CITY OF HENDERSON SENIOR CITIZENS ADVISORY COMMISSION REGULAR MEETING MINUTES Wednesday, October 10, 2018 I. CALL TO ORDER The meeting of the Senior Citizens Advisory Commission was called to order by Chairman Liz Baldizan at 4:02 p.m., in the Green Valley Training Room, 240 Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Joanne Wershba, Recording Secretary, confirmed the Regular Meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by emailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA Chairman Baldizan noted that NB-1, NB-2, and Public Comment were not printed on the agendas that were distributed at the meeting, and added that the agenda was published correctly. (Motion) Ms. McEvers introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairman Baldizan declared the motion carried. V. NEW BUSINESS NB-1 MINUTES SENIOR CITIZENS ADVISORY COMMISSION MEETING SEPTEMBER 12, 2018 PUBLIC WORKS, PARKS AND RECREATION Senior Citizens Advisory Commission Meeting minutes from September 12, 2018. (Motion) Ms. McEvers introduced a motion to adopt the minutes of September 12, 2018, as presented. The vote favoring approval was unanimous. Chairman Baldizan declared the motion carried. NB-2 PRESENTATION HENDERSON LIBRARIES PARKS AND RECREATION Marcie L. Smedley, Executive Director of Henderson Libraries, will provide information on Henderson Libraries Services and Strategies. Chairman Baldizan welcomed Marcie Smedley of Henderson Libraries and commended her contributions to the Henderson community. Marcie Smedley, Henderson Libraries, handed out a brochure and provided a summary of the services that Henderson Libraries offer. She also elaborated on their efforts in strategic planning as the Henderson community grows. Responding to a question by Mr. Flake regarding if there were citizen committees through Henderson Libraries, Ms. Smedley advised that they have a Foundation Board and Friends Board that are open to the public. Senior Citizens Advisory Commission Page 3 of 6 Wednesday, October 10, 2018 – Minutes Ms. Smedley explained how Henderson Libraries is funded, which included: property taxes, consolidated taxes, late fines, grants, and donations. Ms. Belanger inquired about the overall quality of Henderson Libraries. Ms. Smedley said they are collecting survey feedback for those specific answers, and believes their services align well with the needs of the Henderson community. A discussion ensued regarding the structure and funding of libraries in Southern Nevada. NB-3 PRESENTATION HENDERSON SENIORS' AUXILIARY PUBLIC WORKS, PARKS AND RECREATION A member of the Henderson Seniors' Auxiliary will give their monthly report on activities of the organization. Linda Rauenbuehler, Henderson Seniors’ Auxiliary, reported on the following activities:  Bake sale on October 15, 2018, from 9:00 a.m.-1:00 p.m.  Halloween candy handout on October 31, 2018, at lunchtime  Creating a cookbook  Gift basket raffle on November 16, 2018  Creating a procedures manual NB-4 COMMUNITY SURVEY PARKS AND RECREATION Corey Clark, Recreation Services Manager, will provide an overview of the Community Survey. Corey Clark, Recreation Services Manager, provided an overview of the development and purpose of the Senior Citizens Advisory Commission Community Survey. Mr. Clark informed they have not received any survey feedback since last meeting, but anticipates responses from the upcoming Elder Empowerment event on Saturday. He also recommended that survey results be a quarterly update. Senior Citizens Advisory Commission Page 4 of 6 Wednesday, October 10, 2018 – Minutes Ms. Smith recommended that Commissioners do survey outreach at various events. Mr. Clark responded he could include the Commission in the Parks and Recreation booth at the March On events. NB-5 ANNUAL PROGRAM SENIOR CITIZENS ADVISORY COMMISSION 50+ PARKS AND RECREATION Commissioners will discuss sponsoring an annual program for seniors. Chairman Baldizan explained that various City boards and commissions hold an annual event, and suggested the Senior Citizens Commission have one as well. Ms. Smith, Ms. Nies, and Ms. Belanger agreed to meet informally and brainstorm ideas for an annual event. NB-6 CITY OF HENDERSON SENIOR PROGRAMMING PARKS AND RECREATION Corey Clark, Recreation Services Manager, will provide information on senior programming at Henderson recreation centers. Corey Clark, Recreation Services Manager, provided an extensive overview of the 50+ friendly classes/programs offered at all Henderson recreation centers. A discussion ensued regarding senior services/resources at recreation centers. Mr. Clark elaborated on Nevada 2-1-1, which is a program to help Nevada citizens connect with a variety of resources. A discussion ensued regarding the accessibility of finding 50+ classes in the Henderson Happenings and on the City of Henderson website. Mr. Clark explained that more classes appear when “50+” is searched online, rather than “senior”, in Henderson Happenings. NB-7 AUTHORIZE ATTENDANCE OR PARTICIPATION IN UPCOMING EVENTS PUBLIC WORKS, PARKS AND RECREATION Commissioners will discuss and approve whether the Commissioners may officially attend or participate in upcoming community programs or events as a representative of this Commission. Chairman Baldizan reviewed the list of upcoming events the Commission will attend, which included: Senior Citizens Advisory Commission Page 5 of 6 Wednesday, October 10, 2018 – Minutes  Mayor’s March On event, Walk in the Park, October 18, 2018, at Cornerstone Park. Chairman Baldizan said she would email members for participation of this event.  Elder Empower Event, October 13, 2018, at Henderson Multigenerational Center. Chairman Baldizan, Ms. Nies, Ms. McEvers, and Mr.Berman will attend this event. Corey Clark, Recreation Services Manager, stated he would work on getting the Commission an area in the Parks and Recreation booth at the March On event. NB-8 STAFF REPORT PUBLIC WORKS, PARKS AND RECREATION Recreation Manager, Corey Clark, will give an update on the Meals on Wheels program and on other senior services provided by the City. Corey Clark, Recreation Services Manager, provided an overview of the Meals on Wheels program. He noted that the congregate numbers will drop next month due to construction in the kitchen. Mr. Clark spoke about his involvement with Nevada 2-1-1, and stated they have various public resources. Mr. Clark stated Joanne Wershba, Administrative Assistant III, will now be the Recording Secretary for the Senior Citizens Advisory Commission, and that Karie Teruya will be the Recording Secretary for the Parks and Recreation Board. VI. CHAIRMAN\MEMBER COMMENTS Chairman Baldizan briefed the Commission on a presentation she participated in at UNLV with the American Planning Association on age-friendly communities. Chairman Baldizan said that housing will be the next domain for discussion in November. Chairman Baldizan inquired if the meeting packet could be mailed to members versus emailed. Joanne Wershba, Recording Secretary, stated that it would have to be a consensus for all members wanting the packet mailed. VII. PUBLIC COMMENT Barbara Trznadel, 89014, suggested that, if there is a need shown, the senior resource center be available at other locations one day a week. IX.
