CITY OF HENDERSON BLUE RIBBON COMMISSION ON EDUCATIONAL EXCELLENCE AND YOUTH OPPORTUNITY REGULAR MEETING MINUTES Wednesday, October 16, 2019 I. CALL TO ORDER Chairperson Zayli Jackson called the meeting of the Blue Ribbon Commission on Educational Excellence and Youth Opportunity to order at 4:07 p.m., in the City Hall Annex Conference Room, 280 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Rayna Booker, Administrative Assistant III, confirmed the meeting of the Blue Ribbon Commission on Educational Excellence and Youth Opportunity had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, and the City of Henderson Website, and by electronically mailing a copy of the Agenda to everyone appearing thereon the Agenda Master Electronic Mailing List. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA Chairperson Williams stated the title for NB-3 needs to be revised to reflect Trunk or Treat 2019 rather than Trunk or Treat 2018. (Motion) Mr. Vidal introduced a motion to accept the agenda as amended. The vote favoring approval was unanimous. Chairperson Williams declared the motion carried. V. UNFINISHED BUSINESS UB-1 LEADERSHIP DAY 2020 PARKS AND RECREATION Discuss proposed venue options, theme options, possible keynote speaker candidates, youth commissioner led workshops and potential dates for the event. Xanie Gann, Recreation Services Manager, stated Nevada State College (NSC) has space available to hold the Leadership Day 2020 event on April 1, 2020. She briefed the Commission on the layout of the venue and discussed possible usage for the rooms. Ms. Gann stated she will coordinate the guest attendance list and the City staffing for setup and breakdown. A lengthy discussion ensued regarding the following topics: potential themes, workshops, and keynote speakers for the event; the itinerary; and the benefits of utilizing the NSC site. Ms. Gann stated she will collaborate with the marketing department to ensure there are no copyright violations with the slogan/theme. She said Commissioners may brainstorm other theme ideas before the next meeting and that a theme will be officially voted on at the next meeting. Michael Oh, Senior Assistant City Attorney, advised that the keynote speaker will be required to have a contract with the City, which will be reviewed by the City Attorney. Mr. Zeller requested the workshop ideas be completed by January. Blue Ribbon Commission Page 3 of 5 Wednesday, October 16, 2019 – Minutes Chairperson Jackson encouraged the Commissioners to be engaged in their respective workshops when it is assigned. Ms. Gann encouraged the Commissioners to start thinking about potential sponsorship opportunities for the event. VI. NEW BUSINESS NB-2 MINUTES BLUE RIBBON COMMISSION REGULAR MEETING SEPTEMBER 18, 2019 PARKS AND RECREATION Blue Ribbon Commission Regular Meeting Minutes of September 18, 2019. (Motion) Mr. Mutzhaus introduced a motion to adopt the draft minutes of September 18, 2019, as presented. The vote favoring approval was unanimous. Chairperson Jackson declared the motion carried. NB-3 TRUNK OR TREAT 2019 PARKS AND RECREATION Discuss final details for the Trunk or Treat event occurring on October 24, 2019, and verify event attendees and current commitments to shift assignments. Attendees for the full shift from 4:30 p.m. to 9:00 p.m. include Commissioner Michelle Bell, Commissioner Alyssa Pangilinan, Commissioner Macey Reeves, Chairperson Zayli Jackson, Commissioner Henry Millen, Commissioner Caitlyn Shirley-Tecumseh, Commissioner Gwyn Lonzame, Commissioner Luke Adamo, Commissioner Michael Mutzhaus and Commissioner Shane Zeller. The attendee for the first shift from 4:30 p.m. to 6:30 p.m. is Commissioner Jacob Pectol. Attendees for the second shift from 7:00 p.m. to 9:00 p.m. include Commissioner Carrie Cox and Vice Chairperson Samantha Elliott. Chairperson Jackson provided an overview of the Trunk or Treat 2019 event. She said the Commission will have their allotted space ready by 4:00 p.m. and Commissioners may arrive as early as 1:00 p.m. to assist with decorations. Xanie Gann, Recreation Services Manager, stated the Commission’s decorations are superhero themed. Mr. Zeller encouraged the Commissioners attending the event to dress in superhero costumes. Blue Ribbon Commission Page 4 of 5 Wednesday, October 16, 2019 – Minutes Mr. Mutzhaus stated he received a donation of Play-Doh that can be handed out at the event. Mr. Adamo and Mr. Zeller stated one of them will provide a truck for the event. (Motion) Mr. Mutzhause introduced a motion to approve the Commission’s attendance at the Trunk or Treat 2019 event. The vote favoring approval was unanimous. Chairperson Jackson declared the motion carried. NB-4 BLUE STAR MOTHER'S STOCKING STUFFING EVENT PARKS AND RECREATION Selection of dates for the volunteer event and scheduling for participation. Chairperson Jackson gave a brief summary of the Blue Mother’s Stocking Stuffer event. Xanie Gann, Recreation Services Manager, stated the Commissioners’ participation will assist with packaging holiday gifts for deployed United States soldiers. Ms. Gann said the event typically occurs a week prior to Thanksgiving and she will email the Commissioners the exact dates when she confirms the event. (Motion) Mr. Zeller moved to approve the Blue Ribbon Commission’s participation in the Blue Star Mother’s Stocking Stuffing event at the Henderson Pavilion. The vote favoring approval was unanimous. Chairperson Jackson declared the motion carried. VII. CHAIRMAN\MEMBER COMMENTS Xanie Gann, Recreation Services Manager, stated there may be two new students joining the Blue Ribbon Commission. Mr. Palmaffy and Ms. Gann commented on the importance of the Blue Star Mothers program for families. VIII. SET NEXT MEETING The next meeting was set for November 20, 2019, at 4:00 p.m. Chairperson Jackson noted Bristol Ellington, Chief Operations Officer/Deputy City Manager, will be a guest at the next meeting. Blue Ribbon Commission Page 5 of 5 Wednesday, October 16, 2019 – Minutes IX.
