CITY OF HENDERSON BLUE RIBBON COMMISSION ON EDUCATIONAL EXCELLENCE AND YOUTH OPPORTUNITY REGULAR MEETING MINUTES Wednesday, August 21, 2019 I. CALL TO ORDER Xanie Gann, Recreation Services Manager, called the Regular Meeting of the Blue Ribbon Commission on Educational Excellence and Youth Opportunity to order at 4:03 p.m., in the Annex Conference Room, City Hall Annex, 280 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Rayna Booker, Administrative Assistant III, confirmed the Blue Ribbon Commission on Educational Excellence and Youth Opportunity had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, and the City of Henderson Website, and by electronically mailing a copy of the Agenda to everyone appearing thereon the Agenda Master Electronic Mailing List. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (Motion) Mr. Zeller introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. NEW BUSINESS NB-1 MINUTES BLUE RIBBON COMMISSION MAY 15, 2019 PARKS AND RECREATION Blue Ribbon Commission meeting minutes of May 15, 2019. (Motion) Mr. Zeller introduced a motion to adopt the minutes of May 15, 2019, as presented. The vote favoring approval was unanimous. Xanie Gann, Recreation Services Manager, declared the motion carried. NB-2 WELCOME AND INTRODUCTIONS OF THE NEW BLUE RIBBON COMMISSIONERS PARKS AND RECREATION Welcome and introduce newly appointed Blue Ribbon Commissioners: Joseph Palmaffy, Gwyn Lonzame, Michelle Bell, Alyssa Pangilinan, Jacob Pectol, and Henry Millen. The Commissioners and attendees all introduced themselves and gave a brief overview of their backgrounds. NB-3 NOMINATIONS AND ELECTION OF CHAIR AND VICE CHAIR FOR THE 2019-2020 SCHOOL YEAR PARKS AND RECREATION Discuss the nominations and elections for the offices of Chairperson and Vice Chairperson of the Henderson Blue Ribbon Commission on Excellence and Youth Opportunity. Presentations of nominated candidates will occur Blue Ribbon Commission Page 3 of 6 Wednesday, August 21, 2019 – Minutes during the Blue Ribbon Commission's Regular meeting on September 18, 2019, with the vote occurring immediately afterward. Xanie Gann, Recreation Services Manager, provided an overview of the nomination and election processes. She said the nominees will need to send her, or Rayna Booker, Administrative Assistant III, any backup material two weeks prior to the September 18, 2019, meeting if they plan on giving a presentation. NB-4 NOMINATIONS TO THE OFFICE OF CHAIRPERSON TO THE BLUE RIBBON COMMISSION ON EXCELLENCE AND YOUTH OPPORTUNITY PARKS AND RECREATION Accept the nominations of the office of the Chairperson to the Blue Ribbon Commission for the 2019-2020 school year, term to expire June 30, 2020. Miss Buckles nominated herself for Chairperson. Miss Aleman-Reyes nominated herself for Chairperson. Mr. Palmaffy nominated Zayli Jackson for Chairperson. Mr. Millen nominated himself for Chairperson. Miss Bell nominated herself for Chairperson. The abovementioned nominees will give a presentation at the September 18, 2019, meeting to promote their eligibility for Chairperson. An election will occur immediately after all nominees have given a presentation. (Motion) Mr. Zeller introduced a motion to accept the nominations of Renae Buckles, Serenity Aleman-Reyes, Zayli Jackson, Henry Millen, and Michelle Bell for the office of Chairperson to the Blue Ribbon Commission for the 2019-2020 school year. NB-5 NOMINATIONS TO THE OFFICE OF VICE CHAIRPERSON TO THE BLUE RIBBON COMMISSION ON EXCELLENCE AND YOUTH OPPORTUNITY PARKS AND RECREATION Accept the nominations of the office of the Vice Chairperson to the Blue Ribbon Commission for the 2019-2020 school year, term to expire June 30, 2020. Miss Lonzame nominated herself for Vice Chairperson. Mr. Mutzhaus nominated Alyssa Pangilinan for Vice Chairperson. Miss Elliott nominated herself for Vice Chairperson. Miss Jackson nominated herself for Vice Chairperson. Miss Buckles and Mr. Zeller nominated Renae Buckles for Vice Chairperson. The abovementioned nominees will give a presentation at the September 18, 2019, meeting to promote their eligibility for Vice Chairperson. An election will occur immediately after all nominees have given a presentation. (Motion) Mr. Palmaffy introduced a motion to accept the nominations of Serenity Aleman-Reyes, Michelle Bell, Gwyn Lonzame, Alyssa Pangilinan, Samantha Elliott, Zayli Jackson, and Renae Buckles for