. She noted that
education is one of the City’s top priorities, and summarized a list of
technological resources that have been provided to Henderson schools from the
marijuana tax.

There were no Chairman/Member comments.
VIII. SET NEXT MEETING
The next meeting was set for November 14, 2018, at 4:00 p.m.

offensive, inflammatory or repetitive comments that disrupt, disturb or otherwise impede the
orderly conduct of the meeting. In addition, any person willfully disrupting the meeting may
be removed from the room by the presiding officer. See NRS 241.030(4)(a). Examples of
disruptive conduct include, without limitation, yelling, stamping of feet, whistles, applause,
heckling, name calling, use of profanity, personal attacks, physical intimidation, threatening
use of physical force, assault, battery, or any other acts intended to impede the meeting or
infringe on the rights of the board and/or committee members, City staff, or meeting
participants.
