REDEVELOPMENT AGENCY MINUTES
REGULAR MEETING
Tuesday, October 16, 2018
I. CALL TO ORDER
Chairman March called the Redevelopment Agency Meeting to order at
5:30 p.m., in the City Council Chambers, City Hall, 240 Water Street,
Henderson, Nevada 89015.
Chairman March announced this meeting is being video recorded and streamed
live over the Internet.
II. CONFIRMATION OF POSTING AND ROLL CALL
The Secretary confirmed the Redevelopment Agency Meeting had been noticed
in compliance with the Open Meeting Law by posting the Agenda three working
days prior to the meeting at City Hall, the Multigenerational Center, the
Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public
Notice Website, the City of Henderson Website, and by mailing a copy of the
Agenda to everyone appearing thereon on the Agenda Master Mailing List.

III. ACCEPTANCE OF AGENDA
(Motion)
Member Gerri Schroder moved to accept the agenda as presented.
The roll call vote favoring passage was: Those voting aye: Debra March,
John F. Marz, Gerri Schroder, Dan K. Shaw, and Dan H. Stewart. Those voting
nay: None. Those absent: None. Those abstaining: None. Chairman March
declared the motion carried.

September 18, 2018.

Member Dan Stewart moved to adopt the Minutes of the September 18, 2018,
City of Henderson Redevelopment Agency Meeting.
The roll call vote favoring passage was: Those voting aye: Debra March,
John F. Marz, Gerri Schroder, Dan K. Shaw, and Dan H. Stewart. Those voting
nay: None. Those absent: None. Those abstaining: None. Chairman March
declared the motion carried.
RDA-2 GRANT AWARD AGREEMENT
DOWNTOWN TENANT IMPROVEMENT GRANT
SIGNATURE CONCRETE & COATINGS, INC.
REDEVELOPMENT
Tenant Improvement Grant Award Agreement between the City of Henderson
Redevelopment Agency and Signature Concrete & Coatings, Inc., a Nevada
Corporation, providing grant funding pursuant to the Tenant Improvement Grant
Program for interior improvements to the property located at 139 South
Water Street, in an amount not to exceed $24,700.00, approve the waiver to the
Program Guidelines to allow for a retroactive grant, and adopt staff findings.
Anthony Molloy, Interim Redevelopment Manager, presented a summary of this
item.

Member Marz commented that he does not have a problem with granting this
amount of money since the applicant is willing to match it. For future
applications, he would like to know how much the owner of the building and the
landlord will contribute to revitalize the building. He does not believe it is
appropriate for the applicant and the City to pay for everything.
Mr. Molloy replied that staff will make sure this information is included in the
applications.

Member Gerri Schroder moved to approve a waiver to the Program Guidelines
to allow for a retroactive grant, adopt staff findings, and approve a Downtown
Tenant Improvement Grant Award Agreement between City of Henderson
Redevelopment Agency and Signature Concrete & Coatings, Inc., a Nevada
Corporation, providing grant funding pursuant to the Downtown Tenant
Improvement Grant Program, in an amount not to exceed $24,700.00.
The roll call vote favoring passage was: Those voting aye: Debra March,
John F. Marz, Gerri Schroder, Dan K. Shaw, and Dan H. Stewart. Those voting
nay: None. Those absent: None. Those abstaining: None. Chairman March
declared the motion carried.
V. CHAIRMAN\MEMBER COMMENTS
Responding to a question as to when the soft opening is planned for Flavor Flav
and Vinny’s Pizza and Chicken, James Hawkins, owner, advised it should be
approximately the first week in November.
VI. PUBLIC COMMENT
There were no public comments presented.
VII. ADJOURNMENT
There being no further business to come before the Redevelopment Agency,
Chairman March, in concurrence with the Redevelopment Agency, adjourned
the Redevelopment Agency Meeting at 5:34 p.m.

NOTICE
Notice to persons with special needs: For those requiring special assistance or
accommodation to attend or participate in this meeting, arrangements for a sign language
interpreter or services necessary for effective communication for qualified persons with
disabilities should be made as soon as possible, but no later than 72 hours before the
scheduled meeting. Listening devices are available for persons with hearing impairments.
Please contact the City Clerk's office at (702) 267-1400 or TTY: 7-1-1, at least 72 hours in
advance to request a sign language interpreter. You may also submit your request by using
Contact Henderson.
The Chairman reserves the right to hear agenda items out of order, combine two or more
agenda items for consideration, remove an item from the agenda, or delay discussion
relating to an item on the agenda at any time.
Public comment will be taken on each agenda item as it is heard. If you desire to provide
public comment on an agenda item, please complete a green speaker card and submit it to
the RDA Secretary prior to the item being heard. Individuals speaking on an item will be
limited to three (3) minutes and spokespersons for a group will be limited to ten (10) minutes.
The Chairman reserves the right to curtail abusive, offensive, inflammatory or repetitive
comments that disrupt, disturb or otherwise impede the orderly conduct of the
Redevelopment Agency meeting. In addition, any person willfully disrupting the meeting may
be removed from the room by the presiding officer. See, NRS 241.030(4)(a). Examples of
disruptive conduct include, without limitation, yelling, stamping of feet, whistles, applause,
heckling, name calling, use of profanity, personal attacks, physical intimidation, threatening
use of physical force, assault, battery, or any other acts intended to impede the meeting or
infringe on the rights of the Henderson Redevelopment Agency, City staff, or meeting
participants.

agenda. The Chairman and Members may comment on matters including,
without limitation, future agenda items, upcoming meeting dates, and meeting
procedures. Comments made cannot be acted upon or discussed at this
meeting, but may be placed on a future agenda for consideration by the
Redevelopment Agency.
VI. PUBLIC COMMENT
Items discussed under Public Comment cannot be acted upon at this meeting,
but may be referred by the Agency to the next Regular Meeting for
consideration. Public Comment will be limited to three (3) minutes at the
discretion of the Chairman. The Chairman reserves the right to curtail abusive,