the office of Vice Chairperson to the Blue Ribbon Commission for the 2019-2020 school year. The vote favoring approval was unanimous. Xanie Gann, Recreation Services Manager, declared the motion carried. NB-6 COLLEGE AND BEYOND EVENT PARKS AND RECREATION The event will be held on September 14, 2019, at the Henderson Multigenerational Center located at 250 South Green Valley Parkway from 10:00 a.m. to 12:00 p.m. Commissioners to discuss and review confirmed attendees and assigned duties and responsibilities. Xanie Gann, Recreation Services Manager, provided an overview of the College and Beyond event and said the Commission may hand out the leftover giveaway items from Leadership Day, such as tote bags, stress balls, pens, candy, and lanyards. Ms. Gann said Chef Guy Fieri and Tom Hawley, News 3 Las Vegas, have committed to speak at the event, and that there are 22 confirmed colleges and organizations to be in attendance, to include: College of Southern Nevada; DeVry University; Dixie State University; Nevada State College; Roseman University; Southern Utah University; Touro University; University of Nevada - Las Vegas; University of Nevada – Reno; Paul Mitchell School of Cosmetology; Pima Medical Institute; U.S. Army; U.S. Marines; U.S. National Guard; City of Henderson Human Resources Department, Police Department, Blue Ribbon Commission Page 5 of 6 Wednesday, August 21, 2019 – Minutes and Fire Department; Tutors Across America; and Doorway to College and Nevada Promise. A discussion ensued regarding potential colleges and organizations Commissioners may contact to attend the event. Following a discussion regarding Commissioners’ participation, Mr. Zeller, Ms. Bell, Ms. Pangilinan, Ms. Aleman-Reyes, Ms. Buckles, Mr. Pectol, and Mr. Palmaffy committed to attending the event. Ms. Gann said the new shirts may be picked up the week prior to the event, so Commissioners can be dressed accordingly. A discussion ensued regarding the marketing efforts for the event. (Motion) Mr. Zeller introduced a motion to approve the college and vendor list and the event layout. The vote favoring approval was unanimous. Ms. Gann declared the motion carried. (Motion) Miss Aleman-Reyes introduced a motion to approve the event date of Saturday September 14, 2019, from 9:00 a.m. to 12:00 p.m., and the Commissioners’ attire to be polo shirts, black slacks, and walkable shoes. The vote favoring approval was unanimous. Ms. Gann declared the motion carried. NB-7 TRUNK OR TREAT EVENT PARKS AND RECREATION The event will be held on Thursday, October 24, 2019, at the Black Mountain Recreation Center, located at 599 Greenway Road, from 4:30 p.m. to 9:00 p.m. Commissioners will discuss logistics and assigned duties and responsibilities for the Trunk or Treat event, recommend theme, decorations, and dress code. Xanie Gann, Recreation Services Manager, provided an overview of the Commissions’ role at the Trunk or Treat event and said the Commission typically does a superhero theme for their vehicle. Ms. Mutzhaus provided an overview of Critical Care Comics, a charity the Commission collaborated with at the last two Trunk or Treat events. A discussion ensued regarding the superhero theme, dress code options, decorations, event layout, giveaway items, and attendance/shifts. Ms. Gann said she will research giveaway items and present options to the Commission at the next meeting. Blue Ribbon Commission Page 6 of 6 Wednesday, August 21, 2019 – Minutes There was a consensus of the Commission to have a superhero theme and costume design for the event. (Motion) Miss Jackson introduced a motion to approve the superhero theme for the Trunk or Treat event, authorize purchase of generic superhero themed decorations and trinkets, and for the dress code to be superhero costume attire. The vote favoring approval was unanimous. Ms. Gann declared the motion carried. VI. CHAIRMAN\MEMBER COMMENTS Mr. Zeller and Mr. Adamo welcomed all new and returning Commissioners. Xanie Gann, Recreation Services Manager, said a memorial bench is being installed at Green Valley Park to honor former Commissioner Paula Driscoll who passed away in July. She encouraged the Commissioners to present the bench to Ms. Driscoll’s husband and daughter once it is installed. VII. SET NEXT MEETING The next meeting was set for Wednesday, September 18, 2019. VIII. PUBLIC COMMENT There were no public comments presented. IX.
